HomeMy WebLinkAbout980158.tiff RESOLUTION RE: APPROVE AMERICORPS VISTA PROJECT APPLICATION FOR HEAD START AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an AmeriCorps VISTA Project Application for Head Start from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, to AmeriCorps, with terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. What activities will AmeriCorps"VISTA Members perform to accomplish those goals? 1. VISTA volunteers will: 1.be trained to install software products on computers which will be placed in the classrooms and learning centers which promote adult and child literacy;2.troubleshoot minor computer problems with technical assistance as needed; 3.will be taught to train staff, parents and children to use the computers and software; 4.will be taught to maintain collaboration with area educational institutions and communicate progress to the superviso; 5. will teach staff and parents to successfully navigate through the bureaucracy of life with increased reading skills; 6 will be trained to spend time every day reading to the children in the classroom and to demonstrate language competency while doing so;7.will be taught to develop and install tutorial guides on computers to train the user in reading competency and computer literacy; 8.recruit and train future trainers consisting of volunteers from the community, staff and parents;9 support the existing relationships with FENWC'S collaborators in the community,who will maintain their knowledge base and continue the work VISTA volunteers initiated towards literacy. The multiple effect of these efforts are VISTA volunteers,parents and children will subsequently read, write and speak well. 5. Estimate how many years your organization will need AmeriCorps'VISTA Members to achieve the planned goals and make the project self-sustaining. The literacy program will be self sustaining in 2 years. 6. What experience does your organization possess in coordinating the efforts of community volunteers and/or service participants? FENWC has coordinated community volunteers for nearly 25 years who have assisted the agency in serving thousands of clients which a staff of<100 would be unable to do. FENWC has used volunteer services in the following areas: -Classroom support-reading, playing,helping children -Staff Assistance -Physical maintenance to the building -Repairing toys -Financial contributions -Provision of medical and dental services - Special needs -Nutritional planning -Family Support programs -Program governance 7. What resources and materials exist to support your proposed project? Identify any other organizations which will be collaborating in this effort. -FENWC has received funding to purchase computers in all centers,to purchase software,to install the Wide Area Network and to provide intemet links through telephonic cables. FENWC has ordered age appropriate literacy- related software, including basic math,basic grammar(all competency skills for all age levels),GED,English as a Second Language,traditional word processing, spreadsheets and presentations.FENWC has collaborative agreements with U.S. West,Compaq,Invest,and Corell for telephone cables,hardware and software. -FENWC has 12 Head Start Centers and 9 Migrant Head Start Centers; 10 of the Head Start Centers and 7 of the Migrant Head Start Centers are established in collaboration with and on public school grounds. -In addition, FENWC has the following collaborative support: -Community volunteers -Weld County Employment Services -Ssubstantial non-monetary donations -Weld County Department of Social Services -School District 6(Greeley) -School District RD 1 (Gilcrest/Platteville) -School District RE 5J(Milliken) -School District RE3J(Hudson) -School District RE3 (Ft.Morgan) -School District 50 (Delta) -Boards of Cooperative Educational Services -Sunrise Health Center -Northern Range Behavioral Health -Greeley Library System 3A AmeriCorps'VISTA Project Application Part A 1. Describe your organization's mission, the community/population served, and your organization's experience in the areas of service where you wish to use AmeriCorps`VISTA resources. The Family Educational Network of Weld County's(FENWC)mission is to provide children and families with a high quality,comprehensive program which promotes self-esteem, fosters social competence, develops independence, and enables children& families to be lifetime learners. Target community consists of 650 low income adults with 2508 children. Target families are 88%Hispanic, 10%White, 1%American Indian, .5%Black,and.5%Asian. 66.5%of families are headed by 2 parents,33%by 1 parent, .5%are custodial. Average annual income for a family of 4.5 people is$1-2999 for 16%of this population; $3000-5999 for 27%; $6000-8999 for 22.5%; $9000-11999 for 17%; $12000- 14999 for 9.25%;$15000-over 8.25%. Using an average of 627 families with 3 members in each extended family, the program will benefit another 1881 parents&children who will have access to the learning centers. For the past 25 years,FENWC has provided children from low-income families with an age-appropriate, individualized,self-directed whole language educational curriculum to increase their verbal,cognitive and literacy skills for transference into the public school system. 