HomeMy WebLinkAbout962185.tiff HEARING CERTIFICATION DOCKET NO. 96-53 RE: 1997 FINAL BUDGET HEARING A public hearing was conducted on December 9, 1996, at 9:00 a.m., with the following present: Commissioner Barbara J. Kirkmeyer, Chair Commissioner George E. Baxter, Pro-Tem Commissioner Dale K. Hall Commissioner Constance L. Harbert Commissioner W. H. Webster Also present: Acting Clerk to the Board, Carol Harding County Attorney, Bruce Barker Department of Finance and Administration, Donald D. Warden The following business was transacted: I hereby certify that pursuant to a notice dated October 1, 1996, and duly published November 14, 1996, in the South Weld Sun, a public hearing was conducted to approve the budget for fiscal year 1997 for the County of Weld. Donald Warden, Director of Finance and Administration, made this a matter of record. He noted the changes which were made during the budget work session, as listed on Exhibit"A,"and offered a draft resolution summarizing expenditures and revenues for each fund to be considered for approval showing the gross appropriation to be $105,478,547. He explained when IGA Expenditures and Interfund Transfers are removed, the net appropriations are $100,061,806. No public testimony was offered concerning this matter. Commissioner Hall moved to approve said resolution adopting the 1997 budget. Seconded by Commissioner Harbert, the motion carried unanimously. Mr. Warden then presented Ordinance 192, setting forth the annual appropriation for Weld County for fiscal year 1997 and read said Ordinance into the record. He noted that State law is structured so that the Assessor must send certifications in by the 10th of December; therefore, budget ordinances must be considered as emergency ordinances. There was no public testimony given. Commissioner Baxter moved to approve said Ordinance on an emergency basis. The motion, which was seconded by Commissioner Webster, carried unanimously. Mr. Warden then presented Ordinance 193, setting the Mill Levy for 1997 and read said Ordinance into the record. Mr. Warden noted the Mill Levy, at 22.038, is the same as 1996, although the Assessed Value dropped 1.3 percent. With no public testimony being offered, Commissioner Hall moved to approve said Ordinance on an emergency basis.
