The purposes of these open houses were to display access control concepts developed by the Technical Advisory Committee (TAC) which the Policy Committee review at our August meeting and to solicit public input regarding their thoughts and concerns with the concepts. In addition to the public open houses, there was a meeting on October 26th between CDOT, FHU and business owners in the vicinity of 5`h and 8th Street in Greeley to discuss access control concepts for the US 85 bypass in _.. Greeley. In preparation of the upcoming PC meeting on November 17, the attached document has been prepared as a summary of input received at these meetings or afterwards. These materials include a summary of all public comments (either oral or written) grouped by sections from I-76 to Ault. Also, all comment sheets or letters which were submitted by the public are included. Also, in preparation of the upcoming PC meeting, a copy of the handout given to the public at the open houses is enclosed, which outlines the access control guidelines which will be ,., discussed at the PC meeting. Mahlcwoo l Ave. titi•. 200 '_' L'nelcwoot, CC 801 1 1 US 85 Access Control P/an(/-76 to WCR 84) US 85 Access Control Plan Summary of Public Open House Comments Gilcrest - September 23, 1998 Brighton - September 24, 1998 Evans - September 30, 1998 Attendance • Gilcrest - 34 • Brighton - 35 • Evans - 39 Section 1 - Adams County (Commerce City/Brighton) • On an 141 acre parcel of land in the northwest quadrant of 104" Avenue / US 85, a commercial development is planned. Already under construction is an access on 104' Avenue, west of US 85, which would interfere with a future interchange at the intersection. Also, the deed shows that this parcel of land has been deeded direct access to US 85, which this development plans to use. (See Public Comment Sheet # 1 ). Section 2 - Brighton • E-470 Authority's decision to locate the E-470/US 85 interchange just north of Nome Street will likely change the current access control plan of eliminating US 85 access to/from 136" and 144" Avenue and realigning these roadways to a new interchange between 136th and 144" Avenues. A revised access control plan may show an interchange at 136" Avenue and closing of 144'" Avenue. • The Little Valley Wholesale Nursery is concerned about negative impacts to their business and employees if there is no access to US 85 from 136' Avenue. (See Public Comment Sheet # 2). • A cul-de-sac of the roadway immediately east of the SH 7 interchange would create operational problems for Stahla Homes. They use this intersection and roadway to transport manufactured homes to/from a sales center on Great Western Road. Sections 3, 4 - Weld County (Between Brighton and Fort Lupton) • Stahla Homes sells and displays manufactured homes at a sales center on Great Western Road and leases land to GCR of Brighton. Both businesses are concerned about the closing of Denver Street, which provide access to Great Western Road. They feel that the Denver Street access provides safe and easy access to their businesses for tractor trailer trucks and other large vehicles, and that alternative routes to their businesses would be difficult and unsafe because of narrow roads and tight intersections. (See Public Comment Sheet # 3, also see CDOT response). Felsburg Holt& Ullevig 1 11/09/98 US 85 Access Control Plan((-76 to WCR 84) • At WCR 2.50, left turns cannot be prohibited due to the nature of the business located at the intersection. Also at WCR 2.50, the mailboxes for businesses on the west side of the highway are located on the east side of the highway. • The owner of Seven Sons Auto Salvage is adamantly opposed to the closing of the median crossing at WCR 2.50. (See Public Comment # 4). • We should consider how closing access to US 85 would affect traffic volumes on WCR 27 (Denver Avenue). Apparently, there have been several accidents on Denver Avenue. involving farm machinery. • Business on west side of US 85 at WCR 4 is concerned about access to their property once WCR 4 access in eliminated. • ARCO, a business located between WCR 6 and WCR 6.25, apparently was told to direct all of their traffic to US 85. • Prior to the closing of WCR 6.25, improvements to WCR 27 are needed in order to accommodate truck movements. Also, intersections are currently too narrow to accommodate truck turning movements. • Interim signalization of WCR 8 will require relocation of driveway access on west approach of WCR 8. • North of WCR 8 there is a field access to land on the west side of US 85 near the bend in the Platte River, and is the only access to that land. Section 5 - Fort Lupton • Wethington (property owners) access to highway. They own land on both sides of highway. A suggestion would be to improve an existing underpass, currently used by the Fulton Ditch, to maintain access across the highway to land they own on both sides of US 85. • Currently, the Wethington's access on the east side of US 85 is gated to prevent access by the subdivision residents. If