Home My WebLink About981055.tiff RECORD OF PROCEEDINGS MINUTES HOUSING AUTHORITY WELD COUNTY, COLORADO JUNE 22, 1998 TAPE #98-16 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, June 22, 1998, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Constance L. Harbert, Chair Commissioner W. H. Webster, Pro-Tem Commissioner George E. Baxter Commissioner Dale K. Hall Commissioner Barbara J. Kirkmeyer Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Esther Gesick Finance and Administration Director, Don Warden MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Housing Authority Board meeting of May 27, 1998, as printed. Commissioner Webster seconded the motion, and it carried unanimously. BUSINESS: NEW: CONSIDER CDBG CONTRACT CHANGE LETTER #1 AND AUTHORIZE CHAIR TO SIGN: Jim Sheehan, Housing Authority representative, stated this change letter will extend the term of the contract from June 30, 1998, to December 31, 1998. This extension will allow for the completion of Housing Authority loan activities under the Down Payment Assistance Program with High Plains Development, Inc. Commissioner Baxter moved to approve said change letter and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. CONSIDER COLORADO DEPARTMENT OF HUMAN SERVICES SECTION 8 HOUSING CERTIFICATES AND AUTHORIZE CHAIR TO SIGN: Mr. Sheehan explained Housing and Urban Development (HUD) requires that governmental entities be notified of applications submitted as part of the Section 213 process. He stated the Colorado Department of Human Services has provided a form for the Commissioners to list any comments they might have 981055 BC0016 regarding the Section 213 process. Mr. Sheehan explained based on the Federal budget, assistance will be granted to a maximum of 25 units. Commissioner Hall moved to approve said certificates and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. CONSIDER GRANT APPLICATION - CATHOLIC CHARITIES NORTHERN: Commissioner Kirkmeyer moved to approve said application. Commissioner Webster seconded the motion, which carried unanimously. CONSIDER PROJECT COMPLETION REPORT FOR HOUSING REHABILITATION AND AUTHORIZE CHAIR TO SIGN: Mr. Sheehan explained the State requires a Project Completion Report be submitted reflecting the total number of units completed, as well as other information. He stated six single family dwellings and one replacement housing project have been completed. Commissioner Baxter moved to approve said report and authorize the Chair to sign. Seconded by Commissioner Hall, the motion carried unanimously. CONSIDER 1998/1999 EMERGENCY SHELTER GRANT CONTRACT AND AUTHORIZE CHAIR TO SIGN: Mr. Sheehan stated Weld County has been awarded $45,353 in Emergency Shelter Grant funds. This amount is an increase of 33 percent over last years amount. In response to Commissioner Kirkmeyer, Mr. Sheehan stated the funds were distributed by using the same formula as last time. Commissioner Kirkmeyer moved to approve said contract and authorize the Chair to sign. Seconded by Commissioner Hall, the motion carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
