HOUSING AUTHORITY
WELD COUNTY, COLORADO
APRIL 24, 1995

The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Housing Authority Board in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, April 24, 1995, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chairman and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Dale K. Hall, Chairman
Commissioner Barbara J. Kirkmeyer, Pro-Tem
Commissioner George E. Baxter
Commissioner Constance L. Harbert
Commissioner W. H. Webster - EXCUSED
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Shelly Miller
Finance and Administration Director, Don Warden

NEW BUSINESS:
Commissioner Harbert moved to approve the minutes of the Housing Authority
Board meeting of March 27, 1995, as printed. Commissioner Kirkmeyer
seconded the motion, and it carried unanimously.
CONSIDER SUBORDINATION AGREEMENT AND AUTHORIZE CHAIRMAN
TO SIGN - FRANKLIN: Jim Sheehan, Housing Authority representative, stated
this agreement will provide for second position in a certain rental rehabilitation
project. He explained the property owner, Fred Franklin, is refinancing a
construction loan for $80,000.00, and the Housing Authority provided a loan for
$27,000.00 for two units. Mr. Sheehan noted this a 100 -percent loan.
Commissioner Baxter moved to approve said agreement and authorize
Chairman to sign. The motion, seconded by Commissioner Kirkmeyer, carried
unanimously.
CONSIDER CONSOLIDATED ANNUAL CONTRIBUTIONS CONTRACT FOR
CERTIFICATE AND VOUCHER PROGRAMS WITH U.S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT AND AUTHORIZE CHAIRMAN TO
SIGN: Mr. Sheehan explained the new policy from HUD combined the
Section 8 Voucher and Certificate Programs. He recommended approval of the
annual amount for the Voucher Program at $1,077,949.00, and the Certificate
Program amount at $657,732.00. Commissioner Harbert moved to approve
said contract and authorize the Chairman to sign. Commissioner Baxter
seconded the motion, which carried unanimously.

CONSIDER HOME INVESTMENT PARTNERSHIP PROGRAM (HOME)
CONTRACT WITH COLORADO DEPARTMENT OF LOCAL AFFAIRS,
DIVISION OF HOUSING, AND AUTHORIZE CHAIRMAN TO SIGN: Mr.
Sheehan said this contract is for the 1995 Housing Rehabilitation Program and
provides $145,356.00. Rehabilitation of ten owner -occupied units and four
rental units will be provided, and Farmers Home matches funds through its
Housing Preservation grant. Responding to a question from Commissioner
Baxter, Mr. Sheehan stated the amount was reduced from last year and he is
working with the City of Greeley concerning the matter. Commissioner Baxter
moved to approve said contract and authorize the Chairman to sign. The
motion was seconded by Commissioner Kirkmeyer, and it carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:20 a.m.
