Dear Commissioners:
We were notified that a firm from Fort Collins has been appointed as
auditors for Weld County.
We are sensitive to the furor caused by Roche Constructors, Inc.
regarding the award of the contract to build the jail facilities. We
elected not to lobby any of the commissioners prior to the decision, and
we do not intend to pursue a public forum regarding your selection of
an out-of-county firm to conduct the next five years' audits; however,
we provide you with the following observations:
1. Assuming the fees for the audit will approximate $65,000 per
year, and based on the statistics from the Chamber of
Commerce that each dollar expended in Weld County has a
multiple effect of 10, you have actually transferred $650,000
of spending power to Larimer County per year.
2. The partners and employees of our firm all live in Weld
County and have devoted countless hours to community service.
We seriously doubt the Fort Collins firm will volunteer any
time to Weld County, nor will they care as much about Weld
County as we do.
3. Two of our partners have previous experience with the audit
of Weld County. As such, they have an excellent understanding
of the county operations and accounting systems. Obviously,
your personnel will be required to spend additional hours
educating the staff of the Fort Collins firm. In addition,
the Fort Collins group is several miles removed which will
result in delayed response time and additional commuting time
which cost will be borne by Weld County either in hard
dollars or in reduced efficiencies.
4. We assume the final five firms selected were all qualified
to conduct the audit.

By acting solely on the recommendation of the county employees you have
tacitly accepted their selection of your auditing firm and ignored the
suggested preferential treatment of local businesses as set forth in the
request for proposals. This also raises an ethical consideration that
the county controller and staff are selecting the firm to audit the
records they maintain.

In conclusion, it is obvious you have made a decision which makes little
or no economic sense and is a disservice to the citizens of Weld County.
