RE: ACTION OF BOARD CONCERNING SITE SPECIFIC DEVELOPMENT PLAN AND
SPECIAL REVIEW PERMIT#1106 FORA TRASH BUSINESS IN THE A(AGRICULTURAL)
ZONE DISTRICT - REED
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners held a public hearing on the 27th day of
March, 1996, at the hour of 10:00 a.m. in the Chambers of the Board for the purpose of hearing the
application of David L. and Donna J. Reed, 822 East 16th Street, Greeley, Colorado 80631, for a
Site Specific Development Plan and Special Review Permit #1106 for a trash business in the
A (Agricultural) Zone District on the following described real estate, to-wit:
Part of Lot 2, Union Colony Subdivision, in part of the
NW%SE'%of Section 9, Township 5 North, Range 65
West of the 6th P.M., Weld County, Colorado
WHEREAS, Donna Reed, applicant, was present at said hearing, and
WHEREAS, due to improper notification to surrounding property owners, the Department of
Planning Services staff recommended the Board refer said matter back to the Weld County Planning
Commission for a hearing on April 2, 1996, and to renotify, post, and publish for a hearing before the
Board on April 17, 1996, at 10:00 a.m., and
WHEREAS,the Board of County Commissioners heard all of the testimony and statements
of those present and deemed it advisable to follow staffs recommendation.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the application of David L. and Donna J. Reed for a Site Specific
Development Plan and Special Review Permit#1106 for a trash business in the A (Agricultural) Zone
District on the hereinabove described parcel of land be, and hereby is, referred back to the Planning
Commission for a hearing on April 2, 1996.
BE IT FURTHER RESOLVED by the Board that the Board of County Commissioners will
hear said application on April 17, 1996, at 10:00 a.m., to allow proper notification to surrounding
property owners.

SUBJECT: USR-1106, David & Donna Reed
In checking the Assessor's records recently, staff discovered that the surrounding property
owners' list supplied by the applicants for this proposal is not complete. As a number of
neighbors were never notified of this request by mail, staff is recommending that the Board
send the case back for reconsideration by the Planning Commission.
In accordance with advice from the County Attorneys' Office, staff has taken the liberty to notify
surrounding property owners within five hundred (500) feet of the subject property that a
Planning Commission hearing will take place next week on Tuesday, April 2, 1996, at 1:30 p.m.
A sign with this hearing date has also been posted on the site by staff.
Staff recommends that the Board vote to continue consideration of the Reeds' request for a
Special Review permit until April 17, 1996, at 10:00 a.m. The three week delay will allow time
for the Clerk to the Board's Office to republish the legal notice and renotify surrounding property
owners prior to this hearing date.
