HomeMy WebLinkAbout960563.tiff RESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY ROAD 7 BETWEEN WELD COUNTY ROAD 34 AND STATE HIGHWAY 66; ON WELD COUNTY ROAD 7 BETWEEN WELD COUNTY ROAD 38 AND TOWN OF MEAD'S ANNEXATION LIMITS; AND ON WELD COUNTY ROAD 13 BETWEEN WELD COUNTY ROAD 32 AND STATE HIGHWAY 66 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that "45 MPH" speed limit signs be installed on Weld County Road 7 between Weld County Road 34 and State Highway 66; on Weld County Road 7 between Weld County Road 38 and the Town of Mead's annexation limits; and on Weld County Road 13 between Weld County Road 32 and State Highway 66, to ensure safety to the traveling public, and WHEREAS, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install "45 MPH" speed limit signs on Weld County Road 7 between Weld County Road 34 and State Highway 66; on Weld County Road 7 between Weld County Road 38 and the Town of Mead's annexation limits; and on Weld County Road 13 between Weld County Road 32 and State Highway 66, for the safety of the general public, and said signs shall conform to the State manual and specifications. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 1st day of April, A.D., 1996. Schumann has requested the reduction of the speed limit to 45 mph on three sections of County roads: (See the attached diagrams of the road sections.) 1. WCR 7 between WCR 34 and St. Hwy 66 2. WCR 7 between WCR 38 and the Town of Mead's annexation limits 3. WCR 13 between WCR 32 and St. Hwy 66 The above listed sections of road are all adjacent to the town's annexation limits. There has been an increasing amount of development in these three areas, which has increased the volume of traffic. The current posted speed limit is too fast and is endangering the resident's safety. I met with Michael Schumann on August 15, 1995 to discuss his request for speed zone signing. I informed him that Weld County would have to conduct a traffic count and a speed count to determine if the requested signing is necessary. I also told him that as soon as the study was completed, the results and the County's recommendation would be forwarded to him. The Engineering Department performed a site inspection and a traffic count. During the time the traffic study was conducted, a new mayor took over at the Town of Mead, Lisa Brown. I contacted her by phone and updated her on the situation. I informed her that a recommendation would be made to the Board of County Commissioners. These reductions would increase pedestrian and auto traffic safety issues on both of these artierial roads. I am requesting that the speed limits be reduced to 45 mph in county jurisdictions on WCR 7 between WCR 38 and HWY 66, and the same on WCR 13. Presently auto traffic uses these arterial roads as highways and travel on them has become extremely fast and is endangering both residents who live in the county and our town.
