RE: ESTABLISH WELD COUNTY AGRICULTURAL AD-HOC COMMITTEE AND APPOINT
MEMBERS THERETO
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has the authority to establish such boards and commissions as
the Board deems necessary and to appoint members thereto, pursuant to Section 3-8(4)(h) of
the Weld County Home Rule Charter, and
WHEREAS, it is the opinion of the Board that Weld County is in need of an agricultural
ad-hoc committee for the purpose of studying and advising the Board on the goals, means and
methods for preserving agricultural lands and the agricultural economy in Weld County, and
WHEREAS, the Board desires through this Resolution to establish said agricultural ad-
hoc committee and appoint the members thereto.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that there be, and hereby is established, the Weld County Agricultural
Ad-Hoc Committee, to continue for the period of one year from the date of this Resolution,
which term may be extended by the Board, if necessary to enable such Committee to
accomplish its mission, as set forth herein.
BE IT FURTHER RESOLVED by the Board that the mission of such Agricultural Ad-Hoc
Committee shall be to study and advise the Board on the goals, means and methods for
preserving agricultural lands and the agricultural economy in Weld County, which study and
advice shall include, but not be limited to, the following topics:
a. Which agricultural lands in Weld County should be preserved
b. Best methods for preserving Weld County's agricultural lands
c. Alternatives to developing Weld County's agricultural lands
d. Best methods for dealing with urban-rural conflicts
e. Tax incentives for those farmers desiring to retire
f. Use of "LOCO" open space funds to purchase Weld County's agricultural lands
g. Use of former Colorado Governor Romer's Smart Growth Study findings in
creating goals, means and methods to preserve Weld County's agricultural lands
and agricultural economy
h. The sale of water rights associated with agricultural lands to be used for other
than agricultural purposes
BE IT FURTHER RESOLVED by the Board that the following persons be, and hereby
are, appointed to such Agricultural Ad-Hoc Committee for terms contemporaneous with the
term of existence of said Committee: Thomas Haren, Francis Gregerson, Marlene Sidwell,
Chuck Carlson, Arthur Elmquist, Skylar Loeffler, Jim Anderson, Mike Kinnison, Jack Schneider,
Jim Vetting, Paul Farrer, Marcy Gruber, Lonnie Ochsner, Bruce Rippe, and Ray Petersen.

RE: Agricultural Ad-Hoc Committee
The board intends the Agricultural Ad-Hoc Committee to finish its work in one year, so member
terms and the committee will expire a year from now. The board has agreed to appoint the
following people to the Agricultural Ad-Hoc Committee:
Thomas Haren, Francis Gregerson, Marlene Sidwell, Chuck Carlson, Arthur Elmquist, Skylar
Loeffler, Jim Anderson, Mike Kinnison, Jack Schneider, Jim Vetting, Paul Farrer, Marcy Umber,
Lonnie Ochsner, Bruce Rippe, and Ray Petersen..
Attached are work session notes for your reference and a copy of a draft of bylaws.
The board has scheduled the first committee meeting Wednesday, May 26, so we will need to
have a resolution by that date.

Agricultural Preservation Committee:
Monica Daniels-Mika, Anne Best-Johnson, Jim Smith, Jerry Alldredge, Keith Maxey,
Bruce Barker .
The purpose of this meeting was to discuss the need of establishing an advisory
board regarding preservation of agricultural land. Bruce Barker reviewed bylaws
of a similar committee in Larimer County and revised them for Weld County's use.
The commissioners decided this would be an ad-hoc committee. If the ad-hoc
committee recommends that it become a permanent advisory board, the commissioners
will consider it. The committee will be given a mission. of _ preserving _ . ..
agricultural land. Staff will develop a timetable and list of components the
committee should work on including the following: 1) tax incentives for
retirement, 2) specific goals outlining which land should be preserved, i .e. ,
should farm size be a factor, 3) alternatives to developing farm land, 4) urban-
rural conflicts, 5) sale of water rights on farm land, 6) transfer taxes, 7) use '
of GOCO open space funds, and 8) use of Governor Romer' s Smart Growth study
findings. Participants in the meeting were asked to give comments on the bylaws
to Dale Hall. Ideas concerning what this committee should discuss will be sent
to Monica Daniels-Mika. The committee will be called the Weld County
Agricultural Ad-Hoc Committee.
