To The Board:
In 1995, Weld County and the Pawnee Pioneer Trails Scenic and Historic Byway
received a grant from the Colorado Department of Transportation (CDOT) for
$6,550 to improve travel management signs on the Byway. The Byway, CDOT, and
Drew Scheltinga, County Engineer, have recently discussed a sign plan related
to this grant. This plan will utilize part of the available funding, and is
designed to reduce the hazards of travel on the Weld County gravel roads by
providing directions to local communities or Colorado Highway 14. Inclement
weather, especially snow, has resulted in vehicles and people stranded on the
gravel roads, and the Byway believes these signs will enable visitors to return
to populated areas more safely. Several instances have occurred where visitors
have become lost on these roads, with the possibility of running out of fuel
and being forced to remain on the prairie during storms or at night. Visitor
safety must be a priority for management of the Byway.
The purpose of this letter is to request that Weld County place 13 signs at
various locations on County roads within the County ROW, primarily between New
Raymer and County Road 390 southeast of Grover. The posts and signs will be
provided by CDOT. It is desirable to have these signs placed as soon as
possible to minimize the potential hazards this winter.
The remainder of the grant, approximately $3,000, will be used to provide
ethics signs designed to minimize the possibility of trash, wildfires, and
other conflicts on the Byway. This project is scheduled for next summer.

Brief description of the problem/issue:
Attached is a copy of a letter from a representative of the Pawnee Pioneer Trails Board of Directors
requesting Weld County to install 13 signs along the trail which would provide directions to local
communities or State Hwy. 14. The Colorado Department of Transportation will provide the signs
and posts.
In the past we have installed signs on this trail at no cost to Pawnee Pioneer Trails. The labor and
equipment for the project would be approximately $29.51 per sign for a total of $378.95.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
1. The County can install the signs as a good faith measure.
2. The County can install the signs and bill the organization for the labor.
Recommendation to the Board:
I recommend that the County install the signs for the organization. It is a slack time of year, and the
work can be accomplished without interrupting the work schedule.