closed, it would eliminate the only access for two single family houses along US 85 as the access is gated to the east. • In a phone conversation with Elizabeth Eiland (Wethington) on September 29, she indicated the legal description for her property states that her property has a deeded access to both sides on the highway. She mentioned that CDOT allowed the Fulton Ditch to go under the highway and she believes in one way or another CDOT probably is involved with this issue. The culvert was installed when the highway went through because the highway was cutting across a natural waterway. (See Public Comment Sheet # 5). Fe(sburg Holt& Wlevig 2 11/09/98 US 85 Access Control Plan(1-76 to WCR 84) • There are other property owners just south of Fort Lupton, including the Wethington's, who own and operate farm land on both sides of US 85. Section 6 - Weld County (Fort Lupton to Platteville) • Between WCR 20 and WCR 22 there is land on both sides of the highway with the same ownership; access across US 85 is needed. • Homeowner on old WCR 24 needs access to US 85. In order to resolve the conflict between the homeowner and Overland Tractor, the homeowner is willing, under certain conditions, to give access to Overland Tractor from his driveway. However, these conditions are not known. Also, oil company will need to access oil wells in the field south of WCR 24. (See Public Comment Sheet # 6). • Overland Tractor would prefer the access at old WCR 24 to be eliminated due to safety concerns of vehicles, including large trucks, backing onto the highway. • Old WCR 24 has been deeded a 60 foot easement which would be sufficient width to provide access to oil wells. • Sakata relies on a median opening one-half mile south of WCR 18 to farm land west of the highway. Sakata feels that traveling one-half mile (one-mile of out of direction travel) to execute a U-turn at WCR 18 would unnecessarily complicate the movement of farm equipment. • A farmer would like to see median crossings remain open. (See Public Comments Sheet #7). • Amoco Service Station owner would like access to US 85 to remain open and for all median crossings to remain open between WCR 14.5 and WCR 18. (See Public Comments Sheet #8). • Produce company on west side of US 85 has an entrance located about 300 feet south of WCR 18.50 and would like to maintain their median crossing for business operations. They are concerned about trucks making U-turns and would consider a new access at WCR 18.50 but they would prefer to keep their present access. (See Public Comments #9). Section 7A - Platteville (Option 1) • This option may work better if the passing railroad track is moved north of SH 66, similar to the configuration shown in option 2. • New signs on SH 66 and on US 85 north of SH 66 should be installed to indicate whether the port of entry is open or closed. Felsburg Holt& Ullevig 3 11/09/98 US 85 Access Control Plan!/-76 to WCR 84) Section 7B - Platteville (Option 2) • Extending SH 66 directly east to intersect WCR 27 would be difficult and costly due to the existing grade and the crossing of two canals. Alternatively, SH 66 could be extended to intersect WCR 30, as shown in option 1 , and additionally WCR 27 could be extended south to intersect WCR 30. • Safety concerns were expressed over the southbound US 85 curvature near the port of entry. Section 8 - Weld County (Between Platteville and Gilcrest) • Intersection realignments to 90 degrees in rural areas are not worth expense and require large acquisitions of land. • US 85 speed limit too high at SH 60. (See Public Comment Sheet # 10) Section 9 - Gilcrest • Changes and improvements proposed for the Town of Gilcrest are very important to improving safety for inexperienced high school drivers. • The safety of the high school students depends on future signalization of WCR 42. • At all public open houses, the public repeatedly expressed concerns about the safety of high school drivers turning onto US 85. Section 10 - Weld County (Between Gilcrest and La Salle) • Do not close WCR 33 because the median is wider than the median at WCR 44 and is therefore a safer place to cross US 85. • If SH 256 is re-aligned to intersect US 85 at 90 degrees, then consider either a wider median at the new intersection location or construction of left turn acceleration lanes. • Increase median width at SH 256 to provide a refuge area for vehicles either trying to cross or attempting to turn left onto US 85. Section 11 - La Salle • South of 1" Avenue and east of US 85 a fast food and/or a shopping center is being considered on a vacant parcel of land. • Tom Fischer, a business owner on the southwest corner of US 85 and 2n° Avenue, would consider eliminating curb cuts on US 85, but full movement access must remain at 2n° Avenue. Felsburg Holt& UI/evig 4 11/09/98 US 85 Access Control P/an (1-76 to WCR 841 • As surrounding farms are sold and redeveloped, traffic patterns will change and access to/from US 85 will become an important issue for La Salle. (See Public Comment