HOUSING AUTHORITY
WELD COUNTY, COLORADO
NOVEMBER 23, 1998

The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Housing Authority Board in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, November 23, 1998, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Constance L. Harbert, Chair
Commissioner W. H. Webster, Pro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Esther Gesick
Finance and Administration Director, Don Warden
MINUTES: Commissioner Baxter moved to approve the minutes of the Housing Authority
Board meeting of October 26, 1998, as printed. Commissioner Webster
seconded the motion, and it carried unanimously.
BUSINESS:
NEW: CONSIDER COLORADO HOUSING GRANT CONTRACT FOR CATHOLIC
CHARITIES NORTHERN AND AUTHORIZE CHAIR TO SIGN: Judy Griego,
Director of Social Services, stated Catholic Charities Northern has received a
$300,000 grant from the Colorado Division of Housing. She explained the Board
decided to sponsor the grant application based on Catholic Charities Northern
repaying a three percent loan amortized for thirty-three years from the Weld
County Housing Authority. The loan repayments will be used for the future
development of farm worker housing. Commissioner Hall moved to approve said
contract and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer,
the motion carried unanimously.
CONSIDER APPLICATION FOR 1998 COLORADO DIVISION OF HOUSING
REHABILITATION PROGRAM ASSISTANCE AND AUTHORIZE CHAIR TO
SIGN: Ms. Griego stated the Weld County Housing Authority is requesting
funding in the amount of$359,900 with matching funds of$146,000 for a total
of$505,900. She stated these funds will be used for the Single Family Owner
Occupied Program in the amount of $175,000 for rehabilitation of 12 units, the

Alternative Replacement Housing Program in the amount of $60,000 for
replacement of two units, and the Rental Rehabilitation Program in the amount
of$70,000 for 10 units in Evans and Ault. In response to Commissioner Baxter,
Ms. Griego stated this amount is a slight increase over last year. Commissioner
Webster moved to approve said application and authorize the Chair to sign.
Seconded by Commissioner Baxter, the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
