The Water Supply Information Summary sheet requested in the State Engineer's memorandum of August 8, 1995 was not provided. The proposed water supply is to be from Left Hand Water District, however, a letter of commitment of service was not included. We recommend that the County receive a letter of commitment of service from the Left Hand Water District prior to approving the subdivision. Pursuant to Section 30-28-136(1)(h)(II), the State Engineer's office offers the opinion that the proposed water supply will not cause material injury to decreed water rights, and, with the Left Hand Water District serving the subdivision, the supply is expected to be adequate. OCT 2 5 1996 Thank you very much for sending the application concerning the Vista Commercial Center PUD to the City of Longmont for our review and comment. This application includes Phase I of this 145 acre+ development located on the south side of S11119 and west of WCR5. Phase I includes 38 lots on 76 acres+ for light industrial and highway commercial uses. This property is adjacent to the City of Longmont's composting facility. The City has commented on previous referrals concerning this development. We are commenting both as a neighboring jurisdiction and as an adjacent property owner. Our comments concern WCR5, development near the City's composting facility, and the quality of development along S11119. WCR5 has been dedicated to Weld County, although Weld County has not yet accepted it. The City of Longmont and the owners of the Baldridge PUD are party to a road maintenance agreement concerning the maintenance of this Weld County road (see attached copy). Longmont would like to have the owners of the Vista Commercial Center PUD enter into a similar agreement as a condition of approval of the PUD. As an owner of property to the east, the City believes that one entity representing the entire PUD as opposed to each individual lot owner being a party to the agreement would make for arrangement regarding maintenance responsibilities. Given the fact that financial responsibilities detailed in the road maintenance agreement are based on a proportionate share assessment, we would be interested in reviewing a copy of any traffic studies since they will directly relate to the financial responsibilities for WCR5. Please direct any questions about this agreement to Nick Wolfrum, Public Works Engineering Manager, at 651- 8304. 970400 This proposed development is adjacent to the City's composting facility. According to the application, each lot developer will be required to submit a specific site plan to Weld County for approval. As an adjacent property owner, the City requests that compatibility with this facility be one of the factors you consider in your review of any site plans on individual lots adjacent to the composting facility. We also request that any drainage and grading plans be coordinated with the existing conditions at the composting facility. The City requests that Weld County incorporate these concerns into any approval of this PUD and site plans for individual lots. Cal Youngberg, W/WW Civil Engineer IV, can answer questions about the City's composting facility. His number is 651-8376. The City of Longmont has commented upon the importance of quality development along SH119 for both our communities. We are aware of Weld County's desire to ensure quality development also. The application indicates landscaped, open space along SH119, an internal walkway system, and water features which contribute to a quality development. The application does not provide the level of detail that is normally part of other PUD applications to Weld County concerning signage, architectural details, landscaping, outside storage, screening, etc. We ask that Weld County incorporate the necessary design standards to promote quality development in its approval of this PUD and subsequent site plans for individual lots. The applicant has indicated that the primary access point to Phase 1 is WCR 3.5, and the existing secondary access is WCR 5. Once Phase 2 is developed, there will be an additional access on WCR 3. This area is heavily concentrated commercial usage as it is now. As supervisor of this area, the potential additional number of responses to alarms that commercial locations are likely to have will impact the case load. Deputies regularly respond to locations where a crime has occurred. An alarm is in and of itself not a crime. I would recommend that somewhere in the permit process, new businesses are informed that installation of an alarm system in and of itself will not get a law enforcement response until a crime is being reported by the business owner/manager. Response to an alarm can be handled by a private security firm. At this time it is unknown what type of commercial retail outlets will anchor the development. The project is within the boundaries of the Fire District and will be served by the District. The Fire District has no objections to the project if the requirements of the Fire District can be met. Based on my review, I have the following comments: 1. The subdivision will need to meet the requirements of the Fire District for fire flow. The required fire flow for a light industrial/commercial subdivision is 2,500 gallons per minute at 20 pounds per square inch. The required fire flow for a heavy industrial subdivision is 3,500 gallons per minute at 20 pounds per square inch. Individual buildings may have higher or lower fire flow requirements depending on the floor area, type of construction, and use of the building. There are currently a number of issues about the tuning