This site plan review is approved with the attached conditions:
1. Prior to recording the Site Plan Review plat, the applicant shall address the following to the
Department of Planning Services' satisfaction:
a. The plat shall be amended to delineate the following:
1) The service and storage area shall be screened in accordance with Section 33.4.3.2
of the Weld County Zoning Ordinance and Section 2.6.3 #5 of the Mixed Use
Development Plan which states,"Loading,service,or storage areas must be screened
with an opaque screen that is an integral part of the building architecture. Chain link
fencing with slats or pallets are not an acceptable screening material. Plant material
shall be used to soften the appearance of the screen". (Dept. of Planning Services)
2) Appropriate landscaping and buffering along State Highway 119,in accordance with
Section 2.6.4 of the Mixed Use Development Plan, (Ordinance 191). (Dept. of
Planning Services)
3) Appropriate landscaping of a lot that abuts a public or private road right-of-way in
accordance with Section 2.6.4#2b of the Mixed Use Development Plan(Ordinance
191). (Dept. of Planning Services)
4) The applicant shall place additional"plant material"screening to mitigate the impacts
of the Equipment Yard from the street and the parking area. Location of"plant
material"screening shall be east of the proposed maintenance facility and west of the
fuel island along the northern edge of the parking area. The planting area shall be a
minimum of ten feet in width and eighty feet in length. (Dept.of Planning Services,

5) The applicant shall place a typical cross-section of the parking lot on the plat and
identify the depth of base and concrete or full depth concrete according to the Weld
County Subdivision Ordinance, Sections 10.2.3 and 10.2.4., Geometric Design
Standards and Road Structures. (Dept. of Planning Services)
6) The plant material for the"native grass mix" area occupying the perimeter of the
property shall be described on the plat. The applicant shall describe the maintenance
plan for this area. (Dept. of Planning Services)
7) As described in Section 2.6.2#4 of the MUD Ordinance,the applicant shall delineate
an opaque visual screen on the north,west and east sides of the property to mitigate
the potential negative impact to the visual assets of the Del Camino area and the
entrance to the City of Longmont with specific regard for noise, light, and aesthetic
concerns on surrounding property. The applicant shall augment the visual screening
should it be determined that the screening is not effective once the equipment is on
site. (Dept. of Planning Services)
8) The low profile free standing monument sign shall be constructed in accordance with
the Design Standards of Section 2.8.4.3.f which states,"momument signs shall have
an enclosed,solid base or structural base with the base at least three-fourths the wifth
of the widest past of the sign face. An enclosed or solid sign base shall not be
required if the lower edge of the sign face is not higher than one foot above finsihed
grade. Monument signs shall be on-premise signs,the sign area shall not exceed
twenty-five(25)square feet,and the sign shall not exceed five(5)feet in height above
the average adjacent grade,if located within fifteen feet from the street right-of-way.
For each addtional two feet of setback from the street right-of way,one additional foot
may be added to the height of the sign to a maximum of eight feet." (Dept. of

9) The applicant shall adhere to the lighting standards, in accordance with Section
23.2.1.21.6 of the Weld County Zoning Ordinance (Ordinance 89, as amended).

b. The applicant shall include in the Landscape Plan the following information:
1) An installation schedule which specifies when the landscaping will be installed on
site. (Dept. of Planning Services)
2) A Plant Material List specifying the Botanical and Common names of all plant
material to be installed;the size of the plant material at installation and whether the
plant material is to be containerized or B&B. (Dept. of Planning Services)
3) A landscape maintenance schedule which specifically states who will perform
maintenance and that maintenance is on-going and shall not end upon final
acceptance by the Department of Planning Services. (Dept. of Planning Services)
c. The following notes shall be placed on the plat:
1) In accordance with the Weld County Zoning Ordinance, no land, building or
structure shall be changed in use or type of occupancy, developed, erected,
constructed, reconstructed, moved or structurally altered or operated in the
commercial or industrial zone districts until a Site Plan Review has been approved
by the Department of Planning Services. (Dept. of Planning Services)
2) The application does not propose any portion of the site to be leased to another party.
In the event that a portion of the building is proposed to be leased to another party
in the future, the applicant shall submit a copy of the lease agreement and
information regarding the proposed use of the leased portion to the Weld County
Attorney's office, Weld County Building Inspection Department,Mountain View
Fire Protection District and the Department of Planning Services for review. Based
upon the proposed use and/or impacts of the leased portion, the Department of
Planning Services may require a new Site Plan Review application. (Dept. of
Planning Services)
3) There shall be no parking or staging of trucks allowed on Skyway Drive,Vista View
Drive, or Weld County Road 3%. (Public Works Dept.)
4) All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act,30-20-101,C.R.S.,as amended),shall be stored and removed for final
disposal in a manner that protects against surface and groundwater contamination.

