a Special Review permit for an agricultural service establishment (grain and seed cleaning and processing
facility) in the A(Agricultural)zone district. The parcel of land is described as part of the NW4 of Section 33,
T3N, R68W of the 6th P.M., Weld County, Colorado. The location of the parcel of land for which this
application has been submitted is south of and adjacent to Weld County Road 28; approximately 175 feet east
of Weld County Road 5. For a more precise location, see legal.

Environmental Protection Services has revi d this proposal; the following
conditions are recommended to be part of an approval:
1. All liquid and solid wastes shall be s red and removed for final disposal
in a manner that protects against cur ce and groundwater contamination.
2. The applicant shall submit an Air Poll ion Emission Notice (A.P.S.N.) and
Emissions Permit application to the Air Pollution Control Division,
Colorado Department of Health.
3. We permanent disposal of wastes shall be permitted at this site.
4. Waste materials shall be handled. et ed. and disposed in a manner that
controls fugitive dust, blowing dab is. and other potential nuisance
conditions.
5. Fugitive duet shall be controlled on his site.

Subject: USR-1114, Jim Hergenreder/Mike Stonehocker
The proposed access will be from WCR 28 approximately 270 feet east of WCR 5 with an ADT
count of 90 vehicles per day. The applicant is indicating a 30 feet access. The access needs to have
a 40 feet radius adjacent to WCR 28 with a 40 feet long culvert with concrete headwall ends. Please
see the attached Appendix B access sheet No. 1, Commercial Access Standards. The applicant is
indicating a 12 feet wide driving lane on and off the scale area and through the cul-de-sac. I would
like to see this expanded to 24 feet on both sides to accommodate two-way traffic. The designated
gravel parking area adjacent to the scale needs to be identified for single axle or semi-type vehicles.
This site currently has a drain in place that has been and will be used for drainage of excessive
rainwater and irrigation tail water. The site currently drains gently to the south towards the existing
irrigations tail water pond. This pond appears to be on Great Western Railroad property. It has a
22 inch CMP culvert underneath the railroad to handle any overflow.
On the Vicinity Map, the engineer is showing additional property that does not correspond with the
USR. Lot A is being shown, please adjust this item.
Under the requirements for the cul-de-sacs, the applicant only needs to provide a 65 feet radius
instead of a 90 feet radius. This would give the applicant adequate setbacks from the property line
at this location.

5. The dust and combustible fiber formation in the operation nerds to be evaluated
by the Fire District and the Building Department. It is possible that this will be a
hazardous occupancy under the Uniform Building Code. This would increase the
required fire flow, and possibly require other fire protection measures_ (Fire
Protection Development Standards Section 5.03-3)
