The Colorado Air Pollution Contra Division has declared.that'the fallowing proposed construction
activity warrants public comment Therefore, the Division of Air Pollution Control of the Colorado
Department of Health, hereby gives NOTICE, pursuant tO Section 25-7.114(4►(e), C.R.S. 1973, as
amended, of the Colorado "Air'Duality Control Act". that an•application to the Division has been
received for an emissian permit On the following proposed project and activity:
A-1 Organics has applied far a;'synthatic minor" emission pinm* for a portable tree and organic
material shredder, home-band in [Mon. Weld County. This equipment will be operated at various
locations in Colorado. A-1 Organ .; has requested a permit level of 90 cubic yards per hour and
115,400 cubic yards per year of organic materiel shredded:along with 21 gallons par hour and 15,000
gallons per year of diesel fuel consumed. The Division is requesting public comment concerning this
proposed project since Edo source must be considered a synthetic minor source for Particulate Matter
less than 10 microns n size (PM101 due to its potential to emit over 100 tons per year, levels that
would make the facility s defined"Major"source. This,in turn,would require the source to participate
in the Title V Operating Permit Pnigram for major sources!. A-1 Organics plans to employ emission
control(spray bars)and accept 14rally enforceable Ilmits.on&Mounts of organic materials shredded.
The Division hu determined that the proposed source will comply with all applicable regulations and
standards, and plans to issue a germ* for the proposednoper tion. A copy of the draft permit is
included In the public comment picket. •

The Division hereby solicits end mounts submission of public comment concerning the aforesaid
proposed project and activity for a period of thirty(30)days from and after the date of this publication.

A portable wood shredding operation located at various sites throughout Colorado. Home
ban is located at 16350 WCR 76. in Eaton, Weld;County, Colorado.

THE SPECIFIC EQUIPMENT OR ACTIVITY SUBJECT TO THIS PERMIT INCLUDES THE FOLLOWING:
One Haybuster IG12, Seen Number: 21.2-09-0006 shredder equipped with spray bars to
control particulate emissions and associated Detroit 12V92, 350 horsepower diesel fired
engine.
THIS PERMIT IS GRANTED SUBJECT TO AU. RULES AND REGULATIONS OF THE COLORADO AIR
OUAUTY CONTROL COMMISSION AND THE COLORADO AIR QUALITY CONTROL ACT C.R.S.(25.7.101)
at seal,TO THOSE GENERAL TERMS AND CONDITIONS SET FORTH ON THE REVERSE SIDE OF THIS
DOCUMENT AND THE FOLLOWING SPECIFIC TERMS AND CONDITIONS:
1. The permit number shall be marked on the subject equipment for ease of identification.
2. This source shall be equipped with spray bars capable of reducing uncontrolled emissions of
particulate matter by at lepst 90 96.
3. This source shell be limited to the maximum production and consumption rates listed below and
all other activities.operational rates and numbers of equipment es stated in the application. Annual
records of the actual rates$hell be maintained by the applicant and made available to the Division
for inspection upon mouse:
• Processing of woop and similar organic Matter shall not exceed 90 cubic yards/hour or
115,400 cubic yarlia/yeer.
• Consumption of diesel fuel shall not exceed:41 gallons per hour or 15,000 gallons per year.
4. At all times, including periods of start-up, shutdown, and malfunction, the facility and control
equipment shall,to the extent practicable, be maintainad and operated in a manner consistent with
good air pollution oomrol practices for minimizing emissions. Determination of whether or not
acceptable operating and Maintenance procedures are being used will be based on Information
available to the Division, which may include, but is net limited to, monitoring results, opacity
observations, review of Operating and maintenance procedures, and Inspection of the source.

5. Emissions of air pollutants shall not exceed the following limitations las calculated in the Division's
preliminary analysis):

Particulate Matter: ' 6.1 dins per year and 10.0 pounds per hour
Particulate Matter < 10;an (PM„): . 6.1 tins per year and 10.0 pounds per hour
Sulfur Dioxide: 0.3 ns per year and 0.8 pounds per hour
Nitrogen Oxides: 4.5 ns per year and 12.7 pounds per hour
Carbon Monoxide: 1.0 per year and 2.7 pounds per hour
6. Compliance with annual limits shall be determined on a rolling twelve (12)month total. On the 15t°
day of each month a new twelve month total Is calculated using the previous twelve months'data.
Compliance with em(aslbn limits shall be demon orated by compliance with consumption and
production limits and by continuous use of properly operated and maintained spray bars. The
permit holder Shall Calculate monthly emissions and keep a compliance record on site for Division
review. .
7, Prior to final approval being issued, the applicant shall submit to the Division for approval •
compliance plan and reboid keeping format that will outline how the applicant will maintain
compliance with the requirements of conditions numbered 3, 5 and 6.
8. Visible emissions shell not.exceed twenty percenti(20%) opacity.
9. Operating Permit (OP) requirements shall apply to'this source at any such time that this source
becomes major solely by.viiws of a relaxation in a enforceable permit limitation. Any relaxation
that Increases the potential toemit above the appl( able OP threshold shall require submittal of and
Issuance of en operating permit, under Regulation 3, Part C, as though construction had not yet
commenced on the source; i
10. Each time this.equipment is moved to a new loca on within the State of Colorado the owner or
operator shall file a Relocation Notice. Such noti shell be received by the Division at least ten
(10) days prior to the change in location.
11. The manufacturer, model number and serial numb+of the subject equipment shall be provided to
the Division prior to Final Approval.
12. A revised Air Pollutant Emission Notice (APEN)a II be.filed when a significant change in actual
emissions occurs labove?tS level reported on the t APEN,submitted to the Division)as required
by Regulation No.3, Part A;JI.C.2 as per the tint ble in Regulation No.3, Part A.11.C.3.
13. Construction al this source must commence within 18 months of initial approval permit Issuance
or within 18 months of the start-up date stated ie the application. If commencement does not
occur within the stated tine the permit will expire on

no additional effect on present embient air quality.

For permitting considerations, this facility Is to be ;onside d Cu par Air Quality Control Commission
regulations) a synthetic minor source for Particulate Ma er less than 10 microns in size (PM101.
Controlled PM10 emissions are less than 100 tons per yea each, but could exceed 100 tons per year
11A-1 Organics did not use spray bare to reduce particulate emissions and accept federally enforceable
limits on amounts of material shredded and the amount of d esti fuel consumed. Therefore,this source
is considered a non-major facility and is not subject to the Title V Operating Permit Program or New
Source Review. The Division has determined that this source will meet all applicable regulations; the
spray bars used to reduce particulate matter satisfy the Reasonably Available Control Technology
IRACTI requirement for non-ettalnrpent areas. At tics time the Division plans to Issue a permit for the
proposed operation; a copy of the draft permit is igoluded in this public comment packet.
