RE: ACTION OF BOARD CONCERNING REVIEW OF FINAL PLANS FOR SPECIAL
REVIEW PERMIT #1091 - HIRSCH DAIRY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Comprehensive Manure Run -Off and
Process Waste Water Handling Plan for a 2,000 -head Dairy, a Dust Abatement Plan, a Fly
Control Plan, and an Odor Abatement Plan concerning Special Review Permit #1091 for Hirsch
Dairy, all of which are required to meet the requirements concerning the health, safety, and
welfare of the neighborhood, and
WHEREAS, a hearing before the Board was held on the 5th day of November, 1997, at
which time the applicant was represented by John Chilson, Attorney, and
WHEREAS, after hearing testimony presented and based upon the recommendation of
staff from the Departments of Planning and Health, the Board deems it advisable to approve
the dust abatement, fly control, and odor abatement plans for USR #1091, and
WHEREAS, the Board also deems it advisable to continue the review of the
Comprehensive Manure Run -Off and Process Waste Water Handling Plan to November 19,
1997, at 10:00 a.m.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Dust Abatement Plan, a Fly Control Plan, and an Odor
Abatement Plan concerning Special Review Permit #1091 for Hirsch Dairy, as presented and
recommended by staff be, and hereby are, approved.
BE IT FURTHER RESOLVED by the Board that review of the Comprehensive Manure
Run -Off and Process Waste Water Handling Plan for said Special Review Permit be, and
hereby is, continued to November 19, 1997, at 10:00 a.m.
