Subject: EAST WELD SANITARY LANDFILL
ACCESS ROAD REALIGNMENT
Dear Mr. Hodges:
Enclosed are the plans titled "East Weld Sanitary Landfill, Weld County, Colorado Construction
Plans Proposed Access Road and Grading" dated September 18, 1996. These plans were prepared
for the EWSL by our engineering consultant The Lund Partnership Inc., and include a grading
plan for the maintenance and gatehouse area and construction plans for the realigned access road
at EWSL.
The access road at EWSL was realigned, specifically that portion as shown on Sheet C-2 of the
enclosed plans, in response to information provided in a memorandum from Mr. Drew Scheltinga,
(County Engineer, Weld County Public Works Department ) to Mr. Keith Schuett (Weld County
Planning Department), dated August 1 , 1996. This memorandum included a road design, drawn
by Mr. Scheltinga which shows a proposed intersection with a free right hand turn near the
entrance/exit area of the landfill. Accordingly, representatives from EWSL (Jack Epple and Alan
Scheere) met with Mr. Scheltinga and Mr. Don Carroll, Administrative Coordinator with Weld
County Department of Public Works, on August 26, 1996 to further discuss the recommended
road realignment and location as shown on the drawing prepared by Mr. Scheltinga. Additionally,
several discussions between representatives of The Lund Partnership Inc. and Weld County Public
Works Department occurred in order to ensure the final landfill access road realignment met the
intent of the County's proposed road design. We believe the enclosed plans showing the
realigned landfill access road and intersection design provide safe ingress/egress to the facility
and satisfies previous concerns of the Weld County Public Works Department. We appreciate the
assistance of Mr. Scheltinga and Mr. Carroll for their input in developing a landfill access road
that is acceptable to the County.
Additionally, EWSL will review the Road Improvements and Maintenance Agreement dated
December 22, 1993 for any amendments or adjustments that may be appropriate to this
agreement as a result of this minor change.

In accordance with the Use by Special Review Permit #USR-966 and corresponding Development
Standards approved by the Weld County Board of County Commissioners on October 14, 1992,
EWSL hereby files the above described minor change with the Weld County Department of
Planning Services. This minor change consists of realigning the access road as shown on the
enclosed plans prepared by The Lund Partnership, Inc. dated September 18, 1996. By copy of this
letter, EWSL requests the Weld County Clerk and Recorder' s Office append the enclosed plans
to the plans previously submitted on April 30, 1996, titled "East Weld Sanitary Landfill Plot
Plan" prepared by The Lund Partnership Inc. , dated March 15, 1996. Collectively, these plans
(Facility Plot Plan and Construction Plans, Proposed Access Road and Grading ) supplement the
original Special Review Plat and provide more detailed information necessary to develop the
EWSL.