5) No permanent disposal of wastes shall be permitted at this site. (Health Dept.)
6) Waste materials shall be handled, stored and disposed of in a manner that controls
fugitive dust,blowing debris and other potential nuisance conditions. (Health Dept.)
7) The maximum permissible noise level shall not exceed the light industrial limit of 70
db(A), as measured according to 25-12-102, Colorado Revised Statutes. (Health
Dept.)
8) Adequate toilet facilities shall be provided for the public and employees. (Health
Dept.)
9) The facility shall utilize the St.Vrain Sanitation District for sewage disposal.(Health
Dept.).
10) The facility shall utilize the Left Hand Water District for domestic water service
(Health Dept.)
11) Landscaping materials as indicated in the approved landscape plan shall be
maintained at all times. Dead or diseased plant materials shall be replaced with
materials of similar quantity and quality at the earliest possible time. (Dept. of
Planning Services)
12) All structures,including signs,on site must obtain the appropriate building permits.
(Dept. of Planning Services)
13) The site shall maintain compliance with the Weld County Mixed Use Development
(MUD) standards at all times. (Dept. of Planning Services)
14) The site shall maintain compliance with the Weld County Planned Unit Development
(PUD)standards at all times. (Dept. of Planning Services)
d. The applicant shall submit evidence to the Department of Planning Services that all
conditions and requirements as indicated in the district's letter dated August 10, 1999 have
been met. (Mountain View Fire Protection District)
e. The applicant shall submit evidence to the Department of Planning Services that final
approval has been received from the Mountain View Fire Protection District. (Mountain

f. The applicant shall submit evidence to the Department of Planning Services that all Left Hand
Water District conditions and requirements as indicated in the district's letter dated July 9,
1999 have been met and service to the lot has been obtained. (Dept. of Planning Services).
g. The applicant shall submit evidence to the Department of Planning Services that all St.Vrain
Sanitation District requirements as indicated in the district's letter dated July 8, 1999 have
been met and service to the lot has been obtained. (Dept. of Planning Services)
h. The applicant shall submit a plan describing any proposed on-site signage. Any proposed sign
shall adhere to Section 42.3 of the Weld County Zoning Ordinance and Section 2.8 of the
MUD District Regulations. All proposed signs shall apply for and receive a building permit

2. Prior to the release of building permits:
a) In conjunction with the requirements for the Final Plan of Vista Commercial Center,all street
signs and lot identification shall be in place. (Dept. of Planning Services)
b) Upon approval by the Department of Planning Services,the Site Plan Review plat shall be
recorded. (Dept. of Planning Services)
c) The applicant shall submit two complete sets of blueprints to the Building Department .

d) The applicant shall provide a complete drainage report for all parking areas. (Public Works)
3. Prior to the release of the Certificate of Occupancy:
a) A final inspection of the occupancy will be required by a member of the Mountain View Fire
Protection District. (Mountain View Fire Protection District)
4. Prior to Recording the Plat:
a) The applicant shall submit a revised landscape plan to the Department of Planning Services
for review and approval. Upon approval the Landscape Plan shall be placed on the plat.
b) The applicant shall submit a waste handling plan to the Environmental Services Division of
the Weld County Health Department. The plan shall include at a minimum,the following:
1) A list of wastes which are expected to be generated on site, including expected
volumes and types of waste generated(Health Dept.).
2) A list of the type and volume of chemicals expected to be stored on site (Health
Dept.).
3) The waste handler and facility where the waste will be disposed, including the
facility name, address, and phone number(Health Dept.).
4) All storage tanks on the property shall comply with the Underground Storage Tanks
and Aboveground Storage Tanks Regulations(7CCR 1101 14).
5) The applicant shall submit a list of the type and quantity of any flammable or
combustible liquids, or hazardous materials,to the Mountain View Fire
District(Mountain View Fire District).
c) The applicant shall enter into an Improvements Agreement according to policy
regarding collateral for improvements and post adequate collateral for parking and
landscaping requirements. The agreement and form of collateral shall be reviewed by
County Staff and accepted by the Board of County Commissioners prior to recording the
plat.

We received your comments dated October 5, 1999,thank you. The following is a response to your comments:
1.a.1 A six foot(6')privacy fence has been added to the northeast property line between applicants
property and the adjoining Trimac property.
1.a.2 Conforming to MUD Ordinance Section 2.6.4 b,c,d,&e; Figure 2.9, berming, screening and
landscaping along State Highway 119 is reflected on the Site Plan.
1.a.3 The street trees on Vista View Drive are now shown to be ten feet(10')back from Property Line
measured perpendicular to the property line.
1.a.4 j The applicant, Steve Crall, anticipates not needing the 12 parking spaces originally shown to the
north side of parking lot, adjacent to the equipment yard. We have removed these parking spaces,
and added additional landscaping (ten percent(10%)of the area of the parking lot). The parking
area conforms to Section 2.6.3.1 of the MUD Ordinance. In addition, thank you for your assistance
by providing"red line"examples.
1.a.6 Native Grass Mix-modified to Arkansas Valley Seed Company, mix of wheatgrass, rye, and
fescues. A note has been added to the Site Plan to reflect this modification.
1.a.7 The Site Plan is now delineating the berming along the north fence line, specifically addressing the
tapering for drainage. The Grading and Drainage Plan reflect berming as well.
1.b.2 A Plant Material List specifying both botanical and common names of all plant material to be
installed. In addition, the size of the plant material at installation and whether the plant is
containerized or B&B is provided on the Landscape Plan.

