This is a very busy dirt road and is traveled by many trucks and tractor trailers along with many cars. This road is not well-maintained and is always rutted and washboarded. This is to request that consideration be given to paving this often-used road so that traffic will move more smoothly between these major access roads. Thank you. Yours truly, C.. GREELEY,COLORADO 80632 COLORADO September 26, 1996 Jim Clark, Manager Scottsdale Ranches 18311 WCR 23 Platteville, CO 80651 Dear Mr. Clark: This is in response to your letter dated July 19, 1996, regarding paving Weld County Road (WCR) 40 between U.S. Highway 85 and WCR 23. The Board of Weld County Commissioners has established a policy to prioritize roads to be paved. The Board considers the cost to construct the road,the traffic volume, safety issues associated with the construction, and the geographic area the road serves. The Public Works staff gathers information on these items and every project is given a numerical ranking. The Commissioners review the project list with the Public Works staff to determine the following year's construction program. The 1997 paving program has already been determined. The Commissioners have reviewed over 100 miles of requests and identified approximately 20 miles to be paved. Traffic counts were taken on WCR 40 this summer. Two separate counters measured 231 and 230 vehicles per day. The Board does not consider any roads below 200 vehicles per day to be reasonable candidates. We will include WCR 40 on our list to be considered in 1997 for construction in 1998. County Engineer Brief description of the problem/issue: Attached is a letter from Jim Clark requesting the County pave WCR 40 between U.S. Highway 85 and WCR 23. Also attached is a draft letter for the Chair's signature in response to Mr. Clark's request. As a part of our traffic counting effort this summer, the counts that were made on this portion of WCR 40 on June 27, 1996. The counts were 230 and 231 vehicles per day. The traffic count above 200 vehicles is the level at which the County will evaluate and rank the project for the Commissioner's consideration. What options exist for the Board? (Include consequences,impacts,costs,etc. of options.) The Board may approve or amend the letter. Recommendation to the Board: I recommend that the Board approve the attached draft for mailing to Mr. Clark. The results of the 48 hour traffic counts taken 6-27-1996 on Weld County road 40 are as follows. 1. WCR 40 between WCR 25 and WCR 25.5 was 231 vehicles per day. 2. WCR 40 between WCR 25.5 and WCR 27 was 230 vehicles per day.
