MINUTES
NOVEMBER 14. 1996
The Meeting was called to order at 6:39 PM:
Members/Guests Present: Roll Call showed 7 Council members,and 7 guests present.
The minutes of the Meeting were corrected and approved:
Don Warden believed that a grant could help pay for the costs not cover all of the cost of the EMD Program.
Dr. Vanettis' Report: No report.
Barbara Fosters' Report:
See Attached Report.
Barbara discussed an award program recognizing outstanding work during a call. This award would be given
quarterly and to each of the following areas: I)Law,2)Fire,3)EMS,&4)Dispatch. A committee will be
formed to research the possibility of this program. President Angie Wiley will be the EMS Council
representative to this committee.
Committee Reports:
Angie Wiley reported that the EMD Sector meetings had a mix of success. The combined Sector I and 2 meeting was
well attended however,the Sector 3 meeting only had 2 attendees. Sector 4's meeting is scheduled for November 18th
at the Johnstown Fire Station. Angie reported that the next Northeastern EMS Consortium meeting will be held on
November 21st at the Poudre Valley Hospital starting at 2:00 PM. There will be a town meeting in Ft. Morgan on
December 9th,starting at 6:00 PM at the Ft.Morgan Community College.
Gary McCabe announced that the Weld County Ambulance Service Employees were going to sponsor a"Home For
The Holidays"on a trial basises this Thanksgiving. The Employees provide transportation for those residents of
Fairacres Manor to their home and back for Thanksgiving Day. If this program is a success they may try to expand it to
other nursing homes and include Christmas. Gary further reported that beginning December 16th the Weld County
Ambulance Service was switching their system management system to a peak loading and ambulance spotting system.
For more details on this system just call the Ambulance service.
Cloyd Conley reported that the Sector 4 Representative was no longer with the Johnstown Fire Department and that he
had missed all but one meeting over an extended period of time. It was voted to ask the Weld County Fire Chiefs
Association to replace him. We have a Firefighter who is interested in serving Sector 4. Cloyd set Friday,November
22,at the Western Hills Fire Station as the meeting time for the EMS Council By-laws Committee. Cloyd passed out
handouts that listed the purpose of the EMS Council and the list of EMS Council members. Cloyd reported that The
Union Colony Fire/Rescue Authority has been granted permission to hire 6 Firefighters and to begin an ALS Engine
Service in their boundaries. Cloyd reported on the October State EMS Committee Meeting and the October Division
Of Fire Safety Board Of Directors Meeting.
Kent Donahue and Jim McEachron reported on the digital paging system that is being researched for use in Weld
County. They reported that about 903 pagers would be needed at a cost of$6.10 each or about $66,610 per year. The
pagers use satellites and give state wide paging. It can track when it is paged,what is paged and who received the
page. Gary McCabe stated that the Ambulance Service was carrying money over to pay for pagers. A motion was
made and seconded to apply for an EMS Grant to pay for the countywide pagers. Motion passed 7-0. Jim reported
that Weld County Communications is going to be training their dispatchers to be EMDs. Their target date to have
everyone trained and to begin the EMD System is January I, 1998.

Ed Herring reminded all that the Countywide EMS Mass Causality Plan with multi-agency response needs updating.
Ed reported that the Weld County Sheriffs' Department will be having a disaster exercise in May of 1997. Ed will
keep everyone updated as the plans develop.
Marlene Richter was thanked for her excellent job of organizing the Sector 1 &2 EMI)Meeting in Ault.
Gary McCabe reminded everyone that if you can not make an EMS Council meeting you can send a representative.