If we do not hear from you by November 5, 1999, we will assume that the"Draft"and list of
Commissioners are correct.
Time is of the essence,and a timely response to the above issues would be greatly appreciated.We anticipate
submitting for Building Permit on 15 November 1999. Due to the proposed Transportation Impact Fees,we

Dear Mr. Walls:
The Department of Planning Services has reviewed your amended Site Plan for the above named property
and have the following comments:
1. The plant material designated"BCJ" on L1 dated 28 October 1999 shall be identified and added to
the Plant List. Please included Common and Botanical name, size and quantity.
The applicant shall submit an itemized bid for the Landscape Plan as delineated. The bid shall be
on company letterhead and signed by either the nursery or landscape contractor. Also include
a bid price for the perimeter privacy fencing as shown on Li dated October 28, 1999. This estimate
shall also be on letterhead and signed by a company official.
2. Drawings submitted with application designate 2046 square feet for office space and 3991 square feet
for manufacturing, research and assembly of products. Given these floor area totals, nine parking
1i stalls are required for office space, and twenty-nine spaces are required for manufacturing, research
ce and assembly of products. Total parking required for this parcel and use is 38 parking spaces.

Vista View Drive and 4 parking spaces in the shop/service yard. As indicated on the submitted
drawings, you shall delineate 8 additional parking spaces in the parking area (fronting Vista View
Drive) on the plat, pursuant to Section 41.1.3 of the Weld County Zoning Ordinance, as amended.
3. The Weld County Attorney and the Department of Public Works have reviewed the submitted
documents for the Improvements Agreement. (Private parking and Landscaping Improvements) and
offer the following comments:
a. Exhibit B, page 1, under "Construction of the Improvements listed in Exhibit "A" shall be
completed as follows", please modify the completion date to 1 June 2000 and 30 September
2000, respectively.
4. Enclosed is the sample of the Irrevocable Letter of Credit that has been accepted as the County
Standard.

IMPROVEMENTS AGREEMENT
(PRIVATE PARKING AND LANDSCAPING IMPROVEMENTS)
THIS AGREEMENT, made and entered into this day of , 1999, by
and between the County of Weld, State of Colorado, acting through its Board of County
Commissioners, hereinafter call `County', and Crall & Bowes, Inc. hereinafter called
`Applicant'.
WITNESSETH:
WHEREAS, Applicant is the owner of or has a controlling interest in the following
described property in the County of Weld, Colorado:
Lots 1, Block 1, Vista Commercial Center, Filing 1, Weld County Colorado,
located in S 'A of Section 8, T2N,Range 68 West of the 6th P.M.
WHEREAS, a final Site Plan of said property, to be known as Site Plan for Crall&Bowes,
Inc., Case Number SPR-303, has been submitted to the County for approval; and
WHEREAS, § 23 of the Weld County Zoning Ordinance provides that no final Site Plan
shall be approved by the County until the Applicant has submitted an Improvements Agreement
guaranteeing the construction of the private parking and landscaping improvements shown on the
plans and supporting documents of the Site Plan, which improvements, along with a time
schedule for completion, are listed in Exhibits "A" and"B"of this Agreement.
NOW, THEREFORE, IN CONSIDERATION OF the foregoing and the acceptance and
approval of said final Site Plan and subsequent issuance of required building permit(s), the
parties hereto promise, covenant and agree as follows:
1. Construction: Applicant shall furnish and install, at its own expense, the private
improvements listed on Exhibit "A"which is attached hereto and a part hereof by
this reference, according to the construction schedule set out in Exhibit "B" also
attached hereto and made a part hereof by this reference.
a. Construction shall be in strict conformance to the approved Site and
Landscape Plans.
b. At all times during the construction, the County reserves the right to
inspect the work. Any work not meeting the intent of the plan shall be
replaced to conform to the approved plans at the Applicant's expense.
c. The work shall be completed in the time frame defined in Exhibit `B'.
The County Commissioners may grant extensions at their discretion.

d. The Applicant intends to develop the Site in accordance with the approved
plans.
2. Improvements Guarantee:
a. The Applicant has caused an irrevocable Letter of Credit to be issued in
the amount of$ 72,000.00, as the amount equal to 100% of the cost of
improvements as set forth in Exhibit 'A'.
(1) The Letter of Credit will be issued by<NAME OF BANK>,
located at <ADDRESS>, Longmont, Colorado.
(2) The Letter of Credit provides for payment upon demand to Weld
County if the Applicant has not performed the obligations specified
in this Improvements Agreement and the issuer has been notified
of said default.
(3) The Applicant may draw from the Letter of Credit in accordance
with the provisions of this policy.
(4) The issuer of the Letter of Credit shall guarantee that at all times
the unreleased portion of the Letter of Credit shall be equal to a
minimum of 100% of the estimated costs of completing the
uncompleted portions of the required improvements, based upon
inspections of the development by the issuer. In no case shall
disbursement for an improvement item exceed the cost estimates
outlined in Exhibit 'A'
.
(5) The Letter of Credit shall specify that 15% of the total Letter of
Credit amount cannot be drawn upon and will remain available to
Weld County until released by Weld County, which release shall
not unreasonably withheld.
(6) The Letter of Credit shall specify that the date of proposed
expiration of the Letter of Credit shall be either the date of release
by Weld County of the final 15%, or one year from the date of Site
Plan approval, whichever occurs first. Said Letter shall stipulate
that, in any event, the Letter of credit shall remain in full force and
effect until after the Board has received sixty (60) days written
notice, from the issuer of the Letter of Credit, of the pending
expiration. Said notice shall be sent by certified mail to the Clerk
to the Board of County Commissioners.