or the availability of water for fire protection in this area of Highway 119. The water supply problem needs to be resolved before the issuance of any building permits in this subdivision. (Fire Protection Development Standards Section 5.02-1) 2. Fire hydrants will be required throughout the project. The locations of the hydrants will need to meet the standards of the Fire District. Prior to beginning construction, utility plans showing the location of hydrants, size and location of water mains are to be submitted to the Fire District for approval. It appears from the overall site plan that the access routes will meet the standards when completed. However, the access routes during Phase I will not meet the standards of the Fire District. Both Skyway Drive and Vista View Drive will have dead ends longer than 150 feet west of WCR 3 1/2. This will require that temporary tum-arounds be provided until the roads are completed to WCR 3. The minimum configuration for these turn-arounds are a 70 foot diameter cul-de-sac, a 70 foot Tee or a 70 foot Y. (Fire Protection Development Standards Chapter 3) 4. Street signs will be required throughout the subdivision at all intersections. If standard street signs are used, then the signs do not need to be submitted to the Fire District for approval. In this letter you requested input on what can be constructed in the interim until the water supply for fire protection is improved. Uniform Fire Code Section 10.401 requires that an approved water supply capable of providing the required fire flow be provided to all premises upon which facilities or buildings are constructed, or moved after the date of the adoption of the Fire Code. Without such a water supply, buildings or facilities cannot be constructed or moved onto a particular premise. The Fire Protection Development Standards of the Fire District in Section 5.02-6 require that commercial and light industrial subdivisions have an available fire flow of 2,500 gallons per minute at 20 pounds per square inch. Heavy industrial subdivisions have a required fire flow of 3,500 gallons per minute at 20 pounds per square inch. Required fire flows for individual buildings may be higher or lower than the required fire flow for the subdivision as a whole. The required fire flow for an individual building is determined by the type of construction, as defined by the Uniform Building Code, the total square footage of the building, the distance of the building to adjacent buildings or property lines and the use of the building. Certain hazardous uses, such as woodworking, use of flammable liquids, high piled storage, etc., increase the required fire flow as determined by the factors above by 500 gallons per minute. Forest St. Oacono, CO 60514 My calculation of the Q from the flow hydrant differs from yours. I had calculated about 1277 gallons per minute at 8 pounds per square inch. The theoretical flow of 1710 gallons per minute from Fire Protection Handbook Table 5-2A has to be multiplied by .9 and then by .83. This will give the 1277 gallons per minute that I had calculated. I also question whether the flow and control hydrants used for the test are too far apart. The adjustment of the test flow to 20 pounds per square inch residual, if considered only at the flow hydrant would produce an available fire flow of 1191 at 20 pounds per square inch. This would presume that the residual pressure at the flow hydrant is roughly equal to the pitot reading. This is probably true enough to indicate that the available fire flow at the flow hydrant is substantially below 1,500 gallons per minute. Whatever differences there are in the calculations, I believe it is clear that there is a substantial deficiency in the required fire flow for the planned uses in the Richardson PUD. Until the required fire flow is available from hydrants and mains within the subdivision, the Fire District would strongly object to the issuance of any building permits for the Richardson PUD. The Fire District had felt that the installation of the large main would solve the long- standing problems with water for fire protection along Highway 119, and allow development to occur whenever Weld County determined that it was appropriate. I want to correct one item in your letter to David Sample, Left Hand Water District. You stated that I had said there was a flow restricter in the water line from the Central Weld Water District. Dick Smith from the Left Hand Water District was the person who said that. I was not aware that a restricter had been installed until that time. A subsequent discussion with Mr. Sample has confirmed that there is a 1,000 gallons per minute flow restricter in the line connecting to the Central Weld water line. This restricter explains the poor flow that was obtained from the hydrant at WCR 3 '/4. I expected a substantially better flow, given previous information we had received. This certainly explains the steep slope of the water supply curve. According to Mr. Sample, flows should improve at some point in the future, when a Left Hand Water District storage tank is installed somewhere in this area. Unfortunately, the installation of the storage tank will occur at some undetermined future time depending on demand for taps. Because of this new information about the flow restricter, the Fire District is reviewing the possible development in the area that is being served by the Left Hand Water District line. This includes the Richardson PUD, since there does not appear to be a feasible way to obtain the required fire flow for the development, at this time. This may change in the future.