2. State the problem(s) your proposed AmeriCorps VISTA project would be designed to address within the low-income community.. Weld County has a high percentage of monolingual Spanish speaking children; children with a lack of literacy who experience difficulty entering school. Many have parents or guardians with low literacy as well as low education who are unable to support their children's learning. Because of these factors, parents also lack knowledge of community resources to advocate for themselves and their children. These parents also seem to approach data based information with a great deal of trepidation. County wide this community has a 15.3%high school drop out rate and also faces a disproportionate high percentage of people who are in cultural, social, and emotional isolation. 3. Describe the Iona-range goal(s) of the AmeriCorps'VISTA project, the anticipated outcomes and the projected impact on the low-income community. 1. Develop a comprehensive literacy program and network throughout the community, including rural areas, available to all families, including expanded family members and their children. Of the 1999 Head Start class(estimated to be 475),237 children will demonstrate pre-kindergarten reading proficiency upon completion of this VISTA program, as measured by a kindergarten-readiness checklist. 2. Coordinate the literacy program with local pre-schools,elementary schools,high schools&colleges to assure that our children enter public schools ready to read and able to communicate in English. The goal is to include 85%of elementary schools and preschools,and mentorship programs involving high school and college volunteers. 3.Increase literacy and English skills in parents and guardians so they are comfortable with the public school system and will become involved participants in theft children's education. The objective is to increase parental involvement, as measured by a parental survey at the beginning and the end of the grant program. 4.Establish a self-sustaining literacy training program. At the end of year one,20 VISTA volunteers will have gained proficiency in the use of computers and literacy software. 90% of the Head Start permanent staff and 20% of the families(including monolingual)in target population will access and use the computer systems efficiently. State in measurable and quantifiable terms the specific problem(s) the AmeriCorps`VISTA project will address, including the number of low-income people directly affected by the problem. Use current statistical data, citing source wherever possible, to substantiate the problem. Low literacy skills in adults and children impact a major segment of our community. Sstatistical information for the target community from the 1996-1997 Head Start enrollment forms for the FENWC Head Start Program yield the following: 650 adults with 2508 children;families are 88%Hispanic, 10%White, 1%American Indian, .5% Black and .5%Asian. Average annual income for a family of 4.5 people is$1-2999 for 16%of this population; $3000-5999 for 27%; $6000-8999 for 22.5%;$9000-11999 for 17%;$12000-14999 for 9.25%; $15000-over 8.25%. Dominant language spoken in the home is 49% English, 50% Spanish, 1%Other. Dropout rates obtained from Greeley District-wide records for grades 7-12 is 15.3%for the 1996-97 school year. Of the Head Start parents, 133 have less than a 7th grade education and 586 have more than a 7th grade level, but less than a 12th grade level. 106 have an unknown education level. These families have 1669 non-Head Start siblings. According to the statistics above, more than one-half of the Head Start Children come from families whose dominant language is not English. Data collected on 1/21/98 indicates FENWC currently has 164(34%)monolingual Spanish speaking children in the program. During the Migrant session,97%of the families are monolingual. It is a commonly held belief that children who are not proficient in the language of the school they enter have difficulty reading well in that language. A high percentage of Head Start parents have low literacy skills and limited proficiency in English when they enroll their children in the public school system. Because of this, parents face real or perceived barriers to success with public school teachers and administrators. Simply stated,the problem is these parents and children cannot read! 2. Provide a description of current activities your organization is undertaking to address this problem. If applicable, how will the AmeriCorps"✓ISTA project compiement this work? FENWC provides, at no cost to the families, the Head Start preschool program with an individualized, age and { developmentally appropriate curriculum. Teachers read to the children on a daily basis in both Spanish and English and send parent activities, including reading exercises, home with children. Through the FENWC program, Weld County: * Provides free or low cost medical and dental care; better health enhances better learning * Manages a Family Support Grant which helps remove barriers such as lack of housing,food, clothing,etc. * Manages a Neighbor to Neighbor Grant targeting low-income clients to be teachers of the young child * Provides adult literacy programs,English as a Second Language classes,parenting classes,and much more * Facilitates and sponsors the Parent Involvement Component with two dedicated staff members VISTA volunteers will complement by expanding the reading program through the computer network,training staff, parents and children to use the computers;developing user-friendly tutorial/training guides; reading to the • children daily;teaching parents HOW to read to children; staffing the learning centers nights and weekends; and completing research for appropriate, effective software to promote literacy. 3. Describe in specific terms how project beneficiaries have been included in the planning of this project and how they will be involved in its development and implementation once AmeriCorps'VISTA Member(s) are assigned. The parents have been requesting a computer network for several years. Monthly parent meetings at each Head Start center were held during which the benefits of applying for the VISTA grant were discussed. The parents agreed it would facilitate reading and help the computer project succeed. At a recent Parent Policy Council meeting, which includes representatives from all centers,parents agreed there is a great need for a reading readiness program for adults and children in our Head Start community. FENWC Reads is designed to help parents learn strategies to read to their children and to become more effective readers themselves. Parents will be involved in the development and implementation of the project through the training they will receive, and the utilization of the skills obtained. The FENWC Reads project will also increase parent understanding of the importance of pre-reading activities to enhance their children's reading readiness skills once they enter kindergarten. Interested parents will also be trained to become future trainers. Parent and volunteer involvement does not necessarily stop once their children exit the Head Start program. The majority of Head Start classroom volunteers are past and current parents. In fact, 29 of 67 current Head Start staff are past Head Start parents. • 2a. What resources will the sponsor provide to ensure the success of the AmeriCorps*VISTA project? The resources provided will include computers, software,extensive training of the VISTA volunteers,staff and parents. Additionally the VISTA volunteers will learn to use the Wide Area Network;they will acquire teaching skills in order to train a diverse population. Most centers are situated on the elementary school grounds and are newly renovated modular structures. Other centers are situated in elementary school buildings or in residential areas. Managment Information Specialists are also on staff in Weld County with whom they will have access. We will provide all supplies and reimbursement of mileage, consistent and qualified guidance for personal and professional development. We will also provide mentors to the VISTA volunteers to assist in any other concerns, issues or questions they may have. 2b. How will the community be involved to ensure sustainability of the AmeriCorps'VISTA project? The community will have a vested interest in the success of FENWC Reads because they have allowed FENWC to inhabit parts of the buildings for use as computer labs. Members of the community will have access to the learning labs. School children will be personally contacted through Head Start to participate in the use of the computer network. The community has shown interest in participaing on a long term basis with the FENWC Reads Program. We have also planned to have a network of trained volunteers in place by the completion of the project. We also intend to have 90%of the current staff and 100%of the new staff trained on all computers. Subject AmeriCorps VISTA Grant The attached grant is written to request funding for 20 VISTA volunteers under the AmeriCorps*VISTA Grant in accordance with the America Reads project. The project is designed to have 20 volunteers trained to implement the computer program which has been funded by Head Start and Migrant Head Start. The funding proposal for the computer program did not provide for an administrator or a Management Information Specialist for the Wide Area Network system. If funded,this grant will link the America Reads objectives into the implementation of the computer installation project. The budget for the grant includes FENWC's contribution of approximately 19% of the total $318,223 or $59,700. $23,321 is personnel costs which can be absorbed due to Head Start staff shortages for the last 6 months. The project will train staff, parents, volunteers and children to use the computers. It will also require VISTA volunteers to read to children daily in the centers and to train the parents HOW to read to their children. We also intend to open the learning centers nights and weekends staffed by the VISTA volunteers.
