Dear Mr. Lasalle: I am providing this letter to document the issues we discussed regarding the aforementioned property, formerly owned (and operated) by Mr. Stan Rech and recently (1997) acquired by myself (Mr. Robert McPeek). According to our discussion at the site in early March, the property was initially assessed as a commercial disposal facility. Commercial disposal of oil field wastewater was discontinued in 1985. Based on our discussion it is my understanding that the property will be assessed as agricultural property from this time forth. The conversion of this property from an environmental hazard to agricultural use, at my expense, is underway and is likely to continue throughout the year. If you have questions regarding restoration of the site or require additional clarification please contact myself or Mr. Trevor Jiricek, Supervisor, at the Weld County Department of Health. Mr. Jiricek's phone number at the Department is 353-0586. I have currently not received any income from the property. It is my intention to convert this property to a useful agricultural application. To -date my demonstrable expenditures in restoration of the site are greater than $27,000. Some of the more prominent expenses are detailed in the following table, other expenses can be referenced in the attached ledger sheets. An example of these costs include: Item Contouring - preparation of the site suitable for agriculture (earthmovers, operators, project management) Cost Item Cost $5,000 Additional legal & consulting fees $4,000 Import & prepare topsoil $6,500 Trees, fences, and road maintenance 1,000 Additional ranch labor, equipment & fuel (min 80 4,000 hrs $10/hr labor, $40/hr equip., plus fuel) Estimated Minimum Additional Expenses $20,500 I wish to convey that the environmental and health hazards (open sludge pits, oily wastes, metal debris, miscellaneous garbage and trash, and 550 tires that harbored snakes and mosquitos) have been physically removed from the site. Additionally, I have agreed to the requests from the respective Health departments' (county and state) to conduct soil sampling and that will facilitate the closure of the site. As a good samaritan, taxpayer, voter, and upstanding member of the community, I respectively request that this effort be applauded and appropriately recognized by the county. This recognition can be provided by issuing a building permit for the north, and unaffected portion of the property.
