HomeMy WebLinkAbout992155.tiff WELD COUNTY COUNCIL July 20, 1999 Tapes #134AB99, #135AB99 & #136A99 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at Weld Centennial Center, 915 10th Street, Greeley, CO, Tuesday, July 20, 1999, 6:30 p.m. ROLL CALL: The meeting was called to order by President Dan Oster. Vice President Al Roberts, Councilman Rob Masden and Councilwoman Joyce Smock were present, constituting a quorum of the members. Councilman Dwaine Kurtz was excused. Also present: Parliamentarian Art Willis and Council secretary Bev Thomas. SPEAKER: Parliamentarian Art Willis made a presentation to the Council summarizing parliamentary procedures. Mr. Willis focused on the basics of parliamentary procedure and emphasized small assembly procedures applicable to the Weld County Council meetings. Specific questions raised by the Council members were answered and each member received handouts from Mr. Willis. APPROVAL OF DOCUMENTATION: Council Minutes Councilwoman Joyce Smock made a motion to approve the June 15, 1999 Council minutes. The motion passed. Council's Second Quarter Report to the People Vice President Al Roberts made a motion to approve the Council's second quarter Report to the People. The motion passed. APPOINTMENTS: Council members discussed attendance at the County Picnic scheduled for July 23. CORRESPONDENCE: The Council reviewed the correspondence and each member received a copy of Weld's Comprehensive Annual Financial Report year ending December31 , 1998. VI, 992155 Weld County Council Minutes July 20, 1999 Page 2 of 3 July 13 Meeting Regarding Relocation of Prairie Dogs Councilman Rob Masden reported on the July 13 public meeting with the Board of County Commissioners and personnel of the Department of Wildlife. He reported that the Board of County Commissioners had voted against receiving prairie dogs from another county. Councilman Masden complimented the Board of County Commissioners and Department of Health Head John Pickle for handling the meeting very professionally. Councilman Masden said that it was encouraging to see county government working in unison with the people. July 12 Elected Officials & Area Trauma Advisory Council Councilwoman Joyce Smock reported on the July 12 Elected Officials meeting. She included a summary of the reports given by the District Attorney and the Assessor. Councilwoman Smock said that she tried to attend the July 20 meeting of the Area Trauma Advisory Council, but the group has changed its meeting time from that listed on the printed schedule of Weld County Committees/Boards. UNFINISHED BUSINESS: Protocol for the Media Vice President Al Roberts made a motion that the Council chair will be the official spokesman for the County Council to the media. The motion passed. NEW BUSINESS: Weld County Council Public Service Announcement on TCI Cablevision The Council decided it will have a public service announcement posted with TCI Cablevision on a permanent basis. Concern RE: Recording Department President Dan Oster reported a citizen's concern about the need for timely information from the County Recording Department. It was determined that President Dan Oster and Vice President Al Roberts will visit the Recording Department on a fact-finding mission. Payment of the Bills Councilman Rob Masden made a motion to pay the bills as submitted.
