HomeMy WebLinkAbout962233.tiff D MINUTES (aaD1CO INl3COUNCIL O,c1oper 2, 1996 Tap ' AB96, #57AB96 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Weld County Centennial Center, 915 10th St., Greeley, CO, Wednesday, October 2, 1996, 7:30 p.m. ROLL CALL: The meeting was called to order by Vice President Pam Malcom. Councilman Ralph Campbell and Councilwoman Judy Curtis were present, constituting a quorum of the members. President Stephanie Hayward and Councilman Jim Gardner. were excused. Also present: Virginia Scheel, Dan Oster, and the Council secretary. APPROVAL OF DOCUMENTATION: Meeting Minutes Councilwoman Judy Curtis made a motion to approve the September 4, 1996 meeting minutes. Councilman Ralph Campbell seconded the motion and it carried unanimously. October 2, 1996 Report to the People Councilman Ralph Campbell made a motion to approve the October 2, 1996, third quarter, Report to the People. Councilwoman Judy Curtis seconded the motion and it carried unanimously. Council members signed the Report to the People. Conflict of Interest Resolutions • Council members signed Resolutions 110 and 111 approved at the September 4, 1996 meeting. ADDITIONS TO THE AGENDA: Virginia Scheel was recognized by Vice President Pam Malcom. PUBLIC COMMENT: Virginia Scheel presented her concerns regarding the juvenile detention center being constructed on "0" Street in Greeley and the proposed Del Camino pre-parole facility. Ms. Scheel asked for the Council's help to identify the purchase date of the property where the juvenile detention center is being built. She also asked for the Council to research the source of the funds used to purchase that property. Vice President Pam Malcom said that she would find answers to these questions. )1,31(11416 llllll/� 962233 ( 1 County Council Minutes October 2,1996 Page 2 of 3 APPOINTMENTS: The Town/County Dinner meeting October 21, 1996 was discussed. The Council secretary will compile the responses from Council members and RSVP by October 14 to the Commissioners' secretary. CORRESPONDENCE: The Council reviewed the correspondence. COORDINATOR REPORTS: County and Cities' Inspection Services Councilwoman Judy Curtis has continued to investigate inspection services. She observed that concerned citizens need to be aware that County inspections provide minimal standards only. Employment Law Councilwoman Judy Curtis attended a Mountain States Employment Council seminar regarding employment law. Public employees are protected from discharge for whistle-blowing about misappropriation of public funds. Councilwoman Curtis will research whether employees, therefore, have a responsibility to report cases of misappropriation of public funds. It was noted that if such cases were brought to the Weld County Council, the Council has the option of conducting a performance audit. UNFINISHED BUSINESS: December 4, 1996 After-Election County Officials Reception Beverly Thomas, Council secretary, reported the plans for the December 4 reception to be in the Centennial Building Solarium at 5:30 p.m. Just Baked will be catering a light supper. The Council secretary will prepare information for the program and decorating. NEW BUSINESS: Payment of the Bills Councilman Ralph Campbell made a motion that the bills be paid as listed: Mileage for Councilman Ralph Campbell $11.88 Mileage for Councilwoman Judy Curbs $23.22 Councilwoman Judy Curtis seconded the motion and it carried unanimously. County Council Minutes October Z 1996 Page 3 of 3 Secretarial Research Requests Council members reviewed the 1996 Council budget's year-to-date expenditures. The Council secretary's work schedule during October was discussed.
