Subject: Access Needs Kerrie, I have reviewed the proposal to re-subdivide the Kahn Property to develop two lots adjacent to SH 119 between the northeast ramp and the new East Frontage Road (EFR). In the final condition (once the interchange is reconstructed), a single direct access from the EFR into the northeast corner of Lot 2 will be allowed. That access must serve both Lots 1 and 2 and will be the only access allowed to the property from any of the state highway system. In the interim condition, until that new frontage road is complete, a temporary access will be granted between Lots 1 and 2 directly to SH 119. The details of that access design have not yet been determined; although, I talked with Dean Spuraco of Terracon about the site during the week of October 7th. Dean is aware that an Access Application and plans must be submitted in order to obtain that temporary Access Permit. The current submittal for re-subdivision shows definition of 1-25 frontage road right-of-way bordering the property on the west, south, and east sides. That right-of-way, along with the 15 foot utility easement, should be dedicated for highway purposes along with the County's approval of this re- subdivision. We request this dedication since development of this new interchange with the CDOT construction project makes this property sellable for commercial purposes. The applicant should be aware that the proposal to develop the property will result in addition of auxiliary lanes to the EFR at their expense. Commercial development will warrant a northbound left decel lane and southbound right turn lanes (both accei and decel). The new EFR will be constructed of concrete. It makes sense to construct that new frontage road in its final geometry including these auxiliary lanes. The applicant must work through my office to coordinate redesign of the frontage road through this area so that the access improvements can be made in conjunction with the highway project. I stress that those auxiliary lane widenings will be required at the expense of the applicant. The enclosed letter to Weld County Planning and Zoning is meant to inform the county that we are able to provide service to the proposed facilities. The service will require a line extension to the site. There is currently no electrical line within the Kahn Subdivision. I have initiated our Work Order No. 9608- 066 requesting United Power engineers to design a line extension to the site. That work order will be the off site line extension. A second Work Order No. 9608-067 has been initiated to design the on site service line including transformers at both the convenience store and the fast food facility. Both designs will be conceptual and based on the preliminary site plan provided. The cost to extend the line on both work orders must be paid by the developer in advance of construction. The off site line cost may be partially refunded as additional users attach to the line. The on site line cost will be partially refunded by the construction allowances applicable to each service. I will review the details of those costs and refunds when we have more specific information on each service.