Sheet # 1 1 ). Section 12 - Evans • Frontage road between 39th Street and 42nd Street east of US 85 has been vacated by the City of Evans. Cul-de-sac shown on the access control concept is not necessary. Section 13 - Greeley • Hi-Tech Auto Body, located on the southeast corner of US 85 / 22n" Street, pointed out that proposed frontage road changes would run through a new building scheduled for construction in 8 months. They feel that US 85 operates just fine and wonders if such proposed drastic changes are justified. (See Public Comment Sheet # 12). • Since the public open houses, misinformation has developed in regards to the proposed access control plan concepts shown at 5th and 8' Avenues. Businesses in the vicinity of these intersections thought the plan showed the elimination of all turn movements to/from US 85 at both 5th and 8' Avenues. The access control plan presented at the public open houses showed all turn movements will be provided at both 5" and 8' Avenues through a split diamond interchange. (See Public Comment Sheet # 13). • Install a flashing light northbound prior to 22n° Street to warn truckers of the upcoming traffic signal. • Full movement access required at 22n°, 16`", 8'", and 5th Streets due to use by Monfort equipment and to future residential developments east of 1" Avenue. • Provide full movement interchange at 8" Avenue with an overpass of 5" Avenue, instead of the split diamond option illustrated by the access control concept. • If possible, improve signal progression. • 8' Street needs to be free of congestion. (See Public Comments Sheet # 14). • Greeley needs "O" Street to access US 85. The current plan for the "O" Street overpass eliminates all access to "0" Street. A new plan for the "0" Street connection needs to involve access to/from US 85. (See Public Comment Sheet # 15) Section 14 - Weld County (Between Greeley and Eaton) • Just north of Lucerne, a farmer would like the median to remain open to simplify the logistics during times of harvest. (See Public Comment Sheet # 19). He did concede that '/: mile spacing of median crossings would work but felt that during harvest season this would create a problem. Felsburg Holt& Ul/evig 5 11/09/98 US 85 Access Control Plan (1-76 to WCR 84) Section 15 - Eaton • Just north of Eaton at WCR 37, construction of acceleration /deceleration lanes should occur in the medium term, with the closure of the existing WCR 37 access to US 85 and extension of WCR 37 to WCR 76 occurring in the long term. • Field access and median crossing just north of 7`h Street on the west side of US 85 needs to remain open. Businesses south of this access and on the west side of US 85 use the median crossing for U-turns. • Ault residents do not support proposed signals in Eaton. • Either provide a signal at Collins Street or at Oak Drive, but both signals are not necessary. Section 16 - Weld County (Between Eaton Through Town of Ault) • Raised median in Ault not needed because traffic volumes are too low to cause any safety or operational problems at full movement accesses. Other Comments Not Related to a Particular Section • Horace Elliot, a member of the Greeley Rotary Club, says he supports any plan that reduces the attention to alternative means of transportation and increases attention to single or multiple occupancy private vehicles. His comments concerning the access control plan were: 1) Why are there new signals in Platteville and Gilcrest, 2) no less than a full cloverleaf interchange at US 85 and E-470 should be built in the short term and 3) US 85 should be a fully access controlled interstate from Denver to Cheyenne. (See Public Comment Sheet # 17). • New signals are a bad idea and will continue to put more emphasis on 1-25. (See Public Comment Sheet # 18). • In the short term, need acceleration and deceleration lanes that meet the access code standards and eventually, close median crossings and provide U-turn lanes on Y2 mile intervals. I do have a deep concern with the plan as drafted. If there is not an interchange at 136th Ave. and Highway 85 our business and employees will be impacted negatively. With the present highway system our business can be accessed only from Highway 85 or Sable. In my opinion, Sable is not a good route for the majority of the traffic generated by our wholesale nursery. Please refer to the Traffic Estimates - 1998 form that is attached. Most of our traffic consists of tractor trailers or gooseneck trailers and dump trucks. The intersection at Sable and 136th Ave. is not designed to deal with heavy trucks turning in any direction. Apparently, preliminary plans call for the closing of Denver Avenue access at Highway 85 . Also, a turn-around was depicted on the map at the south end of Great Western Road where it meets Bridge Street . Access to Great Western Road would be severely limited due to the alternative narrow streets and avenues existing . Stahla Homes , Inc. is located at 210 Great Western Road . We display manufactured homes at this sales center which we