Ms. Kirkmeyer:
The Board of Supervisors of the West Greeley Soil Conservation District would like to point out two areas of
concern our district has in continuing financial and technical assistance to Weld County Government.
Our first concern is whether the West Greeley Soil Conservation District should continue to perform
subdivision site reviews. The district has been performing subdivision site reviews for the county for several
years and is concerned whether the County Commissioners are paying any attention to our recommendations.
The district has only taken exception to a few of the proposed developments or variances when we felt the
proposal could result in a safety, health, or natural resource problem. In the past year we have noticed all the
variances that we opposed have been granted by Weld County, even though several of these sites were
unsuitable for the stated purpose.
Performing site reviews is time consuming and costly for the district. We receive no financial support from
Weld County. The Board feels that the monies used in conducting these reviews could be better used elsewhere
if no consideration is given to our views.
The district has also noticed the statement "we are providing housing for family," or variations thereof, is a free
ticket through the planning and approval process. We are not opposed to granting additional building sites for
family members, yet it seems that within two weeks after the variance is granted a "for sale" sign is up on the
property. We question if the county system is being manipulated to subdivide land for profit.
Our second concern is our continued participation in spraying northern county roads for noxious weeds. In the
past three years we have agreed to contribute $35,000 to the Weld County weed program. The Board feels the
control of noxious weeds along the roadway is the responsibility of Weld County and that the taxpayers of the
northern area should receive the same considerations as those in the highly populated southern areas. The
Board has serious doubts about contributing to the program again in 1997.

The Board asks that you respond to our concerns. The West Greeley Soil Conservation District has been
dedicated to the conservation of natural resources for 48 years. Our dedication is as strong now as in the
beginning. The Board hopes that the Weld County Commissioners share the same commitment.
