Conversation with Donald R. Carroll, Project Coordinator for Weld County. Nelson Engineers Project No. 518 Dear Shani, In accordance with the requirement of information that is needed prior to recording the plat, this letter is to inform you that I have had telephone conversations, on two occasions, with Don Carroll regarding his memo of July 5, 1995. In our latest telephone conversation, of August 29, each of the items that are subject of his memo of July 5 were discussed in detail. We expect to provide a plat that conforms to all of his concerns in that memo. Under ordinance #180, with respect to accesses from roadways to a commercial facility, the applicant will provide a roadway with a minimum width of twenty foot of pavement and three foot gravel shoulders. In addition, the pavement will provided with a forty foot radius at the intersection of the roadway and Colorado Highway 392. On the plat that roadway is designated as Weld County Road 23 1/2 and is a private roadway. A typical cross-section of the pavement is provided on the plat showing the twenty-four foot width with a six-inch base of Class 6 material and two inches of asphalt surfacing with C grading asphalt. Borrow ditches will be shown as necessary along the west side of the roadway. It is the plan to meet in the immediate future with representatives of the Colorado Department of Transportation. Mr. Carroll suggested that we need to contact either Teresa Jones or Gloria Eidler of that agency to acquire an access permit. There is an existing access at this location. It would appear that a new access permit would not be required. There is adequate sight distance both directions from this intersection, so that there should be no unsafe entry conditions. Mr. Carroll indicated concern about the new roadway ending at the Greeley No. 2 ditch. He was unaware there is an existing bridge across the Greeley No. 2 ditch with which the new road will connect. He and I agree that there is no need for a barricade as he had suggested. g52297 FL / 0O5 Shani Eastin August 29, 1995 Page 2 A detention pond will be provided at the site to contain the drainage from the site itself and to provide for drainage from areas north of the site to bypass the detention pond. Drainage calculations will be provided for Mr. Carroll's review. That design will be using the accepted criteria in Weld County for drainage calculations for a commercial activity. MI drainage from areas outside of the specific site will remain in their historical flow patterns. There is no plan to develop or utilize any lot areas adjacent to the new paved section. Should that ever occur in the future, the drainage could be addressed at that time. I believe the foregoing comments address those of Mr. Carroll in his July 5 memo. The filing deadline stated in the Board of Commissioners Resolution is September 7, 1995. We have been unable to fulfill all of the conditions in the resolution, though we are diligently pursuing them. We believe that a 30 day extension will provide ample time to complete the Plan and Permit ready for filing. Please notify this office of a time extension approval. Hice-Idler of the Colorado Department of Highways on site on September 8, 1995 to address items as required in the conditions of approval for this project by Weld County. We discussed the increase in overall use of that connection, drainage, and the design requirements for the new proposed pavement. We agreed that the additional traffic anticipated did not warrant a change in the design of the highway. We also agreed that the radii of the new 24 foot wide asphalt surfacing would be 25 feet at the connection with Colorado State Highway 392 and that a 2% grade away from the existing pavement would be used within the highway right-of-way. Drainage is not a problem at this location since the new roadway is at a slight high point and runoff will be dissipated as it has historically to the adjacent farmland. There are no utilities planned within the right-of-way. If such are required, a utility permit will be obtained. The CDOT will be notified prior to any construction within the right-of-way.
