A public hearing was conducted on January 14, 1998, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated December 4, 1997, and duly published
December 31, 1997, in the Platteville Herald, a public hearing was conducted to consider the
request of Wood and Barbara Eppelsheimer for a Private Airstrip in the A (Agricultural) Zone
District. Lee Morrison, Assistant County Attorney, made this a matter of record. Shani Eastin,
Department of Planning Services representative, presented a brief summary of the proposal and
entered the favorable recommendation of the Planning Commission into the record as written. Ms.
Eastin explained the Federal Aviation Administration (FAA) requested the applicant comply with
one of four conditions which have been included in the Conditions of Approval. After discussion,
Mr. Morrison clarified for Commissioner Hall the original letter from the FAA requested one of four
conditions be required, while the follow up letter requested all four conditions be included. He also
explained the second letter was received subsequent to the Planning Commission Hearing. Staff
also recommended the deletion of Condition #3.a concerning the septic system because the
applicant will not require running water or a restroom in the proposed storage barn/airplane hanger.
In response to Commissioner Hall, Ms. Eastin stated Steve Benson, owner of a private airstrip
north of this site, is in opposition to the proposal and the two operators have not been able to come
to an operating agreement.
Wood Eppelsheimer, applicant, explained his background as a pilot and stated he plans to use the
airstrip for his personal enjoyment, as a private airstrip. He stated a 240-foot safety zone will
ensure safety from any overhead power lines. Mr. Eppelsheimer stated he plans to use an
easterly, 1,000-foot approach to his airstrip and to broadcast on a common frequency; thereby
meeting three of the four requested FAA conditions. Mr. Eppelsheimer also stated there will be
limited use by family and friends, which will make the airstrip safer; and clarified he has no intention
of subdividing his property in the future. He also explained there are currently three existing
residences on the property, and he plans to retain the main house and tear down the other two to
build new homes for his children, who help with the family farm. Responding to Chair Harbert and
Commissioner Hall, Mr. Eppelsheimer stated he and family guests will be the main users of the
airstrip, which will average one use per week, averaged over the entire year.

Steve Benson, owner of an airstrip to the northwest, stated his main concern involves further
subdivision of the property, causing more land and air traffic, thereby making the area unsafe.
Upon discussion, Mr. Benson stated he has no objections and will work with Mr. Eppelsheimer
upon the assurance the Eppelsheimer's are not going to subdivide their property.
Commissioner Hall moved to approve the request of Wood and Barbara Eppelsheimer for a Site
Specific Development Plan and Special Review Permit for a Private Airstrip in the A (Agricultural)
Zone District, based on the recommendations of the Planning staff and the Planning Commission,
with the Conditions of Approval and Development Standards as entered into the record, including
the addition of a condition as submitted by the FM, and the deletion of Condition 3.a. The motion
was seconded by Commissioner Webster, and it carried unanimously.
This Certification was approved on the 19th day of January, 1998.