3. Request for Release of Collateral: Prior to release of the collateral for the
improvements set forth in Exhibits "A" and"B,"the Applicant will present a
statement of Substantial Compliance from an Architect registered in Colorado
stating that, to the Architect's best knowledge and belief, the improvements or
portion thereof, have been completed in substantial compliance with approved
plans and specifications. Said Statement(s) of Compliance will be issued to the
Weld County department of Planning Services for review and preparation of a
recommendation to the County Commissioners.
4. Successors and Assigns: This Agreement shall be binding upon the heirs,
executors, personal representatives, successors and assigns of the Applicant, and
upon recording by the County, shall be deemed a covenant running with the land
herein described, and shall be binding upon the successors in ownership of said
land.

1.a.1 A six foot(6')privacy fence has been added to the northeast property line between applicants
property and the adjoining Trimac property.
t.a.2 Conforming to MUD Ordinance Section 2.6.4 b,c,d,&e; Figure 2.9, berming, screening and
landscaping along State Highway 119 is reflected on the Site Plan.
1.a.3 The street trees on Vista View Drive are now shown to be ten feet(10')back from Property Line
measured perpendicular to the property line.
I.a.4 The applicant, Steve Crall, anticipates not needing the 12 parking spaces originally shown to the
north side of parking lot, adjacent to the equipment yard. We have removed these parking spaces,
and added additional landscaping(ten percent(10%)of the area of the parking lot). The parking
area conforms to Section 2.6.3.1 of the MUD Ordinance. In addition,thank you for your assistance
by providing"red line"examples.
1.a.6 Native Grass Mix-modified to Arkansas Valley Seed Company, mix of wheatgrass, rye, and
fescues. A note has been added to the Site Plan to reflect this modification.

Each alternative should be investigated with respect to current material availability and
economic conditions. Rigid concrete pavement, a minimum of 6 inches in thickness, is
recommended at the location of dumpsters where trash trucks park and load.
Aggregate base course (if used on the site) should consist of a blend of sand and gravel
which meets strict specifications for quality and gradation. Use of materials meeting
Colorado Department of Transportation (CDOT) Class 5 or 6 specifications is recommended
for base course. Aggregate base course and select su,bbase should be placed in lifts not
exceeding six inches and should be compacted to a minimum of 95% Standard Proctor
Density (ASTM D698).
Asphalt concrete should be composed of a mixture of aggregate, filler and additives, if
required, and approved bituminous material. The asphalt concrete should conform to
approved mix designs stating the Hveem properties, optimum asphalt content, job mix
formula and recommended mixing and placing temperatures. Aggregate used in asphalt
concrete should meet particular gradations. Material meeting Colorado Department of
Transportation Grading C or CX specification is recommended for asphalt concrete. Mix
designs should be submitted prior to construction to verify their adequacy. Asphalt material
should be placed in maximum 3-inch lifts and should be compacted to a minimum of 95%
Hveem density (ASTM D1560).
The performance of all pavements can be enhanced by minimizing excess moisture which
can reach the subgrade soils. The following recommendations should be considered at
minimum:
• Site grading at a minimum 2% grade away from the pavements;

Dear Mr. Walls:
The Department of Planning Services has reviewed your amended Site Plan for the above named property
and have the following comments as noted. Please amend your drawings to reflect these changes.
1.a.1 The service and storage area shall be screened in accordance with Section 33.4.3.2 of the Weld
County Zoning Ordinance and Section 2.6.3#5 of the Mixed Use Development Plan which states,
"Loading, service, or storage areas must be screened with an opaque screen that is an integral part
of the building architecture. Chain link fencing with slats or pallets are not an acceptable screening
material. Plant material shall be used to soften the appearance of the screen". An opaque fence shall
be installed along the northeast property line between applicants property and the adjoining Trimac
property.
Additional plant material screening to mitigate the equipment yard from the street and parking areas
within the service yard as noted in Staff comments of letter dated September 10, 1999 will not be
required.
1.a.2 The landscaping, berming and screening along State Highway 119 must conform to MUD Ordinance
Section 2.6.4 b,c,d,&e; Figure 2.9. Future submittals shall reflect plantings as noted on "red lines"
of plan as submitted, dated September 30, 1999.
1.a.3 The landscaping of street trees on Vista View Drive shall be ten feet(10') back from Property Line.
This distance is measured perpendicular to property line.
1.a.4 Additional plant material screening to mitigate the equipment yard from the street and parking areas
within the service yard as noted in Staff comments of letter dated September 10, 1999 will not be
required. However, at least ten percent(10%) of the area of the parking lot must be landscaped if
the lot contains ten (10)or more parking spaces. The parking areas shall conform to Section 2.6.3.1
of the MUD Ordinance. Future submittals shall reflect plantings as noted on "red lines" of plan as
submitted, dated September 30, 1999.
1.a.5 The typical cross section of the parking lot and drives is acceptable to the Weld County Department
of Public Works, verbal response of October 7, 1999.
1.a.6 Brian Scott, Environmental Designer, and landscape consultant to J.W. Miller Associates stated that
a modification to the Native grass mix of fescue blends with buffalo grass and rye grass mix, which
requires higher maintenance, is a slow grower to get established, and may grow to heights of 4-20"
has been replaced with Arkansas Valley Seed Company - Low grower variety consisting of a mix of
wheatgrass, rye, and fescues that requires lower maintenance, has a long growing season, and is
able to quickly establish itself,with growing heights of eight to twelve inches. Should this substitution
not be made, please contact Department of Planning Services immediately.
1.a.7 The landscaping, berming and screening along State Highway 119 must conform to MUD Ordinance
Section 2.6.4 b,c,d,&e; Figure 2.9. Please submit drawings delineating the berming along the north
fence line, specifically addressing the tapering for drainage.
1.a.8 Drawings for the free standing sign shall adhere to Section 2.8.4.3f MUD Ordinance.
1.a.9 Drawings for on-site lighting shall adhere to Section 23.2.1.21.6 of Weld County Zoning Ordinance.
1.b.1 The applicant shall submit an installation schedule for all proposed Plant Material on site.
1.b.2 A Plant Material List specifying the Botanical and Common names of all plant material to be installed;
the size of the plant material at installation and whether the plant material is containerized or B&B.

