RE: APPROVE APPLICATION TO GOVERNOR'S OFFICE OF ENERGY CONSERVATION
FOR RECYCLING EFFORTS AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Recycling Efforts
from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Health, to the Governor's Office
of Energy Conservation, with terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for Recycling Efforts from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Health, to the Governor's Office of Energy Conservation be, and
hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted

Weld County is very interested in preserving it's natural resources and wishes to continue
supporting proactive solid waste management. In line with this view, attached is an application
for $ 40,000 in grant funds from your agency, the Governor's Office of Energy Conservation
(OEC). The 25% matching indicated is a minimum of what we expect to continue contributing
to help promote integrated waste management in the region.
The attached proposal is for a'A time temporary community composting education specialist;
materials to promote home and drop site composting in the community; subcontracted market
development; a book binding cutter to increase book recycling in the region; and a community
vermi-composting project.
The attached application for funds is also complete, has been copied onto our usual recycled
paper, and has been copied double -sided to help close the loop and promote reduce, re -use,
recycle message. We hope you will fund this proposal and believe that the projects will greatly
impact our region.

Other partnerships:
Ad Hoc partnership with University of Northern Colorado (UNC) and Monfort Corporation- at the
NFRS WAG forming "summit" event UNC/Monfort trained facilitators donated their time to lead the
larger group into three concurrent working groups for the normative process to work Monfort donated
the time of seasoned facilitators, who then trained a group of UNC students on the specific event The
students received valuable experience while providing free facilitation.
• On -going partnership with the Plumb Fann Composting Demonstration Site — a permanent composting
demonstration at a park -like public property in Greeley, Colorado. The partnership has included such
example projects as the farm hosting a pumpkin composting event to help increase knowledge of the
demonstration site and composting in general.
• Ad Hoc partnership with A-1 Organics, a Colorado -based large scale composter: partnered with us by
providing the composting services for free for pumpkins collected in the aforementioned pumpkin
event.
All of NFRSWAG events (above) involve some partnership of group members. The 1997 awards
program for example was funded by grant dollars and matching USA Waste and Waste -Not Recycling
donations_ Another example is the Weld County Board of Health volunteers helping to present the
1997 Waste Saver awards.
NFRS WAG is a member of the Colorado Alliance for Environmental Education. and Colorado
Recycles and considers this a partnership of sorts.
4. Brief Description, History and Accomplishments
The Weld County Health Department is proposing this project in concert with ifs volunteer regional solid
waste group: the North Front Range Solid Waste Action Group (NFRSWAG). Weld County Health
Department (WCHD) facilitates the group of volunteers that has a semi -formal structure of a "Board of
Directors'. with one year commitments renewed in January. Currently there is no fee for membership_ and
members work with health department employees to organize campaigns and implement events such as the
Waste Saver awards of Earth Day brown bag lunch series (on waste and other topics). The group exists at
least in part due to the generous contributions from earlier Office of Energy conservation grant funds as
well as matching county and group member resources.
Summer 1995 A planning group representing business interests, regulators and others known to
be interested in solid waste issues was pulled together by the Weld County
Health Department. The group represented the Weld County landfill service
region, or Weld, Larimer, Boulder, and some Denver region and statewide
interests.
Fall 1995 The "summit" event was held, and a mission statement was formed through
facilitated group process. Seventy-five people, representing waste disposal,
recycling, industry and government attended the regional waste "summit".
These attendees participated in nommtive group process to list and prioritize
waste issues facing the region. -
Spring 1996 Agreed to meet a minimum of 10 times per year . Since this time have held this
many Board meetings and numerous other subcommittee meetings.
Spring 1996 Editorial letter campaign to local newspapers — educational regarding: our
group; recycling; why buy recycled; and information on the upcoming buy
recycled expo event.
Summer 1996 Held Buy Recycled workshop & vendor/product expo for business community
and established Waste Saver awards in region.
Fall 1996 Held Composting Pumpkins Raffle and Drop Site event (1 15 visitors saw
several composters and brought their pumpkins for composting).
Winter 1996/97 Held composting booth at local garden festival. Started related vermi-
composting outreach to schools. Started grant -funded school recycling in Fort
Lupton.

