RE: GRANT PERMIT FOR TEMPORARY ASSEMBLY TO LEAHY FAMILY FARM, LLC -
MARCH 27, AND 28, 1999
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Leahy Family Farm, LLC, 22437 Weld County Road 19, Milliken, Colorado
80543, has presented to the Board of County Commissioners an application for a Permit for
Temporary Assembly for the Motocross race event on land within the unincorporated portion of
the County of Weld, State of Colorado, to be held from 6:00 a.m., March 27, 1999, to 5:00 p.m.,
March 28, 1999, on property described as follows:

Milliken, Colorado 80543
WHEREAS, said applicant has paid to the Weld County the sum of TWO-HUNDRED
DOLLARS ($200.00) for both days of said Weld County Permit for Temporary Assembly, and
WHEREAS, having examined said application, the Board deems it appropriate to grant
a Weld County Permit for Temporary Assembly to Leahy Family Farm, LLC, conditional upon
verification of appropriate liability insurance, and
WHEREAS, said permit shall be issued subject to compliance with the terms and
conditions as set forth in the application materials, specific conditions stated herein, and upon
the express agreement that the temporary assemblage will be conducted in strict conformity to
all laws of the State of Colorado, and
WHEREAS, any violation to said terms and conditions shall be cause for revocation of
said permit and forfeiture of bond.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that said Weld County Permit for Temporary Assembly on March 27,
and 28, 1999, be, and hereby is, conditionally granted to conduct a temporary assemblage at
the hereinabove described location.

2. Nature or purposes of the assembly: second day of a two day Area Qualifier for
the Loretta Lynn Outdoor National Amateur. Riders must go to Area Qualifiers,
then Regional Qualifiers, then to the National in Tennessee. Classes for all
riders are set by MX Sports, Inc. , the nation-wide promoter for these races.
These races are part of the RMXA series of races in Colorado for 1999, and are
all AMA sanctioned.
3. Dates and hours during which the assembly is to be held: Sunday, March 28, L999
Gate will open at 6 a.m. for sign-in. Racing begins at 8 a.m. and continues
until approximately 5 p.m.
4. Maximum number of persons to be allowed at assembly at any one time:
There is no maximum number. We hope to have 500 total each day.

Not applicable - there is no spectator limit. Riders are limited to 40
riders per class by AMA rules.
7. Identify plans for supplying potable (drinking) water, including the source, number, and
location offacilities: Bottled water is available in vending machines in the
sign-in building at the facility. It is supplied by Pepsi-Cola Company,
Greeley, CO. There is also sport drink, bottled iced tea, fruit juice,
and soft drinks for individual consumption. Most people brtng water from
home in large plastic containers.

8. Identify the plans for providing separate toilet facilities for males and females, including the
source, number, and location, type and the means of disposing of wastes
deposited: Three permanent toilets are available in the sign-in building.
In addition, portable units (4) are brought in and placed near the parking
lot and starting gate so riders will have access. Accommodation Sanitation
PO Box 5261 , Greeley, CO provides the units and cleans and services them
between events, or takes them and brings them back for the weekend.
9. Identify the plans for holding, collecting, and disposing of solid waste
materials: There are approximately 15 55 gallon plastic barrels placed
around the parking lot, near the sign-in building, and along the edge of
the drive into the facility. After the race, the trash barrels are full and
are picked up by Bunting Trash Management, Evans, CO. People at these races
are very conscious of the nice facility. and they do NOT trash the place
10. Identify the plans to provide for medical facilities, including the location and construction of
any structures, the names, addresses, and hours of availability of emergency medical
technicians and nurses and provisions for emergency ambulance
service: All AMA sanctioned races require emergency medical units be on
site for the entire day. The contracted company for all RMXA events is
Rocky Mountain Fire and Rescue Service. 8061 Ouebed St. . Commerce City. CO
80022. If someone is injured, an ambulance service is called to transport,
so the contracted company never leaves the site until all races are over.
In addition, an injury report is required to be sent to the AMA within
24 hours of the event .
11. Identify the plans, if any, to illuminate the location of the assembly, including the source and
amount of power, and the location of lamps:
Not applicable - event is daytime only.