opened in December of 1969 . In order to access and egress this area safely, we must have easy access to both Highway 85 and Highway 7 (Bridge Street) . For 29 years , we have been able to safely move the manufactured homes in and out of our property due to the facility of Great Western Road . Under your Preliminary Access Control Plan, accessibility and safety would be severely compromised . GCR of Brighton ( Firestone Tire and Rubber Company, 1200 Firestone Parkway, Akron, Ohio, 44317) leases from me the commercial property located south of Stahla Homes , Inc . Their primary business is servicing large over-the-road tractor trailer trucks, large farm equipment and various construction earth-moving units . Please note that an extremely wide concrete driveway was constructed in order to accommodate these large vehicles . Obviously, GCR also requires easy access to both highways in order to safely access and egress the area . Staff working on the State Highway 85 Access Control Plan reviewed the site to witness your concerns and consider possible alternatives. As you are aware, our current plan anticipates construction of an interchange at State Highway 7 (Bridge Street) sometime in the next twenty years. That change would require the closure of the frontage road at State Highway 7. We also would like to either close Denver Street at SH 85, or at the bare minimum, remove the median, therefore resulting in right-in/right-out movements at that existing full-movement street. You stated that any change to the existing conditions would be inconvenient and difficult for your customers. Please recognize that any improvements that we make which would modify existing street operations would also require changes at other nearby intersections to accommodate the added traffic and change of traffic patterns that would result. Those improvements would include possible street widening and radii improvements adequate to accommodate the large vehicles moving through the intersections. Although the changes we propose might seem inconvenient for your customers, we believe they are necessary for the safety of the traveling public and for the capacity of the highway. We have not made a final commitment to this plan. The next round of public meetings is slated for January. You will receive adequate notice of that meeting in order to attend and see the updated proposal. You will be offered a final opportunity to make comment and ask for clarification. Kullman Colorado Department of Transportation 1420 2nd Street Greeley, Colorado 80631 Dear Mr. Kullman: In response to your letter of September 18, 1998- the closure of Intersection WCR 2₹ and U.S. Highway 85 : Your decision to close this intersection is going to damage my business as an auto salvage yard- as well as a storage facility for semi tractors, trailers, and the movement of heavy equipment to and from my property through this intersection. I understand that Department of Transportation studies are to improve traffic in an area, but your studies here are completely wrong. The only problem with this intersection is that the Colorado Department of Transportation wants to make a large change, when a large change is not needed at this time. All we need here is a simple northbound left-turn lane. Living at this same location for the last forty years has given me a very good view of what is needed at this intersection. Don' t close it- improve it with a turn lane. I offer outside storage for tractors, trailers, and heavy equipment. The closing of this intersection is going to have very adverse effects in trying to move in and out of my business without this intersection. Making u-turns and short corner turns with large vehicles is not going to solve any traffic flow problems. This is only going to make a more dangerous highway. My auto salvage operations will be made more difficult. Making unnecessary u-turns with tow trucks and loads of crushed cars will not help traffic movement in this area. Customers coming to my business from the north will be able to enter my yard quite easily, but when leaving, they will have to continue south into Brighton to turn around and return north. Customers traveling from the south will have to pass by my business and make a u-turn to come back. All this unnecessary traffic movement is not a rational plan to move traffic quickly and safely. Your long-term plan for this area appears to be a no access interstate highway. This plan provides for a service road to and from my business, but I can' t wait twenty years for this plan to be put in operation. Please consider the problems the closure of this intersection is going to have on my business . It' s very simple- leave this intersection open and install a northbound left-turn lane. I am sorry I did not respond earlier. 