HomeMy WebLinkAbout961377.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO AUGUST 14, 1996 TAPE #96-20 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, August 14, 1996, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara J. Kirkmeyer, Chair Commissioner George E. Baxter, Pro-Tem Commissioner Dale K. Hall - EXCUSED Commissioner Constance L. Harbert Commissioner W. H. Webster Also present: Assistant County Attorney, Cyndy Giauque Acting Clerk to the Board, Shelly Miller Finance and Administration Director, Don Warden MINUTES: Commissioner Harbert moved to approve the minutes of the Board of County Commissioners meeting of August 12, 1996, as printed. Commissioner Webster seconded the motion, and it carried unanimously. ADDITIONS: Chair Kirkmeyer added the following under Presentations: 3) Recognition of Services - Barbara Anderson, Community Corrections Board. CONSENT AGENDA: Commissioner Webster moved to approve the consent agenda as printed. Commissioner Harbert seconded the motion, and it carried unanimously. PRESENTATIONS: RECOGNITION OF SERVICES-DONALD VOGEL, SHERIFF'S OFFICE: Chair Kirkmeyer read said certificate into the record recognizing Donald Vogel for his nine years of service. Mr. Vogel was present to accept said award and his pin. 961377 BC0016 RECOGNITION OF SERVICES-GERALD SIMMERING, SHERIFF'S OFFICE: Chair Kirkmeyer read said certificate into the record recognizing Gerald Simmering for his ten years of service. Mr. Simmering was not present to accept said award. RECOGNITION OF SERVICES - BARBARA ANDERSON, COMMUNITY CORRECTIONS BOARD: Chair Kirkmeyer read said certificate into the record recognizing Barbara Anderson for her three years of service. Ms. Anderson was not present to accept said award. PUBLIC INPUT: No public input was offered. WARRANTS: Don Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: All Funds $ 434,050.87 Commissioner Webster moved to approve the warrants as presented by Mr. Warden. Commissioner Baxter seconded the motion, which carried unanimously. BIDS: OIL AND GAS BID/AUCTION: Mr. Warden read the following bids into the record and recommended acceptance: NW1/4 SECTION 20, TOWNSHIP 8 NORTH, RANGE 60 WEST OF THE 6TH P.M., WELD COUNTY, COLORADO: Bid for$10.00 per acre for 160 acres for a total of $1,600.00, including $10.00 filing fee, from Petroleum Energy Corporation. Commissioner Webster moved to approve said bid, and Commissioner Harbert seconded the motion, which carried unanimously. SE1/4 SECTION 20, TOWNSHIP 8 NORTH, RANGE 58 WEST OF THE 6TH P.M., WELD COUNTY, COLORADO: Bid for$25.00 per acre for 160 acres for a total of $4,000.00, including $10.00 filing fee, from Diversified Operating Corporation. Commissioner Harbert moved to approve said bid, and Commissioner Baxter seconded the motion, which carried unanimously. W1/2 NE1/4, SE1/4 SECTION 24, TOWNSHIP 3 NORTH, RANGE 63 WEST OF THE 6TH P.M., WELD COUNTY, COLORADO: Bid for$16.00 per acre for 240 acres for a total of $3,840.00, including $10.00 filing fee, from HS Resources, Inc. Commissioner Baxter moved to approve said bid, and Commissioner Harbert seconded the motion, which carried unanimously. Minutes, August 14, 1996 961377 Page 2 BC0016 PRESENT BIDS: Pat Persichino, Director of General Services, stated there are no bids to be presented. APPROVE DELINQUENT TAX LIST ADVERTISEMENT - TREASURER'S DEPARTMENT: Mr. Persichino recommended acceptance of the sole bid from The Greeley Tribune for$10,368.00. Commissioner Webster moved to approve said recommendation, and Commissioner Harbert seconded the motion, which carried unanimously. BUSINESS: NEW: CONSIDER DEED OF DEDICATION AND ACCEPTANCE OF PROPERTY AS PUBLIC HIGHWAY ADJACENT TO WELD COUNTY ROAD 19 WITH JERRY A. AND BEVERLY A. LAMBRECHT AND AUTHORIZE CHAIR TO SIGN: Drew Scheltinga, County Engineer for Public Works Department, explained the acceptance of this right-of-way is for the Weld County Road 19 Project south of Highway 52. Commissioner Baxter moved to approve said deed of dedication and acceptance of property and authorize the Chair to sign. The motion was seconded by Commissioner Harbert, and it carried unanimously. CONSIDER AGREEMENT CONCERNING IMPROVEMENTS TO WELD COUNTY ROAD 27.5 WITH WASTE MANAGEMENT DISPOSAL SERVICES OF COLORADO, INC., AND AUTHORIZE CHAIR TO SIGN NECESSARY DOCUMENTS: Mr. Scheltinga stated this agreement is for the Weld County Road 27.5 Project. He explained the main aspects include purchasing the right- of-way from Waste Management for$21,705.00; fencing the right-of-way at the County's expense; and constructing an access road from the new alignment to the existing access on Road 27.5 to replace the access which will eventually be abandoned. Mr. Scheltinga stated the project is under construction now, and this is the last right-of-way to be acquired. Bill Hedberg, Waste Management Disposal Services of Colorado, Inc., was present. Commissioner Harbert moved to approve said agreement and authorize the Chair to sign. Commissioner Webster seconded the motion, which carried unanimously. CONSIDER TEMPORARY CLOSURE OF WELD COUNTY ROAD 15.5 AT WELD COUNTY ROAD 50.5 AND WELD COUNTY ROAD 52 AT WELD COUNTY ROAD 15.25: Commissioner Baxter moved to approve said closures, and Commissioner Harbert seconded the motion, which carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. There were no ordinances.
