RE: ACTION OF BOARD OF COUNTY COMMISSIONERS OF WELD COUNTY, COLORADO,
CONCERNING SITE APPLICATION OF ERIE WATER AND SANITATION DISTRICT
AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has received a site application from Erie Water and Sanitation
District, P.O. Box 390, Erie, Colorado 80516, concerning the construction of a lift station located
on the following described parcel of land, to -wit:
Part of the N% of Section 18, Township 1 North,
Range 68 West of the 6th P.M., Weld County,
Colorado
WHEREAS, the regulations for site applications for the life station require review of the site
application by the Board of County Commissioners, and further, that various local and state
agencies be given the opportunity to review and comment on said site application, and
WHEREAS, the site application from Erie Water and Sanitation District was submitted to
the Board of County Commissioners of Weld County for review and comment, a copy of said
application being attached hereto and incorporated herein by reference, and
WHEREAS, after study and review, the Board finds that said site application is compatible
with the Weld County Comprehensive Plan, and that it is in the best interest of Weld County to
recommend approval of said application.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the site application submitted by Erie Water and Sanitation District, P.O.
Box 390, Erie, Colorado 80516, be, and hereby is, recommended favorably to the Colorado
Department of Health's District Engineer as being compatible with the Weld County Comprehensive
Plan.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized
to sign said site application.

Moved by Ron Sommer that the following resolution be introduced for passage by the Weld County]
Commission. Be it resolved by the Weld County Planning Commission that the application for:

be recommended favorably to the Board of County Commissioners for the following reasons:
This request is consistent with the Weld County Comprehensive Plan's Public Facility and Service goals and
policies and Urban Growth Boundary Area goals and policies. The proposed lift station will be an efficient and
cost effective addition to the existing wastewater treatment facility and will not be a duplication of services. The
lift station when constructed will have the capacity to serve proposed development located in the Town of Erie.
This proposal does not appear to have negative impacts on the general health, safety and welfare of the
present and future residents of Weld County.
The Weld County Health Department and the North Front Range Water Quality Protection Association have
recommended approval of this proposal.

Gloria Dunn, Department of Planning Services, spoke for the applicant. She stated that there had been no
objections from any of the surrounding property owners or any of the referral agencies.
The Chairman asked if there was anyone in the audience who wished to speak for or against the application,
no one wished to speak.
Ron Sommer moved that the site application be forwarded to the Board of County Commissioners with
Planning Commissions recommendation for approval. Shirley Camenisch seconded the motion.
The Chairman asked the secretary to poll the members of the Planning Commission for their decision. Ron
Sommer, yes; Curt Moore, yes; Judy Yamaguchi, yes; Jack Epple, yes; Marie Koolstra, yes; Shirley
Camenisch, yes; Richard Kimmel, yes. Motion carried.

THE DEPARTMENT OF PLANNING SERVICES' STAFF RECOMMENDS THAT THIS REQUEST BE
APPROVED FOR THE FOLLOWING REASONS:
This request is consistent with the Weld County Comprehensive Plan's Public
Facility and Service goals and policies and Urban Growth Boundary Area goals and
policies. The proposed lift station will be an efficient and cost effective

POSSIBLE ISSUES SUMMARIZED FROM APPLICATION MATERIALS:
The Colorado Department of Health, Water Quality Control Commission's regulations
require that the applicant submit the site application to all appropriate local
governments, planning agencies and state agencies forreviewand comment prior
to submission to the Colorado Department of Health's District Engineer.
The regulations further state that if the proposed facility is located in the
unincorporated area of a county, the county planning agency should be required
to comment upon the relationship of the treatment works to the local long-range
comprehensive plan for the area as it affects water quality including the
location in the flood plain and capacity to serve the planned development. The
county agency should also comment upon the relationship of the treatment works
to the comprehensive plan for the area as it affects water quality for the
proposed treatment works to be located within the boundaries of a city or town.
The North Front Range Water Quality Planning Association has reviewed the
proposal and recommends approval. The Weld County Health Department is
conducting its review of the site application; Jeff Stoll has verbally indicated
that he doesn't expect the Health Department to have a conflict with the request.

ENGINEERING REPORT
NORTHRIDGE SUBDIVISION
WASTEWATER LIFT STATION
The proposed wastewater lift station facility will be located adjacent to the Erie Water and
Sanitation District's Wastewater Treatment Facility site, North 1/2, Section 18, Township
1 North, Range 68 West.
The development to be served will be single family residential which is contained within
the Erie Water and Sanitation District's service area. The residential development and the
lift station are located within Weld County.
Water service to the development will be provided by the Town of Erie, wastewater service
to the development will be provided by the Erie Water and Sanitation District.
A portion of the Erie Water and Sanitation District service area is in Boulder County which
is within the DRCOG jurisdiction and the remainder of the district is in Weld County which
is within the North Front Range Water Quality Planning Association jurisdiction. The
development being served is consistent with the North Front Range Water Quality
Association area wide water quality management plan, 1993 update and is consistent with
the DRCOG Clean Water Plan and related 201 / 208 facility plan for the St. Vrain Creek
Basin.
The facility will be owned and operated by the Erie Water and Sanitation District. The
facility will discharge to Erie Water and Sanitation District's Wastewater Treatment Facility
via the existing sanitary sewer collection system directly adjacent to the lift station.
The lift station is necessitated due to the topography of the development site as it relates
to the District's existing sanitary sewer collection system.
The facility cost is estimated at approximately $80,000 and is scheduled for operation in
mid 1995.
The facility will service 157 single family units.
Facility sizing is based on the following:
Residential: 157 units x 3.0 people/unit x 100 gpcd x 5.0 peaking factor = 165 gpm
Minimum design flow = 200 gpm
Horsepower required = 5.0
The facility will be comprised of a six foot inside diameter sealed concrete wet well with two
submersible pump systems, each capable of pumping 100% of the design flow.

The facility will have an auto telephone dialer in the event of system malfunction.
An auxiliary standby electrical generator with automatic transfer switch will be provided for
continuous system operation during potential electrical power outages or anomalies in the
quality of the incoming electrical service.
