for public hearing on December 19, 1995. In addition to the report a map showing the current

ANNEXATION IMPACT REPORT
CITY OF FORT LUPTON, ROCKY PAYNE ANNEXATION
Immediate and potential future impacts associated with the Rocky Payne
Annexation have been reviewed. The findings are as follows:
I. Immediate Impacts
A. Water - The property will be initially zoned agriculturally therefore there
will be no significant impact on water utilities.
B. Sewer - The property will be initially zoned agriculturally therefore there
will be no significant impact on sewer utilities.
C. Drainage - The property will be initially zoned agriculturally therefore
there will be no significant impact on drainage.
D. Streets / Roads - The property will be initially zoned agriculturally
therefore there will be no significant traffic impact.
II. Potential Future Impacts
The possibility exists that the Rocky Payne area will be developed as a
community center site in the future. If this occurs utility extensions will be
required. The specific utilities for which extension will be required are
discussed below. Details of the utility extension impacts, including cost
estimates, will be determined at the time of development based on a
specific site plan.
A. Water - Should the area be developed for a community center site, utility
extensions for water will be required. In addition to a water line extension,
an increase in system pressure will be needed. If the area is used as an
aquifer recharge site, it will result in a positive impact on the City's well
water supply.
B. Sewer - Utility extensions for sewer will be required. Costs could be
significant.
C. Drainage - If the property is used only for storm water detention, no
impacts will be observed. It is currently assumed that if the community
center is constructed on the site, stormwater will be detained on site.

D. Streets / Roads - Development of the site for a community center will
increase area traffic and require upgrades to roadways.
