HomeMy WebLinkAbout960864.tiff MINUTES WELD COUNTY COUNCIL April 3, 1996 Tapes: #46A96, #46B96, #47A96 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Eaton Town Hall, 223 First Street, Eaton, Colorado, Wednesday, April 3, 1996, 7:30 p.m. ROLL CALL: The meeting was called to order by Vice President Pam Malcom. The following members were present, constituting a quorum of the members thereof: Councilman Ralph Campbell, Councilwoman Judy Curtis, and Councilman Jim Gardner. President Stephanie Hayward was excused. Ault's Mayor Charles Hoff was at the meeting along with members of the Town Boards of Ault and Eaton including: Kenny Jerabek, Dan Cooch, Wayne Gustafson, and Celia Turner. Also present were Sharon Dunn of the Greeley Tribune and the Council secretary. APPROVAL OF MINUTES: Councilman Jim Gardner made a motion, seconded by Councilwoman Judy Curtis, to approve the March 6, 1996 meeting minutes. The motion passed. GUEST SPEAKER: Weld County Commissioner Barbara Kirkmeyer handed out information regarding Intergovernmental Agreements. Commissioner Kirkmeyer talked about the current practice of the Weld County Commissioners' negotiating Intergovernmental Agreements between government entities. She said that the agreements provide a basis for cooperation between government entities for land use planning, growth management, and the provision of services or facilities. Furthermore, the Intergovernmental Agreement (IGA) process has proven to be a practical solution that can be applied to a wide range of governmental functions such as: law enforcement, emergency services, communications, water testing, and road maintenance. She said the major benefit of cooperation between governments is economic, and she cited the City of Greeley and Weld County's Communication Services as an example. PUBLIC COMMENTS: Members of the County Council and the Town Boards asked Commissioner Kirkmeyer questions regarding different aspects of Intergovernmental Agreements. The need for coordination between the comprehensive plans of municipalities and the County was discussed. The significance of water in the future development of Weld County was also examined. ADDITIONS TO THE AGENDA: There were no additions to the agenda. Q,Q Tot 960864 D5lO819(P County Council Minutes April 3, 1996-Page 2 APPOINTMENTS: Vice President Pam Malcom, Councilwoman Judy Curtis, and Councilman Jim Gardner said that they were planning to attend the North Front Range Transportation & Air Quality Planning Council Breakfast April 9, 1996. Council members were reminded of the April 9, 1996, 6:30 p.m. parliamentary procedure meeting with Art Willis. CORRESPONDENCE: Council members stated their pleasure in receiving weekly mail packets from the Council office. COORDINATOR REPORTS: Customer Service Project Councilman Ralph Campbell gave an update on the Customer Service classes he had attended at Aims College. He encouraged the Council to set a summer date for a work session to focus on this subject. Airport Manager Contracts Councilwoman Judy Curtis said that she wanted to defer her report to the May Council meeting. UNFINISHED BUSINESS: Council's Twentieth Anniversary The entry forms for the July 4 Stampede Parade were reviewed. Council secretary was asked to verify that an entrance fee from the Council would not be required. Inviting former County Council members and members of the Weld County Home Rule Charter Commission to ride on a float in the parade was discussed. The secretary was asked to compile a list of former Council members by district. The list from each district should be mailed to the Council member now holding that Council seat. Council members will then contact former members about riding in the July 4 parade. Councilman Jim Gardner will proceed with lining up a vehicle for use in the parade. Commissioners' Salaries The Council secretary was asked to obtain the cost of each item in the Weld County Commissioners' benefit package. Council members also requested that the definition of a "medical flexible spending account" be obtained. Councilman Jim Gardner pointed out that Weld County is a Category II County according to the Colorado Revised Statutes. The current and previous salaries of Weld County elected officials were discussed. County Council Minutes April 3, 1996-Page 3 The Council secretary reported that personnel in other Colorado counties were vague about the definition of a "full-time" County Commissioner. However, Colorado's ten large counties all provide benefits to their Commissioners as if they are full-time employees. It was decided that the Council would spend more time on salary-setting at the May 1, 1996 meeting. Vice President Pam Malcom will check with Erie's mayor about possible topics for the May 1 Council meeting. Possibly salary-setting will be the main focus of that meeting with a decision on the Commissioners' salaries to be made at the June Council meeting. NEW BUSINESS: Payment of the Bills Councilman Jim Gardner made a motion, seconded by Councilwoman Judy Curtis, the following bills be paid: Councilman Ralph Campbell - mileage - $28.04 - Councilwoman Judy Curtis - mileage - $42.66 Councilman Jim Gardner - mileage - $13.50 �aSpB Councilman Jim Gardner - meals - $83.81. The motion carried. Secretarial Research Requests Copies of the line items in the County's Banner accounting system were distributed. A sample of the currently-used County name tag was examined by Council members. It was decided that the Council would discuss ordering name tags at the May Council meeting. Purchasing copies of"A Guide for Effective Meetings", recommended by Parliamentarian Art Willis, was discussed. Councilman Ralph Campbell moved that the Council order ten of the booklets at a cost of seventy-five cents each. Councilman Jim Gardner seconded the motion, and it passed. The motion was seconded and tabled at the Council's May 1, 1996 meeting in Erie, CO. The Council heard the opinions of Weld citizens at the meeting, and by letter, regarding setting the Commissioners' salaries. The Council welcomes public comment on the salaries before a final decision is made at the June 5, 1996 Council meeting at the Windsor Town Hall. Councilwoman Judy Curtis expressed concern regarding the settlement agreement that paid former airport manager, Kevin Bunnell, $10,626. Lack of public information from Commissioner Dale Hall, and citizens' inquiries to the County Council prompted further discussion of the matter. The Council is continuing to seek public disclosure of the use of tax payers' monies. 1996 is the 20th anniversary at Weld County's Home Rule Charter and the Weld County Council. In commemoration, the Council is attempting to contact all former members of the Weld County Council and the Weld County Home Rule Charter Commission.