Summer 1997
Organized composting promotion for the local Garden Festival sponsored by the
local newspaper. Organized and sponsored a five day brown bag lunch series
for Earth Day (approximately 85 persons attended the series). Held meeting of
approximately 12 persons: resulting in National Hog Farms demonstration
project composting pig manure (local surplus) and paper grindings from local
recycling collection programs.
2nd Annual Waste Saver Awards program continues to help recognize role
models in the region.
5. Geographical Region Served
Primary project impact will be in Weld County. Many project components, however, impact the wider
region including Larimer County and potentially Boulder and Denver areas (e.g. development of
regional contact listing and composting booklet).

and November 15, 1998, evaluate and report from November 16 to December 1, 1998.
8. Project Characteristics and Need
A meeting of nine NFRSWAG members was held on August 5, 1997, to list and prioritize solid waste
needs for the region in order to work towards the group's mission (of increasing waste diversion from
landfills, recycling and materials re -use, and pollution prevention). The group listed all priorities, and
then narrowed the project to include the following priorities from the list:
• Acquisition of a book binding cutter
• A Community sized venniculture bin to take paper (newspaper gluts experienced)
• Home composting exhibition: including multi -vendor composter sales and education
• Compost markets improvement
For many reasons composting became the primary focus for this (NFRSWAG) proposal. This region,
northeast Front Range Colorado, has a strong agricultural sector. There is no curbside green waste
composting availability for residential Weld, so many Weld residents and businesses use the landfills
for their "green" compostable wastes. If national averages are representative of Weld County then we
can estimate that 20-30 % of our curbside garbage might be composted.
One major municipality within Larimer County, Loveland, has residential composting available with
curbside service and drop locations. Other parts of both counties have a few private
composter/chippers who take some organic waste for a fee (that is less than landfill disposal fees).
These private ventures are limited in number (3-5 in 2 counties) and are not mass marketed as a
resource for taking green wastes.
The proposed project consists of: one half time Solid Waste and Compost Community Education
Specialist; an operating budget; a couple of contract projects; a book binding cutter and the contingent
regional sharing partnership agreement. The 1/2 FTE would help with NFRSWAG meetings and events
and would also focus on a multi -strategy community compost plan.

The primarycomponents of the plan are:
• A regional home composting kick-off campaign.
• End -use of compost market development campaign_
• Community vermi-composting bin and project
• General composting community development.
• A value adding book binding cutter for the region.
A coordinator is necessary to get the project off the ground. A temporary position would work in this case
because a temporary kick-off and pilot program could advance the region in composting dramatically.
Even if the temporary position is only marginally successful with some of the unknown factors there are
already permanent positions in cooperative extension and WCHD that would serve as referral so the
public wouldn't be left without a place to call even if there weren't full fledged drop programs upon
position completion.
9. Outreach and Education
The primary purpose of this project is outreach and education. The 'A time one year community education
position, requested, is designed to implement a composting education outreach plan aimed at the individual,
group, and community level. Individuals will be targeted through such activities as one on one interaction
at the home composting demonstration and sale, as well as with the pilot drop site. Example group
composting projects to be implemented include: drop -site partnership and group presentations on home
vermi-composting. Community education includes the regional booklet and demonstration site literature
and promotion campaign, as well as the composting exhibition.
Outreach and education projects, and some of the activities to be carried out include:
1. Kick-off Home Composting Campaign: advertise and promote home composting and compost use •
demonstration sites, hold amulti-vendor composter sale and educational exhibit, and promote at least
one pilot leaf drop program within the County of Weld (aiming at two with the City of Greeley).
-2. Improve end -use of compost and recycling markets by creating promotional demonstration sites where
compost is being successfully used, and helping to increase regional book recycling through the added
book binding cutter.
3. Building a community venni-culture bin to help process newspaper, and help promote home vermi-
composting to reduce residential and institutional waste.

11_ Project Impact and Sustainahility
By December 1. 1998, the North Front Range Colorado Solid Waste Action Group composting project will
have made a substantial impact on individuals, the communities involved and the larger region.
Composter demonstration sites, compost use demonstration sites, and composting resources will be
catalogued and will be promoted on regionally printed materials. Partnerships will have been forged that
should encourage the future re -printing of the materials, by the counties and municipalities involved.
Presentations, the multi -vendor composter exhibit, and the community vermi-composting project all will
have increased awareness of solid waste and composting in the region.
We project a general impact will be realized from the wider media communication. The one-on-one
interaction, such as interaction with a Master Composter at a demonstration site, will impact die specific
behaviors targeted (increased composting, vermi-culture, and recycling). Perhaps more immediately
tangible, the book binding cutter will allow the recycling of previously unmarketable books. In this
region. Waste -Not Recycling has seen a huge need for this equipment and has seen books going into the
landfills from such places as Hewlitt-Packard (several plants all over region) and other software companies.
Waste -Not Recycling and any other partners in the project will submit reports on books collected,
processed, and sold. This value adding device will not only allow collection and marketing of a paper
product available in abundance in the region, it also will help forge important partnerships. The project
partnerships written into this proposal are important first steps in this region. Measures such as numbers of
booklets distributed, and persons attending events will be included in the quarterly reports as well.
Weld County is sponsoring the proposal in cooperation with it's volunteer organization NFRS WAG. The
composting program proposed here would further complement Weld and Larimer County Household
Hazardous Waste, and NFRSWAG's solid waste programs (such as the yearly Waste Saver Awards
program). NFRS WAG is a healthy group with marked achievements and achievable goals. Group
members represent genuine interests in preserving the region's natural resources, and have worked hard
towards their stated mission of increasing: waste diversion from landfills, recycling and materials re -use,
and pollution prevention. This group should continue long into the future to help evaluate, prioritize, and
work on solid waste issues in the region. The requested temporary position , promotional budget, and
equipment would meet a current demand and would institute sustainable demonstration sites, drop -site
programs, value -adding operations, and a re -usable composting exhibit. These projects in turn, should
influence a future of sustainable markets and waste -smart residents.
12. Paid Administrator
The paid administrator for the grant shall be Robin Newbrey, the Environmental Health Education &
Community Outreach (EHCO) Supervisor only until the temporary position is filled. At that point in time
the person in the Composting Community Education Specialist position would assume responsibility. The
position is temporary and upon termination the EHCO Supervisor will again be the contact for
administration or conclusion of the grant responsibilities: Because information is not vet known about the
temporary personnel, a letter from the Director (employer of above mentioned full-time position) assuring
that we, Weld County Health Department, assume responsibility for carrying out the terms of the grant is
attached.

