The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Board of Social Services in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, December 15, 1997, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner George E. Baxter, Chair
Commissioner Constance L. Harbert, Pro-Tem
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer - EXCUSED
Commissioner W. H. Webster
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES:
WARRANTS:
Commissioner Hall moved to approve the minutes of the Board of Social
Services meeting of December 10, 1997, as printed. Commissioner Harbert
seconded the motion, and it carried unanimously.
Don Warden, Director of Finance and Administration, presented the warrants
for approval by the Board in the amount of $357,832.61. Commissioner
Webster moved to approve the warrants as presented by Mr. Warden.
Commissioner Hall seconded the motion, which carried unanimously.
BUSINESS:
NEW: CONSIDER CHILD SUPPORT ENFORCEMENT COOPERATIVE
REIMBURSEMENT AGREEMENT AND AUTHORIZE CHAIR TO SIGN: Bruce
Barker, County Attorney, stated this agreement will reimburse the County
Attorney's Office a maximum of $57,000 for legal services on behalf of the
Department of Social Services. The term of this agreement is January 1, 1998,
through December 31, 1998. Commissioner Harbert moved to approve said
agreement and authorize the Chair to sign. Seconded by Commissioner Hall,
the motion carried unanimously.

CONSIDER SECTION 7000 OF DEPARTMENT OF SOCIAL SERVICES
OPERATIONS MANUAL, AS A SUPPLEMENT TO THE WELD COUNTY
PERSONNEL POLICY, ORDINANCE #118-M: Mr. Barker stated Section 7000
will serve as a supplement to the Weld County Personnel Policy Handbook,
Ordinance 118-M. Commissioner Harbert moved to approve said section 7000.
Commissioner Webster seconded the motion, which carried unanimously.
CONSIDER ADOPTION OF PROTOCOL AGREEMENT FOR WELD COUNTY
CHILD ABUSE COALITION AND AUTHORIZE CHAIR TO SIGN: Rick Dill,
Sheriffs Office, and Judy Kron, United Way, were present to explain the
protocol agreement. Mr. Dill stated the protocol agreement is updated annually
and the main objective of the agreement is to enhance the ability of agencies,
organizations, and individuals to implement coordinated efforts in dealing with
children and families involved in child abuse and neglect. Commissioner Hall
moved to approve said agreement and authorize Chair to sign. Commissioner
Harbert seconded the motion, which carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:45 a.m.