1 thought it was provided as input at the public meeting. In this letter, you are requesting that the Colorado Department of Transportation construct a northbound left-turn lane at Weld County Road 2 1/2. As you are aware, the Access Control Project has included input from the public, local governments staff, and elected officials from all of the communities. In this effort, we have formalized short-term (0-6 years),medium-term (6-20 years) and long-term(20 or more years) solutions to help maintain the safety and mobility of the corridor,and in accordance with what we have heard from all of these stakeholders. The long-term vision for the south portion of US 85 (WCR 14 1/2 to Interstate 76) is for a controlled access freeway. In the short term, we will be incorporating several strategies throughout the corridor, but specifically in this area, to eliminate several conflict areas. This includes modifying the access at WCR 2 1/2 to allow right-in/right-out only on both sides of the highway. Improvements will be made at WCR 4 to facilitate safer U-turns. At this time, all of the plans are preliminary and subject to the comment and review by the public. This Plan is not acceptable to the businesses along this corridor and is unfair to expect our customer's to travel a mile or more out of their way to get to our businesses. This area of the Hwy. 85 corridor has been well established for many years,and as such these business have greatly contributed to die community both economically and as leaden. As business leaders in our community we are accustomed to change and understand the importance of maintaining safety in our community, however the importance of safety needs to he equally factored into the ecxmomic well-being of our businesses and to our established customer's. We are adamantly in opposition to the.elimination of the 5'"Street and 8'Street access to Hwy. 85. As Professionals,it should not ix, rumba w to explain the value of these intersections,ens, however in lien of your decision to close these intersections, we offer the following to be considered: The 5`Street access provides convenient and direct access to our growing West Greeley,and the 8tStreot intersection is critical to the Weld County Airport connection and future development along the air port corridor. With future growth in Greeley and Weld County the elimination of these intersections does not align with growth projections or trends. While elimination of these intersections is not acceptable with us we would welcome the opportunity to investigate alterrudive methods to increase safety in this region. Grade separation (with no access between US 85 & 18" Street) may not be a good idea for the future. • There should be future planning for a bypass east of the existing US 85 bypass. • Concerns expressed by the John Deere dealership were about large trucks making deliveries. Also, they wanted to know how much frontage they would lose if the split diamond is constructed. • Concerns were expressed about the conversion of 13" Street to a right-in/right-out. If implemented, beet plant traffic would be diverted to 16" Street. Also, on the southeast corner of 13' Street and US 85, the Kenworth dealer apparently has a good deal of inbound and outbound traffic. • Due to proposed changes at 13" and 18th Streets, traffic volumes will increase at 16`" Street. Therefore, major improvements may be necessary at 16" Street which may involve an interchange. • Between 8'" and 16" Streets east of Ash, there is a city industrial park that relies on 8' Avenue as the primary access to US 85. • A question was raised concerning the function and purpose of US 85. Is it meant to be used for intra regional travel (i.e. Wyoming to Denver), regional travel (Greeley to DIA or Denver), farm access or community main street? Also, what is the percent for each function/purpose? • Concerns were expressed about truck traffic at 1"Avenue and 5' Street. The frontage roads between 5' and 8" Street on both sides of US 85 would be at least two lanes and the east frontage road would be used by Monfort trucks and City sand and gravel trucks. • 16" Street and 18" Street could be another candidate for a split diamond interchange. • CDOT and FHU needs to try to provide better information in the Greeley Tribune. • There was a questions of how much money has been appropriated to implement the proposed improvements. Felsburg Holt& Ullevig 1 11/9/98 US 85 Access Control Plan (1-76 to WCR 84) • Royal Burrows, a business owner on 8`" Street, expressed a need for faster and better service from Greeley to Denver. He feels there are too many intersections and traffic signals on US 85. He suggested building a limited access loop highway east of the existing US 85 bypass for through traffic with exits to main highways and cities. (See Public Comment Sheet # 1). • Martin Produce Company on 6`h Street does not agree with the proposed plan. (See Public Comment Sheet # 2). • Western Sugar feels that if 131h Street is converted to right-in/right-out only then improvements at 16th Street may be required. They estimate that one-half of trucks entering the Western Factory site come from the north. Restricting left turns at 13`h Street would redirect traffic to 16th Street.
