Dear Mr. Shafer:
Thank you for your letter of September 17, 1999.
As you noted in your letter,the Department of Public Works has determined the referenced roadway
segment does qualify for paving, and it is in the process of being programmed for an improvement
project.
Unfortunately,this project is more complicated than simply laying asphalt on the existing roadway.
Our experience indicates that upgrading a roadway to paved standards without considering its
alignment may be problematic. As you well know, there are several curves on the northern part of
this road segment. It will be necessary to design improvements to these curves (smooth the
alignment by "softening" these curves). This type of improvement will require acquisition of
additional right-of-way and relocation of utilities. These are time consuming activities.
With the existing work load assigned to the department,this improvement will not be started until
2001.
In the interim, the Board will consider reducing the speed limit on WCR 23.5 to lessen the impact
of dust to the adjacent property owners. The original intent was to reduce the speed to the advisory
speeds currently posted on the curves noted earlier. The Board will take your recommendation of
a lesser speed limit into consideration.

In the interim, I have asked the Department of Public Works to determine whether additional
grading will improve the road roughness you noted in you letter.

Thank you,for responding to my letter of August 18th.
Actually, posting 35 mph speed limit signs on this part of 23 1/2 will be
totally futile, since no one in their right mind travels more than 25 mph. If they
do they destroy their car. I invite you to come on down and experience it
yourself.
Also, we have been informed that the Public Works Department has
already qualified this road for improvement. We just want it moved up on your
priority list. It really is intolerable.

This letter is in response to your letter dated August 18, 1999, regarding the dust and washboard
problem on Weld County Road (WCR) 23.5 between WCR 2 and WCR 6.
The Public Works Department is submitting a request to the Board of Weld County Commissioners
to approve changing the speed limit from 55 MPH to 35 MPH. The lower speed may reduce the dust
problem as well as the washboard problem.
The Public Works Department will review this roadway segment for inclusion in future project
improvement listings. If it qualifies as an improvement project, it will be prioritized in a
recommendation to the Board and scheduled as a future paving/grading project.

Dear Sirs:
Weld County Rd. 23 1/2 is the sole access to our ranch. We use 23 l/2
both when going north toward Highway 52, and when we go south to Rd. 2. We
are in and out on the south portion between 23 3/4 and Rd. 2 several times a day.
The condition of this road is intolerable. It washboards within hours of the
weekly grading and is absolutely miserable until the next grading. It is muddy
when wet, and when dry, which is most of the time, the dust clouds are
unbelievable. I'm sure that it far exceeds permissible dust pollution standards for
Weld County, and that if a corporation or business was causing this much dust you
would shut them down immediately.
The roughness of the road makes it impassable at over 15 or 20 miles per
hour. It is ruining the suspension on our cars, to say nothing of the psychic and
physical wear and tear on our bodies.
Something must be done, and soon. Paving seems to be the most logical
solution. This road has more and more traffic all the time. A steady stream of
produce trucks, farm equipment, and passenger vehicles keep it in a constant state
of disrepair.