1.g In a letter, received via facsimile from J.W. Miller Associates, paperwork stating a"Request for Service

2.a Planning Staff acknowledges that sign requirements for Vista Commercial should be in place.

September 1999, thank you. I offer the following response to your comments:
vt.a,1: We are proposing the use of trees and "plant materials"to screen the service area. In addition to
these items, we are planning on a berm, approximately 3-feet high, with a 6-foot privacy fence
regarding screening of the service area. We feel that the combination of these elements will provide a

other than passage of vehicles entering and exiting the yard. The applicants insurance does not allow
any individuals, other than those authorized, for liability reasons, in the interior parking areas or
equipment yard,therefore; these gates will remain closed.

depths of base and paving materials in accordance to Section 10.2.3 and 10.2.4.

accordance to Section 2.6.2.#4 of the MUD Ordinance. Trees and other plant materials shall accent

1.a.8: The applicant, Steven Crall,has requested J.W. Miller Associates, design the free-standing sign. In
accordance with Section 2.8.4.3.f., the current schematic design of the sign is not complete, but the

1.a.9: Lighting issues have been discussed, and all lighting will adhere to the lighting standards, in
accordance with 23.2.1.21.6 of the Weld County Zoning Ordinance (Ordinance 89, as amended).

bo /�VI landscaping will be installed on site. Also, see suggestion pertaining to 4.c., of this response.
1.b.2: We have added a Plant Material list to the Landscape Plan, this list calls-out both the Botanical and

and whether the plant material is to be B&B, or containerized.
1.6.3: . Landscaping will be maintained by the Owners. Regarding a"Schedule"for maintenance,

1.c.1: Notes 1, thru 14, essentially existed on the original submittal drawings. Where applicable, these
existing notes have been revised to reflect the wording requested in your comments.
l.d,e,f,g: We are working with three agencies, noted in these comments, in order to obtain final
approvals. We have obtained evidence from Mountain View-Fire Protection District to move
forward, and Left Hand Water District, for tap fees paid for by the applicant. The applicant is
currentlyin the process of finalizing the tap and fees from St. Vrain Sanitation District. You will
find all pertinent documentation attached that is available to us at the present time. It seems to me
that it should be sufficient, for the planning approval process,that the respective agencies have
committed to serve the site under certain obligations. Having that conditional commitment means
that the project is certainly not going to be served by a well and septic system, which appears to be
the County's concern. Any applicant for a building permit should have to provide certification,to the
County, that all conditions for service have been met and will be provided. While I understand the
essence of your requirement, I believe final approvals from these agencies should be a condition of
the building permit process. We would appreciate it if you would re-examine your requirement for
these submittals in the Planning Process.

I.h: If on-site signage will be used, the signage will be designed to Section 42.3 of the Weld County
Zoning Ordinance, and Section 2.8 of the MUD District Regulations. When the on-site signage has
been designed, the applicant will submit a plan to apply for a building permit.
2.a: In response to this requirement, we are not responsible for installation of street signs or lot
identification. It may be to your departments advantage, as well as my fines,that this issue be
removed in future Administrative Reviews with regards to Vista Commercial Center. I know that
this is the second time this item has been mentioned to us, and again, ask you to consider not
addressing this in future Reviews. Obviously, street signs are in, otherwise building permits would
not have been issued for the other lots within the subdivision. I suggest you, or a representative of
your department, visit the site(again)in order to ascertain for yourselves that street signs have been
installed. We do not believe it is our clients responsibility for this item.

2.b: The Weld County Department of Planning Services, "Site Plan Procedural Guide",makes no
mention of requirement for recordation of a Site Plan:ttem 17, of that document, lists the
x'ortrequirements for the Site Plan Map. There is no mention of signature blocks for agent approvals,
N' N• which�re normally required on a recorded document, under those requirements. We can't find any
vr outer reference in either the Zoning Code, or MUD requirements regarding recordation of a Site
Plait Either this comment is not applicable to this application or we have missed something. If we
have, please furnish me with the applicable Code section.
2.c: We will be submitting two (2)complete sets of blueprints to the Building Department.
2.d: It is my understanding that a completed Grading and Drainage plan, with calculations was submitted
with the Plat, if this is not sufficient,please notify us and we will provide another complete drawing
and report for drainage.
3.a: Yes,prior to the release of the Certificate of Occupancy, a final inspection of the occupancy will be
performed by a member of the Mountain View Fire Protection District.
4.a: Prior to recording the Plat, submittal of a revised Landscape Plan to the Department of Planning
Services for review and approval will occur. In the past, we have submitted many Site Plans for
Review, and we have never placed nor recorded the Landscape Plan on the Plat. We do provide a
final Landscape Plan for recording purposes, upon approval.
4.b: 'The owner will submit a list of the fluids to be reclaimed and their storage and handling. NO waste
will be generated on this site. This will be submitted to the Environmental Services Division of the
Weld County Health Department.
4.b.1: NO wastes will be generated on this site.
4.b.2: NO chemicals are anticipated to be used,nor stored on site. In the event that chemicals are
introduced to this site,the Owner acknowledges the order to report any item(s).
4.b.3: An environmentally conscious reclamation company will provide services to this site. Anticipated
items to be reclaimed are motor fluids (i.e.,motor oil, coolant, transmission/transfer case fluids,

