The reduction in width does meet the minimum for a minor subdivision. The applicant needs to revise the typical cross section, on the recorded plat, to reflect 18 feet with four inches of aggregate Class 6 base and adequate borrow pit areas with 4:1 slopes. cc: Commissioner Webster S-424/Z-508 plan29 Weld County Planning Dept, FEB 2 5 1998 RECEIVED cc:1.079 .44144H1-141° MEMORANDUM TO: Shani Eastin, Current Planner DATE: March 2, 1998 CFROM: Don Carroll, Engineering Administrator 46 • COLORADO SUBJECT: S-448; Merle and Karla Grieser Minor Subdivision Final Plat - Jubilee Acres The Weld County Public Works Department has reviewed this proposal; the following requirements are recommended to be a part of any approval: COMMENTS: The applicant submitted a letter to the Department of Planning Services, dated February 19, 1998, asking for a reduction of the width of a minor subdivision road from 20 feet to the county standard minimum of 18 feet. The reduction in width does meet the minimum for a minor subdivision. WCR 44 has been designated, on the Transportation Plan Map, as a Collector Status Road which requires 80 feet of future right-of-way. The applicant has dedicated an additional 10 feet of right-of-way through the proposed facility to accommodate future expansion of WCR 44. The required distance from the access to the crest of the hill is a minimum of 550 feet for a safe stopping distance at 55 mph. The access point to the crest of the hill measures 609 feet which meets the minimum distance requirement. In my previous change of zone memo, dated August 29, 1997, I was asking for a final drainage report, which the applicant has submitted. I have reviewed the calculation and the drawing and have no conflict with the submittal. Accesses: the applicant is indicating that all lots must access onto the internal road system as no direct access will be allowed onto WCR 44. Turning Radiuses: the applicant has indicated the turning radiuses onto WCR 44 will be a minimum of 20 feet minimum on both sides. REQUIREMENTS: I have reviewed the Improvement Agreements regarding collateral for improvements for private road maintenance. All the items in Exhibit "A" seem to be reasonable and I have no conflict with any of the unit costs for this agreement. This document needs to be dated and an original provided for at the final hearing. The applicant needs to revise the typical street cross section to reflect the request to reduce street width size on Jubilee Way. These cross sections are reflected on all the plats. The applicant is indicating WCR 44 and US Highway 56 are the same road but US Highway 56 is located east of 1-25. COLORADO SUBJECT: S-424; Merle and Karla Greiser, Minor Subdivision At the request of the applicant, I visited the site and had the following comments from the Greiser's: They indicated that Intermill Land Surveyors had not placed their proposed new access road to the minor subdivision in the correct place. The applicant wants to utilize portions or all of the existing road. The applicant will be resubmitting the plat with the proposed road (Jubilee Way)adjusted to the east within the right- of-way to incorporate in the existing road section. I suggested, once this was completed, that the applicant resubmit the plat reflecting the adjustment and the typical road cross section. All proposed easements on the east side of the right-of-way should be adjusted, if needed. The applicant should adjust or add to the existing 15-inch CMP culvert at the entrance to the minor subdivision to accommodate the shifting of the road. All items listed above should be reflected on the resubmittal of the plat. I have reviewed the three plats submitted and have the following comments: On the typical road cross section on the final plat sheet, 1 of 1, the shifted road is being identified as being next to the east right-of-way line. This private road is still within the 80-foot dedicated right-of-way and will provide internal access to all lots within the minor subdivision. The 15-foot utility/drainage easement directly east of the right-of-way line is commonly referred to as over lot grading where a portion of the typical cross section would fall upon a lot section. We have reviewed the typical cross section and have no conflict with the proposal. The applicant is still identifying WCR 44 as US Highway 56. This is an error and needs to be removed from the plat prior to recording the final plat. Final Drainage Plan: On sheet 1 of 1, the applicant is indicating that straw bale dikes will be installed to control erosion during construction on Jubilee Lane. The applicant is indicating the existing 15-inch CMP culvert will be lengthened to fit the proposed road relocation and to accommodate drainage. This sheet also contains the US Highway 56 designation which needs to be removed. Plan and Profile Sheet: On the plan section of this sheet, the applicant is identifying two 10-foot driving lanes in Lot 3. This should be adjusted to match the typical road cross section of nine feet for each lane. The existing 15-inch CMP culvert needs to show the extension which should be identified with a note, a band, and approximate length of section. The bus pull-off section is identified as 100 feet with a 50-foot taper. The subgrade should be graded and compacted, then four inches of road base placed 10 feet wide to accommodate an adequate pull-off area for the. subdivision. Weld County Planning Dept. Health Department COLORADO• CASE NO.: S-448 NAME: GRIESER, MERLE & KARLA Environmental Protection Services has reviewed this proposal; the following conditions are recommended to be part of any approval: 1) A Weld County Septic Permit is required for the proposed home septic system(s) and shall be installed according to the Weld County Individual Sewage Disposal Regulations. The application materials indicate there are limitations of certain soils being fit for the development of septic systems. These systems would likely need to be designed by a Colorado Registered Professional Engineer according to the Weld County I.S.D.S. Regulations. 2) If applicable, the applicant shall obtain a stormwater discharge permit from the Colorado Department of Public Health & Environment, Water Quality Control Division. Please Note: The Weld County Health Department, Environmental Protection Services suggests alternative strategies regarding water conservation and waste minimization. Considerations such as xeriscaping, low flow water fixtures, backyard composting and recycling are a few options available to homeowners. We also recommend that preliminary radon mitigation measures be incorporated in the construction of new homes. Radon kits are available in our office.
