Baxter, Chair Commissioner Constance L. Harbert, Pro-Tem Commissioner Dale K. Hall Commissioner Barbara J. Kirkmeyer Commissioner W. H. Webster Also present: Acting Clerk to the Board, Shelly Miller Assistant County Attorney, Lee Morrison Planning Department representative, Kerni Keithley The following business was transacted: I hereby certify that pursuant to a notice dated May 28, 1997, and duly published June 5, 1997, in the South Weld Sun, a public hearing was conducted to consider the request of Laurel Johnson for a Site Specific Development Plan and Special Review Permit #1146 for a commercial use (concrete cutting business with five employees and storage for trucks and trailers) located in the A (Agricultural) Zone District. Lee Morrison, Assistant County Attorney, made this a matter of record. Kerri Keithley, Department of Planning Services representative, presented a brief summary of the proposal and entered the favorable recommendation of the Planning Commission into the record as written. She stated the subject site is next to the town limits of Windsor and is compatible with future development and surrounding land uses, which are commercial and industrial. Ms. Keithley noted the area is in transition from agricultural to commercial/industrial and the Town of Windsor indicated possible annexation and encouraged this proposal. She stated three letters of support have been received and Conditions of Approval and Development Standards are in place. Laurel Johnson, the applicant, was present and stated the site is three-quarters of a mile from an industrial section. She noted they currently have only two employees, and the maximum necessary would be five. Ms. Johnson stated they have not had any complaints and are requesting approval, and she confirmed all Conditions of Approval and Development Standards are acceptable. Responding to a question from Commissioner Harbert regarding the collector status of Weld County Road 66, Don Carroll of the Public Works Department stated an 80 -foot right-of-way is required in Weld County for a collector, but the applicant should probably deal with the Town of Windsor. Ms. Keithley clarified the property was recently split by a recorded exemption and a subdivision exemption; therefore, the right-of-way is already dedicated. No public testimony was offered concerning this matter. Commissioner Hall moved to approve the request of Laurel Johnson for a Site Specific Development Plan and Special Review Permit #1146 for a commercial use (concrete cutting business with five employees and storage for trucks and trailers) located in the A (Agricultural) Zone District, based on the recommendations of the Planning staff and the Planning Commission, with the Conditions of Approval and Development Standards as entered into the record.