etc.). The handler, as well as the facility where items will be processed, including name, address, and
phone number will be reported to the Weld County Health Department.
4.b.4: All storage tanks on the property will comply with the Underground and Aboveground Storage Tank
Regulations (7CCR 1101 14). A qualified contractor that specializes in underground and above-
ground storage tanks will install the storage tanks and island. This contractor will comply with all
the regulations (7CCR 1101 14), as well.
4.b.5: The Owner will submit a list of the type and quantity of any flammable, or combustible liquids, or
hazardous materials,to the Mountain View Fire Protection District.
4.c: This appears to be an another on going issue. This places my Client in the position of paying for
improvements twice,which unnecessarily increases the cost of the project. In addition;this issue has
been addressed to us in the past by your department. We would like your department to entertain the
idea that the requirement for an improvements agreement IS NOT consistent with other Site Plan
Reviews within Vista Commercial Center Subdivision.
As a result, I wish to propose the following: Rather than requiring"collateral"for PRIVATE
improvements, we are willing to agree to a stipulation that final Certificate of Occupancy(C.O.), for
the improvements shown and described with the Site Plan and Building Permit Applications, will not
be issued until such time as all landscaping and parking lot improvements are complete. In the case
where it is impossible for landscaping to be installed due to the time of year, as I anticipate will be
the case with this project, we would ask that a Temporary Certificate of Occupancy be granted for a
specific time limit with the final Certificate of Occupancy granted after completion and inspection,
by your department, of the landscape improvements. This is standard practice along the front range
and in other communities in which I do work and should offer the guarantee you appear to desire.
However, in order to expedite final approval, we have added the following note to the Site Plan:
"Prior to issuance of a Final Certificate of Occupancy,parking lot improvements and
landscaping shall be installed. If the building is completed in a season that prohibits
planting of landscape materials, a Temporary Certificate of Occupancy shall he issued until
such time as landscaping has been installed. Landscaping shall be installed on, or before,
30 May 2000".
In conclusion, I ask that you respond to the above items at your earliest possible convenience. However, this
time table relies on your timely response to these concerns. After you have a chance to review the above, please
call me if we needed to discuss them further. We can then follow-up with any required revisions and
supplemental documentation thereafter. I look forward to hearing from you soon.

Dear Kim,
Regarding our telephone conversation this morning, i was able to make contact with Steve Crall, the applicant.
I offer the following:
1. Most of the equipment will not be stored on site-it will be located at various construction sites for
which Crall &Bowes, Inc., is performing excavating work. The site will only be used to temporarily
hold pieces of equipment while they are being serviced. (The equipment owned by Crall & Bowes,
Inc., makes no money while located at the maintenance facility, therefore; the equipment is generally
stored otfsite.)
2. The equipment also is transported directly from one site, to another site, and so on.
3. Crall& Bowes, Inc.,currently owns the following equipment:
-Three(3) semi-trucks with "mid-dump"trailers, not exceeding ten feet in height.
- Five(5)tandem dump trucks, not exceeding eight feet in height.
-A number of medium size earth moving pieces of equipment, not exceeding ten feet in height.
4. Crall eX. Bowes, inc., is a"medium"size excavating company, medium with regards to size of
ability,not the company.With this in mind, height of equipment is negligible. The anticipated height
of any new equipment will not exec cd their current equipment.
5. As indicated on the submittal drawings, we are proposing a solid 6 foot heigh fence around the
property, unlike'l'rimac, Inc., to the east, which only has an open chain link fence, and larger
equipment. We arc also proposing that all trucks being stored on this site, he parked along the east-
most property line. Having a thirty-foot casement at that location will provide a form of additional,
natural screening.

The project is located on Lot 1,Block 1, Vista Commercial Center subdivision, Filing 1, Weld County,
Colorado. This development is currently zoned Light Industrial (I-l) and Commercial (C-3) in Weld
County. Based on the use and operation as Office and Maintenance Facility for Crall &Bowes, Inc., an earth
working company, it appears that the building use is consistent with uses allowed by right in either the
Industrial or Commercial districts.
As is the case with any project, time is of the essence. We will appreciate anything you can do and any
suggestions that you may make to expedite the site plan review and approval process.
Proposed Use:
Crall & Bowes Inc. is an earth working construction company that has been in business in Longmont for
many years. They will b sole occupant of the buildij with no additional leaseable space in it. The
\J primary function,of the building, will be as general office space for their corporate headquarters and as a
maintenance facility for their trucks and equipment. Maintenance activities will only consist of the exchange
of parts and routine preventative maintenance. There will be no welding occurring within the building. For
the purposes of classification, we would consider the building to be a combination of`B' and `S3'__
occupancies as defined by the 1997 Uniform Building Code.

