Dear Mr. Roberts:
The Board of Weld County Commissioners has considered the request of Highland Estates residents
to post weight limits on the streets within the subdivision. We understand and appreciate your
concern.
The Weld County Public Works Department has reported to the Board that the existing pavement
is in excess of 20 years old and is due for repair and overlay. That work will be performed in 1997
pending budgetary approval this fall. The repair and overlay work should be adequate to support
trucks that intermittently enter the subdivision.
The Board does not believe we should post load limits that would restrict truck owner residents from
their property.

REVIEW/ WORK SESSION REQUEST
RE: Highland Estates Request for Weight Limits

Brief description of the problem/issue: Attached is a copy of a letter to the Board dated July 11,
1996, from residents of the Highland Estate Subdivision requesting the County place weight limits
on the streets within the subdivision.
Highland Estates is located at the southeast corner of the intersection of WCR 38 and WCR 7 (two
miles north of Mead). The streets are paved and have been maintained by the County for many
years. The pavement is over 20 years old and is due for an overlay. Dean Dreher made a field
inspection and reported that the pavement is deteriorating badly. We have made previous repairs.
The streets were on Dean's overlay list for 1997. He did not see evidence, such as ruts,that indicates
damage was caused by heavy loads.
When Mr. Roberts contacted me about the possibility of posting load limits for the subdivision
streets, he indicated that two residents of the subdivision drove tractor-trailer rigs and frequently
drove them into the subdivision. Mr. Roberts and his neighbors were concerned that the tractor-
trailer rigs were the cause of the roads deteriorating.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
Post the streets at 5 tons so that no heavy trucks could enter the subdivision.
Post the streets at 10 tons so that truck tractors without loads could enter the subdivision.
Do not post the streets.
Recommendation to the Board:
I'm certain the residents were concerned about the deteriorating streets and the visual appearance of
tractor-trailer parked in their neighborhood.
The Commissioners have had similar requests in the past and have not load posted streets.
Although some residents own and park their tractor-trailer rigs in the subdivision, the main reason
for deterioration is that the pavement is in excess of 20 years old and is due for an overlay.

I recommend we decline the request and tell Mr. Roberts ethe subdivision is due for repair and an
overlay in 1997.

The following property owners of Highland Estates, a sub-division in Weld County
respectfully request the Board to place a weight limit on the streets in Highland Estates. The
reason for our request is, the large trucks that come into the sub-division are damaging the
streets. The streets have have been repaired twice in the last eighteen months due to the damage
caused by the weight of large trucks.