Salaries:
Community Compost Education Specialist (grade 31) X $ 14.47/hour X 1080 hours = $ 15,635.53
Fringe:
Figured at 25%
The total salary for a one half time composting community education specialist ($ 19,545, including fringe)
is requested from OEC to carry out above explained projects and activities. The matching amount ($
2,500) is calculated as a minimum of hours donated by other WCHD and members of NFRSWAG @ $
25/hr. The Fringe matching amount listed ($ 782) is 4% of the salary, or the in -direct rate (for
administrative costs associated with the position).
Supplies: (items less than $ 100 a piece)
In this category there are supplies for many activities see the "Work Plan" for a more specific break -down.
Miscellaneous supplies: total is $ 5,800.
Signage for demonstration sites, plus other operating supplies (shovel if needed.) X quantity will varyX $
300 total this "item "; multi -vendor composter & composting education exhibit various supplies (e.g.
possible rental fees, printed promotion fees, advertising, booth set up, etc.) X $ 1,250 total; leaf drop -site
pilot, supplies will include operating fees (equipment operating needs, temporary personnel, signage,
composting and transportation fees) X $ 4,000 total. Supplies for a partner project such as a kick-offfor a
Weld Master Composters class X $ 250.00 total. The matching for "supplies" is as follows: construction
and operating supplies for Vermi-Culture bin (Waste -Not Recycling will provide);
.Equipment:
Description - book binding cutter to handle large volumes of books to make them a marketable recyclable
$ (total will be around $ 10,000), requested total is $ 8,500.
$ 1,000 is listed as matching this is a low estimate for matching on the equipment purchase. Waste -Not
Recycling has agreed to cover the difference between $ 8,500 and the purchase price (if there are partners
the amount will be shared per the sharing agreement to be ironed out prior to purchase).
Contractual:
Compost Market Development Contractor X $ 40 /hour X 75 hours.
Marketing servicesexplained I the work plan, including: help in design research and determine
distribution methods for vermi-compost project, and also guarantee $ 3,000 of vermi-culture product is

This letter is written as assurance of my commitment to fulfill the administration of the grant projects
proposed in the attached document. The paid administrator for the grant shall be Robin Newbrey, the
Environmental Health Education & Community Outreach (EHCO) Supervisor. This position is full time,
but will be allowed 10% of the hours worked to administer this project, if funded, throughout terms of the
contract. It is also expected and allowed that more time, perhaps 20% may be necessary in the beginning to
help hire and train the education specialist.
Weld County is sponsoring the proposal in cooperation with it's volunteer organization NFRSWAG. The
county has been very supportive of household hazardous waste programs, as well as the NFRSWAG
project, and this support will likely continue.

SUBJECT: Grant Funding Request for $ 40,000 from OEC
Attached is an application for $ 40,000 in grant funds from the Governor's Office of Energy Conservation
(OEC). This is very likely the last grant cycle from this state agency, as their funding is not likely to be
continued beyond Romer's tenure. This proposal is a continuation of our waste education at the
encouragement of you, our policy board.
This proposal is for a 1/2 time temporary community composting education specialist; materials to promote
home and drop site composting in the community; subcontracted market devlopment (through Southwest
Public Recycling Association); a book binding cutter to increase book recycling in the region (will be owned
by a local recycler., Waste -Not Recycling); and a community vermi-composting project (Waste -Not will
control and own this project, we'll provide the materials, education , and some support).
The application is due to the OEC on Tuesday the 19th of August by 4:00 p.m (five copies, on recycled
paper, and copied double -sided). If the Board approves of the application a cover letter indicating this
approval should be affixed as the cover page.
