RE: APPROVE 1995 POLLUTION PREVENTION GRANTS PROGRAM REQUEST FOR
PROPOSAL FROM HEALTH DEPARTMENT, ENVIRONMENTAL PROTECTION
SERVICES, TO COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT
AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the 1995 Pollution Prevention Grants
Program Request for Proposal from the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Weld County Health Department,
Environmental Protection Services, to the Colorado Department of Public Health and Environment,
commencing October 1, 1995, and ending September 30, 1998, with further terms and conditions
being as stated in said request for proposal, and
WHEREAS, after review, the Board deems it advisable to approve said request for
proposal, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the 1995 Pollution Prevention Grants Program Request for Proposal from
the County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Weld County Health Department, Environmental Protection Services,
to the Colorado Department of Public Health and Environment be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized
to sign said request for proposal.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 5th day of July, A.D., 1995.

MULTI -JURISDICTIONAL POLLUTION
PREVENTION PROJECT
The counties of Boulder, Larimer, Weld, and the Northeast are proposing
to establish a multi -jurisdictional Pollution Prevention (P2) program which
would encompass many areas. The major components of this regional program
will include: educating target businesses on the theory of, resources
available for, and benefits of P2; providing technical assistance per specific
industry; distributing relevant P2 information to a wide variety of
businesses; developing an incentive program to encourage individual business
participation; and evaluating the effectiveness of the program. Boulder and
Larimer Counties each currently have a P2 program in place, providing a head
start on the planning and development of a multi -county program. These in -
place programs will also eliminate the need to 're -invent the wheel" in
researching and providing technical assistance to various industries, for
example: print shops, dry cleaners, and automotive body shops.
The proposed regional P2 program will be implemented in three phases
over the course of three years. (Larimer and Boulder Counties have already
accomplished one or more objectives in each phase and will continue with
current activities, but will also be providing ongoing support for the
development of P2 programs in Weld and the Northeast Counties.)
Phase I of this regional P2 program will involve the following:
► identify target industries in each participating county
► identify and network with trade associations, professional associations,
business groups, universities, etc
► develop regional advisory group in each participating county with
representatives from business, government, interested citizens, etc
► develop technical resource library to be available to each participating
county
► establish regular communication between participating counties
► introduce and 'sell' the P2 program to target industries
► train staff on technical issues
► develop incentives package to encourage business participation
► report on progress to advisory group, health department directors, etc
Phase II will move on to:
► develop and provide workshops on P2 strategies targeted at specific
industries
► perform on -site evaluations and provide specific recommendations to
prevent pollution in individual businesses
► provide incentives to encourage business involvement
► begin to evaluate the effectiveness of the program
Phase III will encompass:
► the development of a model capable of being applied in any area wishing
to establish a P2 program
► planning for permanent funding to ensure the maintenance of the regional
P2 program
► finishing the evaluation of the program, including documenting both
successful and unsuccessful case studies for future use
► ensuring that each participating county has adequately addressed P2
issues for all target industries, including agriculture, within its
borders
The proposed regional Pollution Prevention program will impact various
areas in Colorado: the Northwestern Denver Metro Area (Boulder County), the
Northern Front Range (Larimer and Weld Counties), and North Eastern Colorado
(Logan, Morgan, Phillips, Sedgwick, Washington, Weld, and Yuma Counties).
Statewide impact will be furthered with the development of a model program
(discussed in Phase III) which could be applied to interested county or region
in Colorado.

The final evaluation of the program will occur in Phase III and will
encompass each measurable objective in Phases I and II. For example, each
county will provide the number of workshops held for each target industry as
well as the number of attendees at each one. Each workshop participant would
also have the opportunity to evaluate his/her experience by completing a pre-
printed survey form, commenting on factors ranging from the quality of
material presented to the enthusiam of the presenters. Other quantifiable
elements include the reduction of toxics usage based upon follow-up site
visits, the number of on -site and follow-up visits completed, case studies,
and the amount and quality of educational materials developed and
disseminated, evaluations completed by advisory group members, etc.
Relevant P2 program information will be distributed to target industries
throughout the participating counties via the health departments, business
trade associations, and professional associations. Many outlets and networks
exist to facilitate the distribution of information regarding this regional P2
project to any requesting agency or person. These include the Pollution
Prevention Partnership, a Pollution Prevention Advisory Board, the Pollution
Prevention Colorado Network Committee, the Colorado Environmental Health
Association (CEHA), as well as several national organizations.
One of the key elements of this project is to develop a capability
within each of the collaborating counties to provide pollution prevention
services beyond the term of the grant project. To accomplish this, staff in
each agency will be trained so that they have a baseline knowledge and
capability to carry on the services. The resource library will continue to be
available via electronic and hard copy transfer. The format and content for
business workshops will be in place. A support network will exist to assist
staff from any of the counties with their ongoing pollution prevention
efforts.
Pollution prevention is a multi -faceted concept and the principles may
be easily transferred from one business segment to another. The focus of this
proposal is to foster an awareness of and capability to apply pollution
prevention strategies to a variety of business classifications in each of the
participating areas. Once the business community places a value on pollution
prevention, application of its principles will become "business as usual".

Subject: Pollution Prevention Grant Bid
The Department requests your approval to submit a bid for Pollution Prevention
Grant funds from the Colorado Department of Public Health and Environment.
The Environmental Protection Services Divisions is proposing to participate in a
regional collaborative effort with the Northeast, Boulder County and Latimer
County Health Departments. The project would involve an educational
outreach with small businesses to assist them in minimizing pollutant emissions
and discharges to the air, land and water. Participation by industry would be on
a voluntary basis.
The participants in the project are requesting $50,000 from the State. This
project would be funded for three consecutive years. The grant requires no
matching funds and would be implemented in Weld County with existing
personnel.
