As you are prominently involved with the Cache la Poudre, we wish to provide you with a copy of a recent letter to Joe Maurier. We have also included a copy of a recent Memorandum of Understanding (MOU) signed by Larimer County, Weld County, and the National Park Service. Through our MOU,we will exchange information on the Poudre River Corridor preliminary to appointment of the yet-to-be-named Poudre River Corridor Commission. In this way, we hope to complete much of the necessary groundwork that will allow an interpretive plan to be more quickly guided and developed by the commission. The National Park Service has hired one person to serve the Poudre River Commission (Keith Payne), and will soon hire a second person. Keith and his coworker will be in contact with you in early April, and will be available to provide you with assistance in carrying out the mission of the Cache la Poudre River Corridor. Thank you for your patience with this process, and know that the National Park Service remains fully committed to the realization of the Cache la Poudre River Corridor as a nationally recognized resource. With the recent allocation of the annual appropriation by the National Park Service, we have received the funding necessary for us to begin the implementation of the legislation. We have recently signed a memorandum of understanding with Lorimer and Weld counties to begin initiation stages of the legislation, pending the appointment of the commission. This agreement will facilitate data sharing,preparation of GIS materials and assembling other background information, which may prove useful to the commission as they perform their duties. Under the terms of the legislation the National Park Service is required to detail two individuals to the commission for the term of the project. We have recently hired one individual, Keith Payne from our Denver Service Center. As you recall, Peter Allen of my staff recently met with you, Tom Shoemaker, and Howard Alden (who was appointed our contact for staffing) to review the applicants for the second position. We are fortunate to have several talented individuals interested in these positions. We hope to make a selection of a second employee within the next two weeks, and welcome your continued involvement with this process. We are also pursuing the rental of interim office space in Fort Collins. Our interest is to have these two individuals located to Northern Colorado by early summer. Once the commission has been officially established it will be the commission's decision to utilize the space we are offering to provide or utilize other space for these employees to complete their commission-assigned duties. The most important duty remaining is the actual appointment of the Commission. As you know there are still technical problems with the existing law which need to be corrected, especially the geographic reference which limits the appointment of the three at large members. We understand that our delegation is working on this issue. To facilitate early implementation of the Cache La Poudre legislation, we feel this is timely for the State to initiate a submission to the Secretary of nominees to the Commission. While you are initiating this process we will investigate, through the Solicitor, whether the Commission could be established initially with three vacancies (the at large members), pending correction to the legislation. As you know there have been several recent discussions concerning several issues associated with the commission, its status and the appointment of members. We feel, after talking to our Washington Office, that having the Governor make a formal submission to the Secretary will facilitate early resolution of these issues. So I hope that the State is in a position to make this submission at the earliest possible date. If you have any questions, please feel free to contact either Peter Allen or me at the park.