The facility will have seven() full-time employees, including the principals,who will be utilizing the
.) building on a daily basis.. In addition,the company currently has 43 employees who will utilize the facility
only for parking. These company employees arrive at the site, check-out the earth moving equipment that is
vneeded for the day and then proceed to the work site. As a result, the Applicant desires to provide additional
parking beyond what is required for those employees even though they will not be occupying the building.
(In some cases,employees report directly to the work site when the job is large enough to warrant leaving
larger equipment at the job site until completion.) The four(4)_paved spaces, on the north side of the
building, will be used for company pick-ups which are used by supervisory staff during the day and then
returned to the facility at the end of the work day._They have very little "walk-in" traffic

The fence will conform to Vista Commercial Center Covenants and restrictions as well as Weld County

designed to comply with Saint Vrain Sanitation District and Mountain View Fire Protection District's
respective requirements.
Storm Water runoff(Drainage):
Please refer to the attached Grading Plan and calculations prepared by Boden Engineering, LLC, dated 12
July, 1999. On-site drainage will be conveyed to the existing subdivision drainage system.
Off-Street Parking:

As indicated on the Site Plan,the Office use has a total gross floor area of 2,046 sq. ft. as a result, 5 spaces
are required by the building area(2,046/500=4.1)and 4 spaces are required by the Office employees (7/2=
3.5) for a total of 9 spaces. The Shop use has a total gross floor area of 3,991 sq. ft. and, as a result,4 spaces
are required by the building area(3,991/1000=3.99). Also, we have used the total number of field
employees to arrive at a requirement of an additional 15 spaces (43/3 = 14.3). Total required parking is,
therefore, 28 spaces (5 +4+4+ 15). As illustrated on the Site Plan,we have provided a total of 48 spaces
for the proposed facility, which exceeds the requirements for the reasons discussed above. The Site Plan also
indicates the location of one (1)public space dedicated as a handicapped accessible parking space near the
main entrances to the building, as required by the Americans with Disabilities Act (ADA). As you can see,
the majority of employee parking is located behind the fence area for reasons of security.

Loading areas are not applicable to the proposed use.

Engineering Access Standards:
-'The width of access drive to the Site are a minimum of 24 feet as requested by Mountain View Fire
Protection District to accommodate Fire Truck Access. All access drives and dedicated parking areas will

recommendations of a Geoteclmical Engineer.
Acceleration/Deceleration Lanes:
Based on the use and potential traffic generation and the above discussion, we do not believe that
acceleration/deceleration lanes are required for the access drives to the site off Vista View Drive.
Setbacks and Offsets:
Weld County standards require a setback of 25 feet from road rights-of-way and side and rear yard offsets of
10 feet. The location of the proposed structure meets or exceeds these setbacks and offsets, as indicated on
the Site Plan.
Landscaping:
As summarized on the Site Plan, the total lot coverage for the building,parking and drives, equals
approximately 42%of the site, which leaves__a total open area of about 58%. This is less than the maximum
allowable lot coverage of 85%. The Landscape Plan indicates proposed landscaping around the building and
along Vista View Drive. It is our understanding that the overall development was required to landscape
along Highway 119, and that these plantings are in place.
Trash:
/The Site Plan indicates a trash enclosure located north of the building. The enclosure is sized for one (1) 3=
yard trash dumpster(per calculations from Western Disposal)which should be adequate to serve the needs
of the facility for trash disposal.
Water Service:
Water will be supplied by the Left Hand Water District. As indicated on the Site Plan, a water line has been
stubbed into the site from Vista View Drive.
Sewage Disposal:
Sewer services will be supplied by St.Vrain Sanitation District. There is an existing sewer line stub into the
property that is of adequate size to serve the facility.
Operation Standards:
Noise: The proposed use generates minimal noise during operation. If applicable, the facility will
operate in accordance with OSHA and Colorado State requirements for generated noise and
abatement.
Air Quality: The facility will not discharge any pollutants to the atmosphere, so air quality standards are
not an issue.

We are proposing a"low profile", freestanding sign at the main entrance of the property as indicated on the

Dear Jerry,
Please accept this letter, attached calculations, and figures for the drainage design concerning the above
mentioned project. Detention for the Crall and Bowes lot in the Vistas Commercial Subdivision has been
provided for as per the master drainage plan for the entire project.
This lot and the proposed grading for the improvements provide for a general sheet flow of storm runoff
to the north east, being collected in an existing drainage swale along the east and north property
boundaries. Drainage from the proposed roof structure is collected in a 6"pipe and carried directly to the
existing drainage swale along the east side of the property. The existing drainage swales carry the runoff
to the existing detention facility located along the south side of Highway 119.
The estimated 5-year storm runoff is 4.6 cfs and the estimated 100-year storm runoff is 9.7 cfs.