12. Identify the plans for parking vehicles, including size and location of lots, points of highway
access and interior roads, including routes between highway access and parking lots:
Approximately 4 acres has been leveled and graveled as required by Weld
County Public Works Department. Vehicles may also park for the day in a small
marked area along the north side of the driveway into the facility. As cars
come in, they are guided into two lanes, . thereby keeping vehicles off of
County Road 19. When they leave, they exit onto County Road 19, but in a
leisurely manner, and in small numbers.
13. Identify the plans for communications with hospital, police, and fire services, including the
source, amount, and location of communication equipment:
Rocky Mountain Fire and Rescue notifies area hospitals and ambulance
services. The Johnstown Police Department has indicated they do not need
special notification Riders usually do not come through Milliken, as most
some north on T-29_ then Past on Hwy 60 through Johnstown_
14. Identify the plans for camping facilities, if any: Because this is a two-day event,
there may be some people who wish to be able to park their box vans over-
night. I have sent material on the races and included a list of hotels and
motels from Loveland, Greeley, and Fort Collins, to all people requesting it.
In addition, the schedule of classes has been distributed at races already
held (in Denver and at Erie) so that riders already have the date their
particular class will be run. We will not allow tents or open fires, but
would like to be able to let people from a distance PARK overnight, in contained
units .
15. Identify the plans for fire protection:
The event is held outside on dirt and graveled driveways and parking lots.
I can notify the Johnstown Volunteer Fire Protection District if needed.

16. Identify the plans for security, including the number of guards, their deployment, their
names, addresses, credentials and hours of availability and description of peer group
control, if any: We have hired Loveland Security and Patrol. Inc, . 530 W.
Eisenhower. Loveland. CO to provide security ar these -®"ants
The AMA requires that a referee be present at and make all arhitratinn
decisions at AMA sanctioned events. A'rider can be disqualified for his
actions and the actions of his family and friends. The security people
monitor parking, ambulance access, pet and alcohol rules, and keep people
from parking along County Road 19, or across the road on private property.
17. Identify the plans for sound control and sound amplification, if any, including number,
location, and power of amplifiers and speakers:
We have purchased an amplification system, with 5 speakers currently placed
on or near the sign-in building. The sound does not extend even to the road
to the north of the facility, and is not heard by neighbors that I am aware
of. Our riders complain that they cannot bear the sound system well enough!
18. If applicable, identify plans for meeting County health standards for food concessions and
concessionaires who will be allowed to operate on the grounds, including the names and
addresses of all concessionaires and their license permit numbers:
This year we have hired two concessionaires to do the food.

19. Identify the plans, if any, for an electrical system: Not applicable, daytime event only

20. Identify the plans to ensure that trees, underbrush, large rocks, and other natural features
shall be left intact and undisturbed, and natural vegetative cover retained, protected and
maintained so as to facilitate drainage, prevent erosion, and preserve the scenic attributes;
and the plans to abate dust on the site: We are required by Weld County to control
fugitive dust on the site at all tines, and vegetation and landscaping are
critical. Signs stating "No off-road driving" are placed at 6 locations.
Parking is roped off. Fences allow access only to the very front of the
property. The announcer makes periodic announcements of no riding anywhere
except on the track and to the starting gates. Bushes and small trees are
enclosed in wire to keep people from walking on them.
21. Attach a statement by a bonding company licensed to do business in the State of Colorado
indicating its intent to furnish a bond to ensure performance by the applicant of each of the
terms and conditions of the temporary assemblage permit.
22. Attach a statement by an insurance company licensed to do business in the State of
Colorado stating its intent to provide liability insurance to protect against injury to persons
or property occurring as a result of such an assembly.
