Although the Larimer County annexation, Greenlawn Cemetery , is not in your jurisdiction, the Weld County annexation would not be possible without the Greenlawn Cemetery annexation due to CRS 31- 12-104 which is the contiguity issue of one-sixth of the perimeter of the area proposed to be annexed being contiguous with the annexing municipality . This impact report specifically analyzes the above annexations and identifies what impact each will have on the Town of Berthoud and the municipal services that will be provided to them. This impact report has been completed at least twenty-five days before the date of the Public Hearing established pursuant to Section 31-12-108 of the Colorado Annotated Statues. Page 8 History The properties to be annexed to the Town of Berthoud are 1) Green Lawn Cemetery; 2) Green Acres; and 3) Tollgate Farms. All three properties are adjacent to one another and are located East of the Town of Berthoud along Colorado Highway 56 (see Map 1). The cemetery is located north of Colorado Highway 56 and west of WCR 1 which is approximately 1 mile west of the Town's existing limits. Green Lawn Cemetery is owned by the Town of Berthoud,and is still being used today by the Town as its public cemetery and will be zoned (M1) Manufacturing. The Green Acres property is located directly southeast of the Green Lawn Cemetery and is directly south of Colorado Highway 56 and east of WCR 1. The property is currently being used for agricultural production and will be brought into the Town under the same zoning(AG) Agricultural. Tollgate Farms is located directly east of Green acres and extends to WCR 3. The property is currently being used for agricultural purposes and will be annexed into the Town as (AG) Agricultural. Site Data The information below is a summary of the existing conditions on the sites to be annexed into the Town of Berthoud. Each property is listed below. The entity providing existing services is set forth below. Included is a summary of the services the Town of Berthoud will provide to each property at the time of annexation and the anticipated method to pay for the expansion of these services. The Town could provide Wastewater treatment to this parcel Wit is requested by the property owner. The property owner would incur all expenses produced due to this service expansion. The Town's wastewater plant currently has enough capacity to absorb an increase in waste by the contemplated residential use • generated by this property in the future. Water Districts: School District R2J Same Berthoud Fire Same Weld County Library Same Summary: Upon annexation, the Town of Berthoud will provide-the following municipal ;services to this parcel. 1) Police protection, 2) Water,when any change of use is processed; and 3)Wastewater, if it is requested. All of the other services provided to this parcel are used by the citizens of Berthoud and would not change due to this annexation. The Town could provide Wastewatettreatment to this parcel if it is requested by the property owner. The property owner would incur all expenses produced due to this service expansion. No plans for development are anticipated in the foreseeable future, therefore wastewater treatment is not presently an issue. However, the Town's wastewater plant currently has enough capacity to absorb any increase in waste generated in the future. Town Boundaries The Town's present and proposed boundaries are shown on Map 1 of this Impact Report. The Town's current boundaries are represented by a solid line with shading. The proposed boundaries are identified by the dashed line. The Town's new boundary will go East along Colorado Highway 56 to the Town's cemetery and then south and east to include the Green and Tollgate annexations. Existing Infrastructure, Town of Berthoud The Town's current infrastructure is best represented by Map 2 of this Impact Report. It delineates the Town's current boundaries and road systems to date. The Town's other infrastructure elements (i.e. Major trunk water lines, sewer interceptors, out-falls and utility lines) are currently located in the easements shown on this map. The Town has and will continue to require undergrounding of all utilities and the placement of those utilities and other infrastructure to be placed in the Town's easements. Existing Infrastructure, Areas Surrounding Berthoud The infrastructure currently in-place in the areas the Town of Berthoud will annex is generally represented on Map 3 in this report. Items located on these properties and in the streets include Water lines owned and operated by Little Thompson Water District and the Town of Berthoud, as well as electricity and gas lines placed in the utility easements adjacent to the road easements. The Town does not plan to expand any of the services currently and any expansion required or requested by the property owners would be paid for at their expense. Because significant residential or commercial development will not take place in the next 2 to 3 years, the Town does not expect any new roads to be built and therefore none are shown. Existing and Proposed Land Use Patterns The properties identified earlier in this report are currently zoned as agricultural and are currently being used as such. The Town of Berthoud has determined that it is best that these properties enter the Town with a similar zoning until such time that it is necessary to rezone them. The lone exception is the Town's cemetery that must be brought into the Town zoned"Ml", Manufacturing. This zoning classification is used because it is the appropriate zone for a cemetery. Map 4 of this impact report shows a visual representation of the existing and proposed land uses for this area. Anticipated Impacts and Costs The Town of Berthoud recognizes that there will be costs involved with annexing these three properties and has determined that these costs and impacts will be negligible to the Town and its citizens. As was stated above in the individual analysis of each parcel the Town will incur the cost of providing police protection, mowing the highway along Colorado Highway 56, and providing library services. Additionally, the Town may offer wastewater to these properties at the developer's expense. The impact on the Thompson R2J School District is another issue that the Town has investigated. The properties to be annexed currently reside in this school district and pay taxes for improvements and expansion in the district. These properties do not currently have anyone residing on them and the potential impact on the school district would be nonexistent if the current uses of these properties did not change. However, the Town is aware that change does occur and it is important for the Town to find a way to reduce the impact on the school district if residential use occurs. The Town of Berthoud is currently working on an agreement with the land owners that would require land dedication for a potential school site or cash-in-lieu based on the amount of land to be developed. This would ensure that any increase in population would be off-set by a dedication of land or fees in proportion to the amount of development impacting this district. The Town has also investigated the cost per child to the school district to build additional schools and they are listed below.