Across from 1780 Skyway Drive(Block 2, Lot 14-Vista Commercial Center)
The hydrant located across from 1780 Skyway Drive was flow tested September 7, 1999 at 1:30 p.m. The
flow test was conducted because Left Hand Water indicated repairs had been made to the water system
which supplies this area.
The following readings were taken:
Static Pressure: 58 pounds per square inch
Residual Pressure: 49 pounds per square inch with a 2 '/2 inch outlet
Pitot Pressure 48 pounds per square inch
These readings indicate 1,163 gallons per minute was flowing at 49 p.s.i. and 2,530 gallons per minute is
available at 20 p.s.i.
Based on this test, the required water supply for the Crall and Bowes building located at 1877 Vista View

Environmental Health Services has reviewed this proposal for an earth working construction
company, contractor's office and maintenance facility. The following conditions are
recommended to be part of any approval:
1) All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-101, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2) No permanent disposal of wastes shall be permitted at this site.
3) Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, blowing debris, and other potential nuisance conditions.
4) The maximum permissible noise level shall not exceed the light industrial limit of
70 db(A), as measured according to 25-12-102, Colorado Revised Statutes.
5) Adequate toilet facilities shall be provided for the public and employees.
6) The facility shall utilize the existing municipal sewage treatment system. (St.
Vrain Sanitation)
7) The facility shall utilize the existing public water supply. (Left Hand Water
District)
8) Prior to recording the plat, the applicant shall submit a waste handling plan to the
Environmental Health Services Division of the Weld county Department of Public
Health and Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
9) All storage tanks on the property shall comply with the Underground Storage
Tanks and Aboveground Storage Tanks Regulations (7CCR 1101 14).

I have reviewed the submitted material pertaining to the Crall and Bowes building located at
1877 Vista View Drive (Case Number: SPR-303). The property is within the boundaries of the
Mountain View Fire Protection District and receives fire protection from the District. The Fire
District has the following comments and requirements regarding the building:
• Buildings shall be designed and constructed in accordance with the provisions of the 1994
Edition of the Uniform Fire Code, as ratified by the Weld County Commissioners, and all
other applicable codes as enforced by Weld County.
• A minimum fire flow of 2,000 gallons per minute,measured at a residual pressure of 20 pounds
per square inch is required for a 6,037 square foot non-sprinklered building of type V-N
construction. Additionally, water supply for fire protection is increased by 500 gallons per
minute in non-sprinklered buildings when any of the following listed hazardous operations,
materials, processes or storage occurs: flammable or combustible liquids storage or
handling, woodworking operations, paint spray operations, hazardous materials storage or
handling, high-piled or rack storage of combustible materials, or dust producing operations.
At the present time, the required fire flow is not available to the site; therefore, the building
as it is presentlyproposed can not be built and meet the requirements of the code. Changing
the building type of construction, separating the building into smaller fire areas by adding
area separation walls, installing automatic fire sprinklers, or installing smoke detection will
reduce the required fire flow.
• Fire apparatus access appears to be adequate as indicated on the plans submitted. Apparatus
access roads shall be designed and maintained to support the imposed loads of fire apparatus
(60,000 pounds), have a surface that provides all-weather driving capabilities and be free
from obstructions which includes locked gates. If gates crossing apparatus access roads are
to be locked,the locking device must be approved by the Fire District.
• Plans indicate the building is proposed as a mixed occupancy of Group B Office and Group
S-3 vehicle maintenance. If the repair portion is classified as a Group S, Division 3
Occupancy, maintenance and repair of vehicles is limited to exchange of parts where there is

to be stored.
• Building construction plans and a final site plan must be submitted to the Fire District for
review and approval before building permits may be issued. The final set of site plans must
include a utility plan showing fire hydrant locations and water main sizes.
The Fire District reserves the right to make further comments as the project proceeds. Nothing
in this review is intended to authorize or approve of any aspect of this project that does not

purview of the Weld County Mixed Use Development and site Plan Review Standards. Our comments and
requirements are as follows:
COMMENTS:
The transportation and drainage reports for Vista Commercial Center, Filing, 1, Phase 1, have been completed.
Each lot shall be rquired to provide a drainage report.
REQUIREMENTS:
Access: Two access points from Vista View Drive have been identified. The eastern access will be used for trucks
and large equipment and the western access will accommodate the office and proposed building area.
Parking and Circulation: The applicant is indicating that the parking area shall be concrete with curb, gutter,
concrete wheel stops, and sidewalk, where appropriate. The equipment yard (gravel parking area) will be utilized
to accommodate heavy equipment or materials in the rear of the facility.
Storm Water Drainage: A storm water drainage report from JW Miller Associates has been provided. This was
signed and stamped by a professional engineer. I have verified the calculations and documents and have no
conflict with the report.

company, contractor's office and maintenance facility. The following conditions are
recommended to be part of any approval:
1) All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-101, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2) No permanent disposal of wastes shall be permitted at this site.
3) Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust,blowing debris, and other potential nuisance conditions.
4) The maximum permissible noise level shall not exceed the light industrial limit of
70 db(A), as measured according to 25-12-102, Colorado Revised Statutes.
5) Adequate toilet facilities shall be provided for the public and employees.
6) The facility shall utilize the existing municipal sewage treatment system. (St.
Vrain Sanitation)
7) The facility shall utilize the existing public water supply. (Left Hand Water
District)
8) Prior to recording the plat, the applicant shall submit a waste handling plan to the
Environmental Health Services Division of the Weld county Department of Public
Health and Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
9) All storage tanks on the property shall comply with the Underground Storage
Tanks and Aboveground Storage Tanks Regulations (7CCR 1101 14).
