RE: FLOOD PLAINS AND WETLANDS EARLY PUBLIC HEARING FOR COMMUNITY
DEVELOPMENT BLOCK GRANT PROJECT -WELD COUNTY BRIDGE #50/67A
A public hearing was conducted on March 4, 1996, at 9:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated February 14, 1996, and duly published February 22,
1996, in the North Weld Herald, a Flood Plains and Wetlands Early Public Hearing was conducted
concerning the Community Development Block Grant project for Weld County Bridge #50167A.
Donald Warden, Finance and Administration Director, made this a matter of record and explained
this project concems improving and paving 4,000 feet of roadway immediately north of what is known
as the National Hog Farms bridge. He stated Community Development Block Grant funds are
available, but this hearing is required to obtain public input because the project is located in the 100-
year flood plain. Mr. Warden noted possible adverse impacts have been mitigated by working with
the Corps of Engineers for all necessary permits. No public testimony was offered concerning this
matter.
This Certification was approved on the 6th day of March, 1996.

EARLY PUBLIC NOTICE
Docket No. 96-11
Weld County, Colorado, is considering improving and paving 4,000 feet of roadway
immediately north of Weld County Bridge#50-67A to serve businesses and residents in the area as
a Community Development Block Grant project under the Colorado program for non-entitlement
areas. The project is located in the 100-year flood plain. The County is interested in discussing
alternatives to this project and securing public perceptions of possible adverse impacts that could
result from the project and possible mitigation measures. A public hearing is scheduled to discuss
the proposed project on March 4, 1996, at 9:00 a.m., in the First Floor Meeting Room of the Weld
County Centennial Center, 915 10th Street, Greeley, Colorado. Please attend or send written
comment to: Clerk to the Board, P.O. Box 758, Greeley, Colorado 80632. Comments will be
received until March 4, 1996.

NOTICE OF EXPLANATION
AND INTENT TO PARTICIPATE
Docket No. 96-12
Weld County, Colorado, intends to undertake a Community Development Block Grant
project to replace and construct Weld County Bridge#50/67A and improve the roadway 4,000 feet
immediately to the north. This program will provide retention of jobs for approximately 160 low-and
moderate-income persons. This project is located in the 100-year flood plain of the South Platte
River. The proposed bridge construction and 4,000 feet of roadway improvements cannot be
undertaken in any other location to serve the area. Failure to provide the new bridge and 4,000
feet of roadway improvements would result in the continued unsafe and inadequate access to a
large business in the area. It is the County's judgment after consideration of Executive Orders
11988 and 11990 that the replacement of the existing bridge and 4,000 feet of roadway
improvement is worthwhile and should be completed.
A more detailed description of the project and the FEMA flood maps are available to citizen review
in the Clerk to the Board's office 915 10th Street, Greeley, Colorado.
