WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Housing Authority Board in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, March 24, 1997, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner George E. Baxter, Chair
Commissioner Constance L. Harbert, Pro-Tem
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer
Commissioner W. H. Webster - EXCUSED
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Carol Harding
Finance and Administration Director, Don Warden

NEW BUSINESS:
Commissioner Hall moved to approve the minutes of the Housing Authority
Board meeting of February 24, 1997, as printed. Commissioner Kirkmeyer
seconded the motion, and it carried unanimously.
CONSIDER HOUSING PRESERVATION GRANT APPLICATION FOR 1997
TO OFFICE OF RURAL DEVELOPMENT AND AUTHORIZE CHAIR TO SIGN:
Jim Sheehan, Housing Authority, reviewed the application for the 1997 Housing
Preservation Grant, in the amount of $46,900. He noted $40,000 is for the
rehabilitation program and $6,900 is included for administrative costs.
Commissioner Harbert moved to approve said application and authorize the
Chair to sign. The motion, which was seconded by Commissioner Hall, carried
unanimously.
CONSIDER DOWN PAYMENT ASSISTANCE APPLICATION TO HIGH
PLAINS HOUSING DEVELOPMENT CORPORATION AND AUTHORIZE
CHAIR TO SIGN: Mr. Sheehan noted a public hearing is required before the
Down Payment Assistance Application can be submitted. Responding to
Commissioner Hall, Mr. Sheehan stated a notice was published for the hearing
and explained this application expands the current program which is being

administered by the High Plains Housing Development Corporation. Mr.
Sheehan stated High Plains would be used as the administrative agency to
determine eligibility of applicants and administer the loan. Tom Teixeira, High
Plains Housing Development Corporation, asked the Board to consider allowing
High Plains to be responsible for administering the monies that go into the
loans, indicating that by acting only as a servicing agent High Plains is not able
to show any fiduciary responsibility in its own applications. Mr. Warden stated
the County would be held fiscally responsible by the State and advised High
Plains be made to demonstrate fiscal capacity and establish a financial system
prior to being allowed to administer those dollars. Responding to Commissioner
Kirkmeyer, Mr. Teixeira explained one of the objectives of High Plains is to
develop long-term, low-cost housing within Weld County. No public testimony
was offered. Commissioner Kirkmeyer moved to approve the application and
authorize the Chair to sign; however, the administrative portion should be
brought before the Board at a later date to determine whether High Plains or
Weld County should function as administrator. The motion, which was seconded
by Commissioner Harbert, carried unanimously.
CONSIDER SECTION 8 YEAR-END SETTLEMENT REPORTS FOR 1996 TO
HUD AND AUTHORIZE CHAIR TO SIGN: Mr. Sheehan reviewed the 1996
Year -End Settlement Report which will be sent to HUD. Commissioner Harbert
moved to approve said report and authorize the Chair to sign. Seconded by
Commissioner Kirkmeyer, the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 10:00 a.m.
