WELD COUNTY COUNCIL
November 6, 1995

The Weld County Council met in regular session in full conformity with the Weld
County Home Rule Charter at the Weld County Centennial Center, 915 10th Street in
Greeley, Colorado, Wednesday, November 6, 1995, at 7:30 p.m.
ROLL CALL: The meeting was called to order by President Jim Gardner and the
following members were present, constituting a quorum of the members thereof:
Councilwoman Judy Curtis, Councilman Ralph Campbell, and Councilwoman Pam
Malcom. Vice President Stephanie Hayward was excused. Also, present was the
Council secretary.
APPROVAL OF MINUTES: Councilwoman Judy Curtis made a motion, seconded by
Councilman Ralph Campbell to approve the draft of the County Council meeting
minutes for September 25, 1995 in which the last paragraph states, "In executive
session, Mr. Barker ... " The motion carried unanimously.
Councilwoman Judy Curtis made a motion to approve the October 4, 1995, meeting
minutes. Councilwoman Pam Malcom seconded, and the motion carried.
ADDITIONS TO THE AGENDA: There were no additions to the agenda.
APPOINTMENTS: Councilwoman Judy Curtis and Councilwoman Pam Malcom will
attend the November 13, 1995 Elected Officials' meeting if possible. KFKA Coffee
Break will be covered by Vice President Stephanie Hayward on November 21, 1995.
CORRESPONDENCE: The Council reviewed the correspondence.
COORDINATOR REPORTS: Councilwoman Judy Curtis reported an ambulance
dispatch problem on the Pawnee National Grasslands during October 1995. She had
already spoken with Ambulance Services Director Gary McCabe who had referred her
to Jim McEachron who is the Dispatch Supervisor. The Council requested that
Councilwoman Judy Curtis discuss procedure for dispatch of the Air Life Helicopter
with Commissioner Barbara Kirkmeyer. Councilwoman Pam Malcom will verify with Mr.
McCabe the "networking" of responses to emergencies. She will also check the
Colorado Revised Statutes for information on remote area emergencies.
President Jim Gardner reported that he had discussed a checklist for a Referendum/
Initiative checklist with the Clerk and Recorder. He is continuing to work on that

project. President Jim Gardner is also continuing with preparation of letters to the
Sheriff. He plans to have them ready for the December meeting.
The possibility of including impact fees from developers for schools was discussed.
President Gardner suggested that such fees may need to be incorporated into the
County's Comprehensive Plan.
Councilman Ralph Campbell will speak with County Clerk and Recorder Suki
Tsukamoto regarding election campaigning by elected officials. He will also request a
copy of the 1996 election laws.
OLD BUSINESS:
November CCI Meeting
Reasons for a Council member attending the CCI Meeting in November were
discussed. Councilman Ralph Campbell made a motion, seconded by Councilwoman
Pam Malcom, President Jim Gardner should attend part of the CCI November meeting
as the Council's representative. The motion carried. Councilman Ralph Campbell
made a motion to transfer $600 from the Professional Services line item to the Travel
and Meetings fine item in the 1995 Budget. The motion was seconded by
Councilwoman Pam Malcom and carried.
Council's 1996 Budget
Councilwoman Judy Curtis reported on the Council's 1996 Budget Hearing with the
County Commissioners. The Council asked the secretary to transcribe the October 17,
1995 Budget Hearing tape. Council members want to document in Council minutes the
Commissioners' position regarding appropriating funding as the need arises for
Performance Audits conducted by the Council.
Council's Work Session
Councilman Ralph Campbell reported that he had contacted Don Feldhaus, head of the
Center for Quality Improvement and Customer Service at Aims College. Mr. Feldhaus
is willing to meeting with the County Council to discuss customer service forms.
December 5, 1995 at the Ramkota Inn, 701 8th St., Greeley was set for the Council's
work session with Mr. Feldhaus. Meeting time is 5:30 p.m. with dinner at 6 p.m..

NEW BUSINESS:
Payment of Bills
-Councilwoman Pam Malcom made a motion to correct the mileage expense form -for
President Jim Gardner approved at the October 4, 1995 meeting. The mileage listed
for October 4, 1995 should be changed to November -1, 1995. Councilwoman Judy
Curtis seconded the motion and it carried.
Councilman Ralph Campbell made a motion to pay the following bills:
Mileage for Councilman Ralph Campbell - $11.00, mileage for Councilwoman Judy
Curtis - $64.50, and the subscription for the Windsor Beacon - $19.50. Councilwoman
Judy Curtis seconded the motion. It passed.
Secretarial Research Requests
Council members signed the October 4, 1995 third quarter Report to the People.
The Council secretary reported on her office hours for the week of November 6, 1995.
She gave an up date on County training to prepare her for the Council's computer
being on line.
The need for the Council to design an evaluation form for the secretary was discussed.
It was decided that the secretary should send to the Council members the types of
evaluation forms available through the County. Councilwoman Pam Malcom said that
she would contact Vice President Stephanie Hayward for evaluation forms used in her
company.
PUBLIC COMMENTS: There were none.
ADJOURNMENT: The meeting was adjourned by President Jim Gardner at 9:15 p.m.

PRESS RELEASE
December 11, 1995
In accordance with the Home Rule Charter, the Weld County Council met
December 6, 1995 at 7:30 p.m. at the C-entennial Center in Greeley, CO. Mr. and Mrs.
Bud Hopper and Mr. Artie Elmquist requested that the County Council investigate the
-following concerns: County Commissioners Emergency Ordinance #185, the
_construction of a Juvenile Facility in Greeley without a county -wide vote, and the cost
of securing documents from County offices. Questions regarding the jurisdiction of city,
county and state were discussed.
Janet Meisinger of Dacono gave a presentation about the formation of common
law courts in America, and the misconstruction of state and national governments.
Council members heard a report about the Colorado Counties, Inc. -November
conference from President Jim Gardner. The Council made plans to initiate meeting
with the Communications Advisory Board in January, and to provide a speaker for the
Planning Commission meeting onFebruary 6,1996. The Council also voted to invite
third graders from Butler Elementary School in Ft. Lupton to the January 1996 Council
meeting.
