A public hearing was conducted on January 28, 1998, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated December 17, 1997, and duly published
December 24, 1997, in the Platteville Herald, a public hearing was conducted on January 14, 1998,
to consider the request of Anita and Kurt Knudson for a Veterinary Hospital with associated dog
runs/kennel (maximum boarding of 120 dogs and 35 cats) in the A (Agricultural) Zone District, at
which time said hearing was continued to January 28, 1998. Lee Morrison, Assistant County
Attorney, made this a matter of record. Scott Ballstadt, Department of Planning Services
representative, presented a brief summary of the proposal and entered the favorable
recommendation of the Planning Commission into the record as written. Mr. Ballstadt submitted
a letter of support from Carl Smith and Peggy Acott, which is marked Exhibit F, and stated the
property is located within the Town of Firestone's Urban Growth Boundary. He also stated the
Town is requesting an annexation agreement with the applicant pursuant to the Tri-Area
Intergovernmental Agreement. Mr. Ballstadt said the property is consistent with the agricultural and
other surrounding uses, and no prime farm ground will be taken out of production.
Dr. Anita Knudson, applicant, stated she spoke with several surrounding property owners and
received no complaints or concerns. In response to Commissioner Kirkmeyer, Dr. Knudson stated
the facility will be divided into five sections. Two sections will consist of 16 indoor/outdoor dog runs;
two sections will have 29 dog runs, which will be indoor only; and one section will be for cats. Dr.
Knudson explained each of the sections will be individually soundproofed, and the building will be
surrounded with a solid wood fence and conifer trees. Dr. Knudson also stated they are working
on the Development Standards and Conditions of Approval as they go through the application
process. Responding to Commissioner Webster, Dr. Knudson stated they will not be raising

animals at the facility, and the kennels and grooming services are for clients. She added they
moved to the property December 5, 1996, after practicing in Boulder for four years.
No public testimony was offered concerning this matter.
Commissioner Kirkmeyer moved to approve the request of Anita and Kurt Knudson for a Site
Specific Development Plan and Special Review Permit for a Veterinary Hospital with associated
dog runs/kennel (maximum boarding of 120 dogs and 35 cats) in the A (Agricultural) Zone District,
based on the recommendations of the Planning staff and the Planning Commission, with the
Conditions of Approval and Development Standards as entered into the record. The motion was
seconded by Commissioner Webster, and it carried unanimously.
This Certification was approved on the 2nd day of February, 1998.
