HomeMy WebLinkAbout991110.tiff MINUTES OF THE WELD COUNTY UTILITIES ADVISORY COMMITTEE A regular meeting of the Weld County Utilities Coordinating Advisory Committee was held on Thursday, August 12, 1999, at 10:00 a.m., in the Conference Room of the Weld County Planning Department at 1555 N. 17th Avenue, Greeley, Colorado. Members Present Cody Wooldridge Central Weld County Water District Don Carroll Public Works Department Gary Sandau La Salle Fire District Also Present: Ben Patton, Department of Planning; Sheri Lockman, Department of Planning; Jim Scott, Applicant; Lindsey C. Wilson, Applicant; Trisha Swanson, Secretary; Sharon Marquez, Secretary. CASE NUMBER: S-496 PLANNER: Ben Patton APPLICANT: Jim Scott/Moriah Estates LEGAL DESCRIPTION, Part of the SW4 of Section 4, T6N, R67W of the 6th P.M., Weld County, Colorado REQUEST: Final Plan for a 24-lot PUD with Estate uses LOCATION: North cf and adjacent to Weld County Road 72; approximately 1/4 mile east of State Highway 257. Ben Patton, Planner, presented case S-496. Ben stated that this PUD will include 24 Estate zoned lots, with the average lot size of 1 acre and minimum lot size of 1 acre. The lots will be serviced by North Weld County Water District and individual septic systems, Public Service Company, Poudre Valley REA, US West, and Windsor Fire Protection District. Jim Scott, representative of Shiloh Incorporated stated that there are 24 proposed lots in Moriah Estates equaling 64 acres total. Cody Wooldridge expressed some concerns with the easements noted on the Final Plat. Board members discussed concerns about equal easements on all lot lines and Health Department approval on abridgement of leach fields. Gary Sandau questioned emergency access being maintained by covenence between lots 18 and 19 with no physical restrictions. Ben asked that the changes to the plat show side lot easements be 20 feet, 15 foot easements on the south side adjacent to Weld County Road 72, 20 foot easement on Windsor Reservoir outlet to Shiloh Estates PUD. He would also like to add language to the plat concerning the multiple uses of these easements. Cody Woolridge moved to approve the plat with the changes noted. Don Carroll seconded. Wilson LEGAL DESCRIPTION: Part of the unincorporated Town of Barnesville located in part cf the NE4 of Section 18, T6N, R63W of the 6th P.M., Weld County, Colorado. 01 / -? 991110 G165 UTILITY BOARD MEET NG August 12, 1999 Page 2 DESCRIPTION: Vacate Ahlstrand Avenue and all that part of Weldon Avenue together with all dedicated alleys lying east of Weld County Road 61 '/�and north of Highway 392 in Block 59 as was platted in the unincorporated Town of Barnesville. LOCATION: North of and adjacent to State Highway 392 and east of and adjacent to Weld County Road 61 IA. Sheri Lockman, Planner, said that the applicant wanted to re-subdivide to vacate Ahlstrand Avenue and part of Weldon Avenue. The application stated no utilities, applicant's son has utilities with his home. Don Carroll mentioned that he had concerns about access on arterial roads. He added that no more direct access on to arterial roads will be granted, but if pre-plated Public Works would have no jurisdiction. Sheri said she wasn't sure about accesses. Lindsey Wison, applicant, said he granted access to his son and if the access was abandoned it would be abandoned to center line. Sheri stated that the lots on Weld County Road 61 Y would have to be deeded back together as a condition of approval. Don asked if this application would require a re-plat on the property. Sheri said yes and added that they could never be resold separately. Don said that they will need a 15 foot utility easement on what appears to be Weld County Road 61 3/4 and suggested that all lots in re-plat shall include a 15 foot utility and a 10 foot property easement. Cody Wooldridge moved to allow the vacation of Ahlstrand Avenue and Weldon Avenue as 1 lot with 15 foot utility easement on Weld County Road 61 'A, along State Highway 392 in front of lot 59, the east side of lot 58, and a 10 foot interior lot line easement on lots 57 and 58.
