The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Nunn Town Hall Tuesday, June 16, 1998, 7:30 p.m. ROLL CALL: The meeting was called to order by President Judy Curtis. Vice President Dan Oster, Councilwoman Pam Malcom, and Councilman Al Roberts were present, constituting a quorum of the members. Councilman Ralph Campbell was excused. Also present: County Public Works Operations Director Dave Becker, County Engineer Drew Scheltinga, Jack Davis, Peggy Davis, Duane Brown, Glen Vaad, and the Council secretary, Bev Thomas. GUEST SPEAKERS INCLUDING QUESTIONS AND ANSWERS: County Engineer Drew Scheltinga and Operations Director for Weld County Public Works Director Dave Becker discussed Weld County's 2,580 miles of gravel roads in Weld County that are divided into 31 grader zones. The following topics were discussed: swiftly changing conditions of gravel roads, guidelines for road grader drivers, training of road grader drivers, routing and response time of gravel road complaints, traffic patterns effect on gravel roads, width and crown of gravel roads, specific road complaints, inexperienced drivers on gravel roads, lack of law enforcement on Weld County roads, mowing right-a- ways at intersections and cleaning bar ditches, noxious weeds, sign replacements, cost of paving roads, potential impact fees, studies of traffic projections, and revenue sources to pay for traffic growth, APPROVAL OF MINUTES: Councilman Roberts made a motion to approve the May 19, 1998 meeting minutes. Councilwoman Pam Malcom seconded the motion and it was approved unanimously. ADDITIONS TO THE AGENDA: There were no additions to the agenda. APPOINTMENTS: Councilman Al Roberts will attend the July 13 Elected Officials Meeting. CORRESPONDENCE: The Council reviewed the correspondence. COORDINATOR REPORTS: Weld County Airport Question President Judy Curtis will address this topic at the July Council meeting. �Y`J\\ 981401 n Weld County Council Minutes June 16, 1998-Page 2 of 3 Social Services Concern Councilman Oster noted that the Council has written opinions from two sources advising the Council it has no authority to address Social Services' concerns. The Council has requested an opinion from Colorado Attorney General Gale Norton's office on this topic. UNFINISHED BUSINESS: Weld County Council Open House The Council discussed plans to host an open house at the Weld County Centennial Center's First Floor Meeting Room, July 25 from 12:00 to 2:00 p.m.. Research RE: Setting Weld County's Coroner's Salary The Council decided to meet for a work session regarding setting the Weld County Coroner's salary at 5:00 p.m. at the Eat'n Place, July 21 before the Council meeting at Galeton Elementary School at 7:30 p.m. The Council will prepare a press release stating that citizens' input regarding salary setting of Weld County elected officials is welcomed. NEW BUSINESS: Approval of 1998 Council Budget Request Councilwoman Pam Malcom made a motion to submit the following 1999 proposed Council budget : 6112 Regular Salaries $12,043.00 6140 FICA taxes From 6112 6146 Medicare From 6112 6210 Office Supplies $ 400.00 6330 Publications & Subscriptions $ 350.00 6350 Ads/Legal Notices $ 80.00 6310 Postage & Freight $ 600.00 6320 Printing/Duplicating $ 125.00 6367 Phones $ 450.00 6370 Professional Services $ 6,207.00 6392 Out of Town Expenses $ 950.00 6394 Local Travel $ 850.00 6396 Meeting Expense $ 230.00 Total Budget Request $22,285.00 Vice President Dan Oster seconded the motion. The motion passed unanimously. WELD COUNTY COUNCIL REPORT TO THE PEOPLE July 21, 1998 The Weld County Council is mandated by the Home Rule Charter of Weld County, Colorado, to report to the people the events that have shaped the previous quarter. This report summarizes the activities of the Weld County Council during the second quarter of the calendar year 1998. April 21, 1998 Council Meeting - Erie Lions Club Hall • Supervisor Environmental Protection Services, Trevor Jiricek, of the Weld County Health Department spoke about the landfills in the Erie area and answered questions about the landfills. • The Council decided to gather information regarding its authority to hire legal counsel to interpret the Home Rule Charter. • A Councilman will talk to Commissioner Webster to follow up the March 23 discussion of the Centennial Center's first floor hearing room sound system. May 19, 1998 Council Meeting - Severance Town Hall • Weld County District Attorney Al Dominguez spoke about the role of the Weld County District Attorney's office in Colorado's 19th Judicial District. He also answered questions from the public. • The Council initiated gathering written legal opinions regarding its jurisdiction to review the Weld County Department of Social Services. June 16, 1998 Council Meeting - Nunn Town Hall • Guest speakers were County Engineer Drew Scheltinga and Operations Director for Weld County Public Works Director Dave Becker who discussed Weld County's gravel roads. Mr. Scheltinga and Mr. Becker also fielded questions from Weld citizens. • A report was given about the improvements to the Centennial Center's first floor hearing room sound system. The improvements include new microphones and special equipment for hearing impaired persons. • The Council received an opinion from District Attorney Al Dominguez and is waiting for an opinion from Colorado Attorney General Gale Norton's office on this topic. The Council noted that the Department of Social Services is making changes. • Discussion continued regarding setting the salary of the Weld County Coroner. During the second quarter of 1998, Council members have researched answers to questions and concerns brought to their attention by citizens of Weld County. In that process Council members have talked periodically with the Commissioners and various Elected Officials and Department Heads. This report is not meant to be an exclusive enumeration of the activities entered into by the Council. It is, however, an attempt to communicate with the voters regarding its activities. The County Council believes that the Weld County Home Rule Charter continues to be a viable tool for the citizens of Weld County.
