RE: GRANT PERMIT FOR TEMPORARY ASSEMBLY TO LEAHY FAMILY FARM, LLC -
MAY 3, 1998
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Leahy Family Farm, LLC, 22437 Weld County Road 19, Milliken, Colorado
80543, has presented to the Board of County Commissioners an application for a Permit for
Temporary Assembly for the Motocross race event on land within the unincorporated portion of
the County of Weld, State of Colorado, to be held from 7:30 a.m., May 3, 1998, to 6:00 p.m.,
May 3, 1998, on property described as follows:

Milliken, Colorado 80543
WHEREAS, said applicant has paid to the Weld County the sum of ONE-HUNDRED
DOLLARS ($100.00) for said Weld County Permit for Temporary Assembly, and
WHEREAS, having examined said application, the Board deems it appropriate to grant
a Weld County Permit for Temporary Assembly to Leahy Family Farm, LLC, conditional upon
verification of appropriate liability insurance, and
WHEREAS, said permit shall be issued subject to compliance with the terms and
conditions as set forth in the application materials, specific conditions stated herein, and upon
the express agreement that the temporary assemblage will be conducted in strict conformity to
all laws of the State of Colorado, and
WHEREAS, any violation to said terms and conditions shall be cause for revocation of
said permit and forfeiture of bond.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that said Weld County Permit for Temporary Assembly on May 3,
1998, be, and hereby is, conditionally granted to conduct a temporary assemblage at the
hereinabove described location.

source, number, and location, type and the means of disposing of wastes
deposited: Two permanent toilets and one handicapped accessible toilet
are located in the sign-in building. located to the east of the parking
lot. In addition, there are 5 portable units on the site. Accommodation
Sanitation, PO Box 5261, Greeley, CO provides the units and cleans and
services them weekly.
9. Identify the plans for holding, collecting, and disposing of solid waste
materials: Disposal of waste is done by Accommodation Sanitation the
week after the race. In addition, trash is picked by and remcad by
Bunting Trasn Management, Evans, CO.
10. Identify the plans to provide for medical facilities, including the location and construction of
any structures, the names, addresses, and hours of availability of emergency medical
technicians and nurses and provisions for emergency ambulance
service: All AMA sanctioned races require emergency medical units be on
site for the entire day. The contracted company for all RMXA events is:
Rocky Mountain Fire and Rescue Service, 8061 Quebec St. , Commerce City,
Co, 80022. If someone is injured . they call an ambulance service to
transport, rather than leave the site.
11. Identify the plans, if any, to illuminate the location of the assembly, including the source and
amount of power, and the location of lamps:,

16. Identify the plans for security, including the number of guards, their deployment, their
names, addresses, credentials and hours of availability and description of peer group
control, if any: Security is maintained by Weld County Sheriff's Dept. Reserve
Posse or off-dut officers. Two officers are re uired. Mana er
has coordinated the officers for us. They circulate on foot and in their
patrol car, and keep spectators off the track and vicinity, and in general,
maintain a positive presence at the track. The AMA rules state that riders
are responsible for the actions of the people who come with them, and may be
disqualified if those people cause problems. In addition, there is always a
referee and RMXA/AMA officials and board members at every race.
17. Identify the plans for sound control and sound amplification, if any, including number,
location, and power of amplifiers and speakers: we have placed three Spe''Ir.rq at
the east end of the parking lot. We have an announcer with a wireless mic
and are able to make announcement with a hand-held mic from the office.
The system was purchased and installed with help from Soundstage
Production Engineering, 821 F 16th, Greeley. CO
18. If applicable, identify plans for meeting County health standards for food concessions and
concessionaires who will be allowed to operate on the grounds, including the names and
addresses of all concessionaires and their license permit numbers:
Food concessions will be done by Road Runner Comida, 1824 5th St.
Greeley, CO 80631. Their permit number is #14-29460.

:3. Identify the plans to ensure that trees, underbrush, large rocks, and other natural features
shall be left intact and undisturbec, an a, natural vecetative cover retained, protected and
maintained so as to facilitate drainage, prevent erosion, and preserve the scenic attributes;
and the plans to abate dust on the site: We have met the requirements of the
graveled parking lot, dust abatement program, landscaping, and an engineered
erosion and drainage study as part of the USR. In addition, all newly planted
trees and bushes are marked by stakes, fence, yellow tape, and reflective
cones to keep them from being run over by cars and people. Six signs are posted
in various locations on the property, stating_NO OFF_ROAD RIDING The
owners TELL participants that they must NOT ride on the landscaning or they
will be asked to leave. This is very important to us, to maintain the
vegetation and therefore, help control any dust that might occur.

indicating its intent to furnish a bond to ensure performance by the applicant of each of the
