A public hearing was conducted on June 24, 1996, at 9:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated May 2, 1996, and duly published May 16, 1996, in
the North Weld Herald, a Post-Award Hearing was conducted concerning the performance of the
County of Weld in carrying out the construction of Weld County Bridge #50/67A and the roadway
to the north of said bridge, which was financed with Federal Community Development Block Grant
(CDBG) funds provided by the State of Colorado. Donald Warden, Finance and Administration
Director, made this a matter of record and stated said project was completed last week. He noted
this hearing is to obtain public input as required under the CDBG Program. No public testimony
was offered concerning this matter, and the hearing was closed.
This Certification was approved on the 1st day of July, 1996.

FOR POST-AWARD HEARING
Docket No. 96-18
The County of Weld will conduct a public hearing at 9:00 a.m., on June 24, 1996, in the
Chambers of the Board of County Commissioners of Weld County, Colorado, Weld County
Centennial Center, 915 10th Street, First Floor, Greeley, Colorado. The purpose of the hearing is
to allow citizens to review and comment on the performance of the County of Weld in carrying out
the construction of Weld County Bridge#50167A and roadway to the north of the bridge, which was
financed with federal Community Development Block Grant funds provided by the State of
Colorado.
Written comments are also welcome and must be received by June 24, 1996, in the office
of the Clerk to the Board, 915 10th Street, Greeley, Colorado 80631. Information and records
regarding the above described project are available at the office the Clerk to the Board of County
Commissioners located in the Weld County Centennial Center, 915 10th Street, Third Floor,
Greeley, Colorado, Monday through Friday, 8:00 a.m. to 5:00 p.m. Advance notice is requested.

Extension 4226, or fax (970) 352-0242 prior to the day of the hearing so that reasonable

TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS:
On or about April 5, 1996, Weld County will request the Department of Local Affairs to release
funds under Title I of the Housing and Community Development Act of 1974, as amended,
(PL 93-3383) for the following project:
Replace Weld County Bridge#50/67A and pave and improve 4,000 feet of roadway
immediately north of the bridge to improve access for improvements supporting
National Hog Farms, Inc., located near Weld County Roads 50 and 67 in Weld
County, Colorado, at an estimated cost of$1,324,000.
An Environmental Review Record documenting review of all project activities in respect to impacts
on the environment has been made by the County of Weld. This Environmental Review Record
is on file at the above address and is available for public examination or copying, upon request.
The County of Weld will undertake the project described above with Community Development
Block Grant funds provided by the Colorado Department of Local Affairs, under Title I of the
Housing and Community Development Act of 1974, as amended. The County of Weld is certifying
to the state that the County of Weld and Commissioner Kirkmeyer, in her official capacity as Chair,
Board of County Commissioners, consent to accept the jurisdiction of the Federal Courts if an
action is brought to enforce responsibilities in relation to environmental reviews, decision making,
and action; and that these responsibilities have been satisfied. The legal effect of the certification
is that upon its approval, the County of Weld may use the CDBG funds, and the Department of
Local Affairs will have satisfied its responsibilities under the Environmental Policy Act of 1969 as
delegated to the State of Colorado through the 1981 Amendments to the Housing and Community
Act. The Department of Local Affairs will accept an objection to its approval of the release of funds
and acceptance of the certification only if it is on one of the following bases: (1) That the
certification was not in fact executed by the chief executive officer or other officer approved by the
Department of Local Affairs; or(2) that the applicant's environmental review record for the project
indicates omission of a required decision, finding, or step applicable to the project in the
environmental review process. Objections must be prepared and submitted in accordance with the
required procedures (24 CFR Part 58) and may be addressed to the CDBG Program Staff,
Department of Local Affairs, 1313 Sherman Street, Room 518, Denver, Colorado 80203.
Objections to the release of funds on bases other than those stated above will not be considered
by the Department of Local Affairs. No objection received after April 20, 1996 will be considered
by the Department of Local Affairs.
