RNG 66 W, WELD COUNTY, COLORADO.
1. The proposed use is consistent with the Weld County
Comprehensive Plan because the only travel associated with the
proposed use will be that associated with the applicants normal
use of the property. The neighbors in the immediate area should
not be affected by the proposed masts because the visual impact
will be less than the existing industrial complex located
nearby, the various oil storage facilities, the distant oil
refinery and local power lines.
2. Platteville, Colorado is located 3.5 miles west of the
subject property and is separated by several small hills. The
main agricultural use of the subject property will not be
changed by the proposal.
3. The proposed masts will have no more effect upon the
locality or environment than would trees, storage units, oil
refinery equipment, farming activities etc. The Weld County
Comprehensive Plan allows for all of these activities to take
place.
4. The site is located in an open area of grassland, the
closest house is nearly a half mile away. There is an
industrial complex of considerable size to the west, an oil
refinery to the northwest and open fields on the remaining
three sides all of which contain oil storage tanks and pumping
equipment.
5. The use by special review site is not located in a flood
plain, geological hazard or the Weld County overlay district.
6. There will be no reduction in productive agricultural land
caused by the proposed radio masts.
7. Public health, safety and welfare will be unaffected by
the proposal, the masts are set well within the property
boundaries and the dirt road serving as access to the site

carries only vehicular traffic which produces so much dust that
pedestrian activity is non existent.
8. The site comprises just over 12 acres of dry grassland, it
has limited potential in terms of agricultural output due to
the total absence of irrigation. It is primarily a residential
property which could support a small number of livestock.
9. The nearest residence is just under half a mile away to
the south.
10. There will be no people employed as a result of the
proposed radio masts.
11. The number of people using the site will not increase as a
result of the proposed radio masts.
12. The site has been used for boarding horses in the past by
previous owners, this has caused significant damage to the
surface grasses. In the worst affected areas this has led to
top soil erosion to the extent that blowing sand is now a major
hazard on windy days. It is the intention of the applicant to
restore the barren areas if possible and introduce a less
damaging regime involving grazing animals which do not tear and
churn up the ground surface as much as horses do.
13. There will be no operating or processing equipment
introduced as a result of installing the masts.
14. The proposal is to erect five, 140ft radio masts
manufactured by Rohn Communication Company.
15. There will be no increase in vehicular traffic due to the
proposed masts.
16. The site has a septic system which is unaffected by the
proposal.
17. There will be no stockpile or storage of waste at the
site.

18. There will be no debris, junk or waste produced by the
proposed radio masts. The site is serviced every two weeks by a
refuse disposal company.
19. If the proposal is permitted it will take 2-3 days to
erect each mast but as this is an avocational use it could take
up to 2 years to complete the installation.
20. The installation of a large area windbreak has been
discussed with the Colorado Soil Conservation Service. Upon
their advice and recommendations it is intended to provide
extensive tree planting around the north and west boundaries.
They have advised that the local prairie dog inhabitants will
have to be evicted first!
21. The masts can. be easily dismantled when no longer
required.
22. I am applying for permission to erect the radio masts in
order that I may continue to pursue my amateur radio interest
which is in the field of international radio competitions.
Being located in the middle of such a large land mass as the
United States, it becomes necessary to erect antennas as high
as possible in order to project a reasonably strong signal to
distant places. I have enjoyed a fair measure of success over
the past 20 years, having won or been highly placed in many of
the worldwide contests and I would like to continue to be a
serious contender in forthcoming events. I can only do this by
employing the most up to date equipment and the most efficient
antennas.
23. Fire protection for the site is provided by Platteville
Fire Brigade.
24. Water for the site comes from an underground well.
25. Storm water drainage relies on the highly porous, sandy
soil and the natural slope of the site.
