A public hearing was conducted on June 25, 1997, at 10:00 a.m., with the following present:

Commissioner W. H. Webster

The following business was transacted:
I hereby certify that pursuant to a notice dated June 4, 1997, and duly published June 12, 1997,
in the South Weld Sun, a public hearing was conducted to consider the request of David B. and
Kimberly K. Orr for a Site Specific Development Plan and Special Review Permit #1149 for a
storage facility for recreational vehicles, campers, and boats. Chair Baxter stated only four
Commissioners are present and explained, in the event of a tie vote, Commissioner Kirkmeyer will
review the record and cast the deciding vote. Lee Morrison, Assistant County Attorney, made this
a matter of record. Gloria Dunn, Department of Planning Services representative, presented a brief
summary of the proposal and explained the site was previously a poultry farm with numerous out
buildings, which are proposed to be used for the storage facility. She stated accesses are
addressed by Condition of Approval #3.A.; the septic systems are addressed by Condition of
Approval #2.A. and Development Standard #11; and Development Standards #7 through #10
address dust and waste. Ms. Dunn referenced Development Standard #6 concerning the mobile
home on the property, which will be replaced for the residence of the applicant. She requested
additional language be added to said Standard requiring the occupancy of the mobile home be
connected to the operation under this Permit. Ms. Dunn read said language into the record and
then entered the favorable recommendation of the Planning Commission into the record as written.
David Orr, applicant, was present and stated he intends to raise the ceilings of the existing
structures to fourteen feet to accommodate the storage of recreational vehicles, etc. Responding
to questions from the Board, Mr. Orr agreed with the additional language to Development
Standard #6 and all other Development Standards and Conditions of Approval. No public
testimony was offered concerning this matter. Commissioner Hall moved to approve the request
of David B. and Kimberly K. Orr for a Site Specific Development Plan and Special Review
Permit #1149 for a storage facility for recreational vehicles, campers, and boats, based on the
recommendations of the Planning staff and the Planning Commission, with the Conditions of
Approval and Development Standards as entered into the record, including the additional language
to Development Standard #6. The motion was seconded by Commissioner Webster, and it carried
unanimously.
